三步一岗、五步一哨,用这样的描述形容苏丹北达尔富尔州首府法希尔的主要街道,可以说名符其实。2007年7月23日,我们在这里看到,到处是荷枪实弹的士兵与警察。进入市区的路口都有军用皮卡车驻守。车后面都高高地架着一挺重机枪,拖着一长串子弹。车上站着的四五个士兵都拿着枪,望着不同的方向。在进城的那个路口,因为州长家和州办公场所就在那里,因此成了防守的重中之重。十字路口的4个方向都停着军用皮卡车,4个方向的街道两边也都站满了警察与士兵。这就是我们第一次实地看到的达尔富尔,一个强力维持下的和平的达尔富尔。亲历沙尘暴达尔富尔…     

兴农政策对中华民族盛世的巨大作用

中华民族在2000多年的古代封建社会历史画卷中,出现过的真正意义的盛世,实在是并不多见,何况延续的时间都不算长。在这些弥足珍视的盛世中,英主们不遗余力推行的兴农政策无疑发挥了巨大的作用。兴农政策较集中体现在括户政策、与民休养生息、轻徭薄赋、裕民为先和以民为本、均田劝农、开垦荒地和兴修水利等方面,积累了丰富的史实和经验,值得今天致力于研究中华民族伟大复兴的志士仁人反复研究和借鉴。     

抓住机遇迎接挑战 --关于长春市企业应对入世后五年过渡期的思考

在加入WTO前五年过渡期内，长春市企业将迎来产品出口扩大，利用外资数量增加，产业结构调整，与跨国公司合作加强，企业改革进一步深化等诸多机遇；同时也面临国外产品进口增加，服务业市场开放等一系列挑战。因此，在五年过渡期内，长春市企业必须尽快熟悉WTO规则，加快现代企业制度建设的步伐；调整发展方向，积极实施国际化战略；全面提高企业的技术创新能力，以应对加入WTO所带来的机遇和挑战。     

D3S1754、D18S535基因座在中国北方汉族的多态性分析

目的 了解D3S1754、D18S535基因座多态性在中国北方人群中的分布特点及其应用价值。方法 使用PCR、聚丙烯酰胺垂直板电泳及银染的方法。结果D3S1754基因座检出9个等位基因（n=184）,D185535基因座检出8个等位基因（n=201）,两个位点的等位基因频率在群体中的分布符合Hardy-Weinberg平衡（P>0.05）,它们的杂合率（He）分别为0.706和0.807,个人识别机率（DP）分别是0.859和0.934,非父排除率（EPP）分别为0.464和0.629。结论 D3S1754、D18S535两个遗传标记的个人识别率高、非父排除能力较强且能稳定遗传,具有较高的应用价值。     

The impact of participation in European joint research projects on knowledge creation and economic growth

This paper investigates the impact of participation in European scientific networks on the stock of knowledge and on economic growth. We use scientific links in FP programmes to weight foreign R&D in order to construct two different measures of foreign R&D spillovers and we assess their impact on the production of knowledge (patents) and on economic growth in a panel of countries participating in FP over the period 1994–2005. We find that participation in EU funded projects is an important channel of knowledge transfer. However, while for countries with high levels of R&D expenditure R&D spillovers contribute to the generation of new knowledge, for low R&D spenders knowledge spillovers facilitate technological imitation and catching up.     

Suicide Case Due to Phosphoric Acid Ingestion: Case Report and Review of Literature

Ingesting caustic substances represents a common event which may result in serious injuries of the gastrointestinal system. Severity of injury depends on the type of ingested substance: Caustic burns are more frequently associated with acid ingestion and their severity depends on type, concentration, time of exposure, and amount of the ingested substance. We report a case of phosphoric acid ingestion leading to death in a patient with depressive disorder. While reports ingestion of other acids and organophosphates can be found in the literature, there are no reports detailing a death due to phosphoric acid ingestion. We hope that presenting the findings in this case can aid death investigators in future cases that may involve ingestion of such a substance. After autopsy pH, phosphate and calcium ions concentration in the blood were analyzed. The cause of death was due to systemic effects: metabolic acidosis, hypophosphatemia, hypocalcemia, and hyperkalemia.     

中国城市社区居家养老服务模式比较研究——基于南京、大连、宁波、上海和兰州的分析

目前中国已进入老龄化社会,养老成为了一个社会问题。家庭养老和机构养老等方式已经不能满足老年人日益增长的需求,社区居家养老呈现了一定的优势。南京、大连、上海、宁波、兰州五个城市都在社区中开展了居家养老服务,但运行模式不尽相同,政府、社区、社会组织也有着不同的定位和分工。居家养老服务供给模式主要有三种:政府主办、层级联动,政府主导、中介运作,政府购买、民间组织承办。每种模式都各有利弊,只有明确参与各方的定位,动员社会力量参与,才能保证社区居家养老服务的效率和质量。     

论正当法律程序与听证制度——中美行政听证制度比较及对中国的启示

美国联邦宪法"正当法律程序条款"赋予了公民听证的权利,在《联邦行政程序法》的基础上发展形成了一整套行政听证制度。我们可以从美国行政听证制度中获得启示。完善我国行政听证制度的建议如下:行政听证制度系统化;完善听证制度形式,扩大听证范围;确定听证主持人的资格与职责。     

Visualization of Fingermarks Deposits on Untreated Thermal Paper Exploiting the Near Infrared Luminescence

Thermal paper is widely used as a print medium for different applications but it constitutes a tricky substrate for fingermark visualization. An earlier work (J Forensic Sci 2015; 60 :1034) reported how to visualize fingermarks on untreated thermal paper by illuminating the item with a UV-A light source. In the present paper, the potential of the near infrared (NIR) luminescence has been tested on thermal paper compared to the mentioned method. A controlled study was carried out utilizing eccrine enriched fingermarks. The promising outcomes obtained were further confirmed by performing a pseudo-operational trial. Data clearly showed that the use of the NIR filter gave better results. Finally, preliminary tests suggested a different mechanism of reaction induced by fingermarks with respect to the one behind the thermal printing. Thus, NIR luminescence represents a refinement to the suite of optical examination processes, including the potential to increase the number of marks recovered in a noncontact, nondestructive way.     

新型冠状病毒肺炎疫情下养老机构面临的挑战 —— 基于14个省份的调查分析

2019年底开始扩散的新型冠状病毒肺炎疫情,对中国公共卫生的防治提出严峻挑战。随着防控范围的扩大和防控力度的不断加强,封闭式管理的养老机构也面临更大的困境和挑战。作为老人坚实后盾和防疫屏障的养老机构也需要更多的社会支持。为了解疫情下养老机构运营困难及应对措施,对全国14个省份29家养老机构进行了问卷调查和电话访谈。在此基础上,参考欧美国家养老机构防治传染病暴发的措施,针对我国疫情下养老机构的问题,提出切实可行的政策建议。
