New York State experimented with replacing their litigation-oriented system for achieving toxic dump site cleanup with one promising to lower transaction costs through alternative dispute resolution. Our analysis of outcomes is informed by three generations of implementation work focusing on (1) the motivations and incentives shaping individual behavior, (2) the larger organizational and political factors associated with variation across cases, and (3) the generic properties of policy implements. This mosaic approach to explanation produces, we believe, a more lifelike picture of use to policy makers for understanding the dynamic and interrelated nature of their choices. 相似文献

Community, demographic, familial, and personal risk factors of childhood depressive symptoms were examined from an ecological
theoretical approach using hierarchical linear modeling. Individual-level data were collected from an ethnically diverse (73%
African-American) community sample of 197 children and their parents; community-level data were obtained from the U.S. Census
regarding rates of community poverty and unemployment in participants’ neighborhoods. Results indicated that high rates of
community poverty and unemployment, children’s depressive attributional style, and low levels of self-perceived competence
predict children’s depressive symptoms, even after accounting for demographic and familial risk factors, such as parental
education and negative parenting behaviors. The effect of negative parenting behaviors on depressive symptoms was partially
mediated by personal variables like children’s self-perceived competence. Recommendations for future research, intervention
and prevention programs are discussed.

Many scholars argue that citizens with higher levels of political trust are more likely to grant bureaucratic discretion to public administrators than citizens with lower levels of trust. Trust, therefore, can relieve the tension between managerial flexibility and political accountability in the modern administrative state. Unfortunately, there is little empirical evidence showing that trust is actually associated with citizens' willingness to cede policy-making power to government. This article tests theories about political trust and citizen competence using the case of zoning. Trust in local government is found to be an important predictor of support for zoning, but trust in state government and trust in national government have no effect. These findings suggest that trust affects policy choice and helps determine how much power citizens grant to local administrators. 相似文献

China’s distinctive set of stock market institutions was introduced in 1990. Among the characteristics of China’s stock markets
was a strict separation between different categories of investors. Listed companies issued different categories of shares
to state shareholders, domestic corporate investors, domestic individual investors, and foreign investors. By 2005, the barriers
segmenting China’s stock market had been significantly relaxed. Domestic investors were allowed to purchase shares previously
reserved for foreign investors, and approved foreign investors were allowed to purchase shares previously earmarked for domestic
individuals. Nevertheless, a crucial barrier remained. An ongoing debate among Chinese academics, investors, and policy makers
focused on how to resolve the “split share structure” (guquan fen zhi) in which a minority of shares were tradable while the
majority of shares (namely those reserved for domestic corporate and state shareholders) were excluded from the market. The
split share structure was blamed for distorting prices and inhibiting development of the stock market. This paper analyzes
the policy adopted to address the split share structure. To what extent does this policy change reflect new thinking on the
part of China’s market regulators? This paper argues that analysis of policy making in China’s capital markets can help to
distinguish between two competing assessments of China’s political economy. One account sees China pursuing a gradualist strategy,
slowly but steadily expanding the role of markets. Another account sees China trapped in a semi-marketized and increasingly
corrupt development pattern. The implementation of the split share structure reform program provides evidence to support the
gradualist account of incremental, but persistent, reform.

The Herero were the first ethnic group to be subjected to genocidein the twentieth century. In 2001, the Herero became the firstethnic group to seek reparations for colonial policies thatfit the definition of genocide. The Herero are the latest plaintiffto use the procedures of the Alien Torts Claim Act of 1789 toseek reparations in a US federal court for war crimes committedoverseas. This article analyzes the legal arguments by Hererosagainst Germany within the context of current understandingsof international law and identifies the challenges that lieahead for this claim. The ascendency of immigration as an issue in elections has been concomitant with massive increases in the Hispanic population in the U.S. We examine how immigration cues prompt greater or lesser levels of restrictionist sentiment among individuals, showing demographic context conditions the effect of candidates cues. Using data from the 2010 U.S. House elections, we illustrate cues presented in new destination states—states with massive increases in the size of the Hispanic population from 1990 to 2010—have a larger impact on individuals’ immigration preferences than cues presented in non-new destination contexts. We show candidates with more extreme immigration positions are more likely to prioritize the issue of immigration in their campaigns, suggesting campaign prioritization of immigration has a directional cue. We conclude these directional cues from Republican candidates in new destination contexts move individual attitudes toward restrictionist preferences. 相似文献
