Two recent examinations of management practices in three federal departments provide contemporary evidence of the need to incorporate procedures like those of the Sarbanes-Oxley Act in the public sector. Although each department established what appeared to be well-designed internal controls, all lacked sufficient monitoring and assessment of the efficacy of those controls. By requiring senior management to attest to the strength of their control mechanisms, as required by the newly revised OMB Circular A-123, the quality of this monitoring should improve. Findings from a recent study of private-sector implementation of these reforms are described, along with suggestions for public administration research and practice at all levels of government. 相似文献

In this article a middle class adolescent peer group is studied in a community setting using ethnographic techniques. The purpose of the study is to describe the group's relationship to adults and to uncover the adult reference group after which the group modeled itself. Although this group was organized to help poor people in the United States and abroad and had extensive contact with adults who could be described as change agents working to close the economic gap between rich and poor, this group modeled itself after middle class adult managers. The youths were attracted to the change agent adults only in so far as they satisfied their desire for equal status interaction with adults. Attempts by the group to establish closer contact with their adult models were in conflict with their desire to maintain autonomy from adult domination. The concluding section compares the findings of this study to two ethnographic studies of adolescent groups that used secondary school sites.Received her Ph.D. from Northwestern University. Survey reports of police stops and driving behavior are a potential methodology for examining the magnitude and prevalence of the “Driving While Black” phenomena. However, estimates of the magnitude or correlates of racial disparity in police stops from self-reported survey data are potentially compromised if the accuracy of self-reports of police stops and driving behavior differ by race. We report on the results of a reverse record check survey in which we directly assess the degree and consequences of differences by race in self-reports of police stops. In our sample of drivers who had been cited for speeding in the preceding year, we found that 77% of the White respondents and 71% of the African American respondents admitted to being stopped. While both groups underreport stops, African Americans do so at a higher rate. This finding is consistent with many past studies which report stronger social desirability effects on survey responses among African Americans. Thus, survey data will tend to underestimate the magnitude of the “Driving While Black” phenomena.

The goal of the Healthy Families America Research to Practice Network (RPN) was to foster communication among academic researchers, community-based evaluators, and practitioners to integrate science-based prevention practices into practice settings. The RPN goals were guided by and are a response to the limitations of past and current research paradigms in the social sciences. Accomplishments included creation of a 40-member researcher-practitioner council, development of a national Program Information Management System, and completion of a 4-year national Implementation Study, employing data from over 100 sites in nine states. The discussion examines what was learned about this rare experiment in creating practitioner-scientist partnerships and the impact of the RPN on child abuse and neglect prevention. A five-year plan to sustain and strengthen a practice-research collaborative is recommended. 相似文献

Little research has investigated the prevalence of mood disturbance among sex offenders despite the fact that psychological
distress may bear some relationship to community reintegration, and ultimately, recidivism. All offenders on New Jersey’s
sex offender Internet registry were mailed surveys about their experiences with, and perceptions of, notification and residence
restriction statutes, the Beck Depression Inventory-II (BDI-II), and the Beck Hopelessness Scale (BHS). On average, respondents
(N = 104) reported mild to moderate levels of depressive symptoms (M
BDI = 17.1) and hopelessness (M
BHS = 6.9). Additionally, offenders who reported being negatively affected by residence restrictions and notification statutes
reported higher levels of both depression and hopelessness. Given evidence that sex offender specific legislation may de-stabilize
