Hollowing out or filling in? Taskforces and the management of cross-cutting issues in British government

This article considers the problem posed by the need to build policy coherence across the levels of government but with a focus on the strategic role of the centre in the hollow state. It considers the Social Exclusion Unit (SEU) as an example of a structure, the taskforce, designed to meet the demands of coherence-building. It concludes that, far from the centre being hollowed out, resulting in a permanent loss of capacity, there is a growing emphasis in the core executive on strategic co-ordination and the emergence of institutions such as the SEU indicate a counter-tendency to hollowing out: filling in.     

Unusual infant death: dog attack or postmortem mutilation after child abuse?

An unusual form of fatal child abuse is reported in which investigations by the police and the medical examiner were able to distinguish blunt force head trauma followed by postmortem dismemberment from a fatal dog attack. A discussion of the approaches used to ascertain the correct diagnosis is presented, as well as an overview of dog attacks on humans.     

Correlations between the Offer Self-Image Questionnaire for Adolescents and the minnesota Multiphasic Personality Inventory in a psychiatric hospital population

In an attempt to learn more about the validity of the Offer Self-Image Questionnaire for Adolescents (OSQ), the 11 scale scores for 14 male and 26 female adolescent patients in a private psychiatric hospital were correlated with their scores on 13 of the 14 minnesota Multiphasic Personality Inventory (MMPI) Scales. Of the 144 correlations calculated, 27% were significant at least at the 0.05 level and 5% were significant at the 0.01 level. The OSQ seems to be measuring depression, anxiety, and self-devaluation as they affect emotional tone, mastery of external problems, psychopathology, and adjustment. Further work needs to be done with normal adolescents concerning the validity of the OSQ scales. Additional research on the Impulse Control and Social Relationship scales is especially needed to determine the exact meaning of these scales. A review of some of the pertinent literature shows that self-report methods are appropriate and efficient in clinical work and research with adolescents. A general comparison of the OSQ and the MMPI shows that the MMPI has the advantage of good validity scales and other statistical properties, while the OSQ appears more attractive because of its appropriateness for adolescents.Received Ph.D. in clinical psychology from the University of Bonn in West Germany.     

The body global and the body traditional: a digital ethnography of Instagram and nationalism in Kazakhstan and Russia

ABSTRACT

What is the power of social media in defining and policing sexual identities and bodily expressions, and what are their connections to understanding nation, power and self in authoritarian contexts? Through the study of popular Instagram accounts in Kazakhstan and Russia, I argue that these sites serve as spaces of visualization and re-creation of new forms of ‘acceptable’ behaviour and lifestyles, that on the one hand may lead to new globalized visions of sexual identity and the body while on the other promoting localized conflict and resentment online, triggered by online users’ fear of losing their ‘national culture’ in these global trends. While many resort to policing gender norms and heteronormative body images online, influencers and Instagrammers from Russia and Kazakhstan take an active part in resisting these frameworks and categories.     

Dissecting coronary artery aneurysm: a report of two cases

Two cases of sudden, unexpected death resulting from coronary artery dissection have been reported. Since sudden and unexpected death falls within medical examiners' jurisdiction, the systematic autopsy examination of such cases offers an opportunity to evaluate this entity as well as other rare causes of natural death. A review of the literature concerning the subject has been presented.     

Decentralization: The latest fashion in development administration?

There has been a resurgence of interest in decentralization, but decentralization is now somewhat differently conceived from the way it was in the 1960s. With somewhat different objectives, decentralization also take different forms and this calls into question the value of the well established categories of devolution and deconcentration.     

Analysis of the CODIS autosomal STR loci in four main Colombian regions

Genotype polymorphism studies at the 13 loci STRs included in the combined DNA index system [CODIS and PCR-based short tandem repeat loci, in: Proceedings of the Second European Symposium on Human Identification, Promega Corporation, Madison, WI, 1998, pp. 73-88; J. Forensic Sci. 46 (2001) 453] (CODIS: D3S1358, HUMvWA31, HUMFGA, D8S1179 D21S11, D18S51, D5S818, D13S317, D7S820, HUMTH01, HUMTPOX, HUMCSF1PO and D16S539) were carried out in a sample of 1429 unrelated Colombian individuals belonging to 25 different departments. As many other countries in Latino-America, Colombia shows an important admixture component, basically integrated by Amerindians, European-descendants and African-descendants. Due to the fact that only partial population analyses have been carried out in the country, the main aim of the present analysis is to establish a database of forensic interest based on the widely used CODIS systems covering the main Colombian regions.
