About half of the nations that experience civil war eventually relapse into renewed conflict within a few years after the original war ends. This observation has motivated a stream of research into the factors that affect the risk of peace failure in the aftermath of civil war. While the outcome of the previous civil war—for example, military victory versus peace agreement—structures the post-war environment in ways that affect the risk of peace failure, the capacity of the post-war state to enact and implement policies that affect the incentives for and capacity of groups to undertake armed violence as a means of advancing their interests should also affect the risks of peace failure. Using Geddes’ categories of nondemocratic regime types, we will present a theory of how different regime types have varying capacities to repress and/or implement accommodative policies that affect the risk of peace failure. We test propositions derived from this theory with a series of event history models. Our findings suggest that while peace agreements significantly increase the duration of post-civil war peace, peace agreements involving some types of nondemocratic regimes actually increase the risk of post-civil war peace failure. 相似文献

Classic studies on hegemonic stability and power transition suggest that concentration of capabilities favoring a single state can promote economic cooperation and discourage militarized conflict. However, tests of these arguments have been primarily limited to examining temporal variation in global capability distributions and corresponding levels of system-wide cooperation; few have examined the impact of capability concentration at the region level. In this article, we contend that concentration of regional military capabilities corresponds to lower trade costs for states throughout a region and to an incentive for weaker states to de-prioritize expenditure on the military, freeing resources that can be used to promote trade. As a result, this condition promotes higher levels of trade, particularly within the region. We also argue that democratic regional powers are better able to foster confidence in the sustainability of cooperation; thus, the trade-enhancing impact of concentrated regional capabilities is stronger when the predominant state is more democratic. We find evidence in support of our expectations in statistical models examining state trade between 1960 and 2007. 相似文献

In federal systems, both state governments and firms have incentives to strategically locate polluting facilities where the environmental and health consequences will be borne as much as possible by residents of other jurisdictions. We analyze air polluter location in the United States using a spatial point pattern model, which models where events occur in latitude and longitude. Our analyses indicate that major air polluters are significantly more likely to be located near a state's downwind border than a control group of other industrial facilities, results that are robust to a wide variety of model specifications and measurement strategies. This effect is particularly pronounced for facilities with toxic air emissions. The observed pattern of polluter location varies systematically across states and time in ways that suggest it is responsive to public policy at both the national and state levels. 相似文献

The study of political conflict in legislatures is fundamental to understanding the nature of governance, but also difficult because of changes in membership and the issues addressed over time. Focusing on the enduring issue of civil rights in the United States since Reconstruction, we show that using current methods and measures to characterize elite ideological disagreements makes it hard to interpret or reconcile the conflicts with historical understandings because of their failure to adequately account for the policies being voted upon and the consequences of the iterative lawmaking process. Incorporating information about the policies being voted upon provides a starkly different portrait of elite conflict—not only are contemporary parties relatively less divided than is commonly thought, but the conflict occurs in a smaller, and more liberal, portion of the policy space. These findings have important implications for a broad range of work that uses elite actions to compare political conflict/polarization across time. 相似文献

These include poverty and the decline of the working class, both of them caused initially by falling levels of work and marriage. Although research has documented the majority of homelessness experienced by individuals and families in the US to be transitional rather than chronic, the mechanisms by which some families successfully escape homelessness while other do not remains relatively unclear. To provide more information to this area of inquiry, this study analyzed the transitional nature of homelessness for a sample of families with school-aged children who were homeless under the McKinney-Vento definition. By conducting a survey with over 1000 homeless families with children enrolled in two public school systems in Central Florida, we find that over a quarter of families exit homelessness in less than six months. We compare these families to those that remained homeless to examine the potential importance of demographic differences and other potential barriers to securing housing. Many of the commonly assumed barriers were not significant predictors of continued homelessness; the most salient difference between the groups was income underscoring the importance of employment opportunities for families to allow them to exit homelessness. 相似文献

Following an ambiguous constitutional compromise for democratization, the territorial decentralization of the Spanish state developed by means of political party competition, exchanges, and bargaining. Hence, the so-called state of autonomies was characterized as “non-institutional federalism” [Colomer, Josep M. 1998. “The Spanish ‘State of Autonomies’: Non-institutional Federalism.” West European Politics 21 (4): 40–52]. In the most recent period, competition and instability have intensified. New developments include, on one side, attempts at recentralizating the state and, on the other side, demands and mobilizations for Catexit, that is, the independence of Catalonia from Spain, which resulted in sustained inter-territorial conflict. This article addresses these recent changes with a focus on the relations between the Spanish and the Catalan governments. Climate change adaptation refers to altering infrastructure, institutions or ecosystems to respond to the impacts of climate change. Least developed countries often lack the requisite capacity to implement adaptation projects. The Global Environment Facility’s Least Developed Countries Fund (LDCF) is a scheme where industrialised countries have disbursed $934.5 million in voluntary contributions to support 213 adaptation projects across 51 least developed countries. But how effective are its efforts—and what sort of challenges have arisen as it implements projects? To provide some answers, this article documents the presence of four “political economy” attributes of adaptation projects—processes we have termed enclosure, exclusion, encroachment and entrenchment—cutting across economic, political, ecological and social dimensions. Based on extensive field research, we find the four processes at work simultaneously in our case studies of five LDCF projects being implemented in Bangladesh, Bhutan, Cambodia, the Maldives and Vanuatu. The article concludes with a discussion of the broader implications of the political economy of adaptation for analysts, program managers and climate researchers at large. In sum, the politics of adaptation must be taken into account so that projects can maximise their efficacy and avoid marginalising those most vulnerable to the impacts of climate change. 相似文献

This article asks how rebel leaders capture and lose legitimacy within their own movement. Analysing these complex and often uneasy relations between elites and grassroots of insurgency is important for understanding the success or failure of peace processes. This is because internal contestation over authority between rival rebel leaders can drive a movement’s external strategy. Based on ethnographic research on the Karen and Kachin rebellions in Myanmar and insights from Political Sociology, the article suggests that leadership authority is linked to social identification and the claim to recognition among insurgent grassroots. If rebel leaders manage to satisfy their grassroots’ claim to recognition, their insurgent orders are stable. Failing this, their authority erodes and is likely to be challenged. These findings contribute to understanding insurgency and peace negotiations in Myanmar and civil wars more generally by showing how struggles over legitimacy within rebel groups drive wider dynamics of war and peace. 相似文献
