A large literature has studied the trend of greaterpolarization between Democrats and Republicans in Congress.This paper empirically examines the extent to which inflationand unemployment explain cyclical movements ofpolarization over time. An informal application of thestandard Downsian spatial competition model of partiesgenerates the following relationships, ceteris paribus: (1)inflation should be associated with policy convergence, (2)unemployment should be associated with polarization, (3) theeffect of unemployment on polarization should be larger inmagnitude than the effect of inflation on convergence, and (4)the effect of unemployment on polarization should be strongerin the House than in the Senate. We estimate the relationshipbetween vote records and business cycle conditions over the1947–1999 period using a GLS model with varying lags. Ourresults are broadly consistent with these business cyclehypotheses of polarization, though greater support is found inHouse data than in Senate data.  相似文献

In this article we report on a little‐known aspect of the consumer credit explosion: It has also happened among the poor. Focusing on credit cards, we use data from four releases of the Survey of Consumer Finances (SCF), 1983–1995, to trace the evolution of the debt position of the poor as compared to that of the population at large. The data indicate that from 1983 to 1995 the fraction of poor households with a credit card more than doubled, and the average balances held on these cards rose almost as rapidly as the balances of nonpoor households. In 1983, fewer than 1 in 30 poor households had credit card debts greater than twice their monthly incomes; by 1995, more than 1 in 8 did. There is no strong evidence at the moment that the added debt has increased the financial distress of these households. Nonetheless, because of the debt increase, poor households at the end of the 1990s are more vulnerable to an economic downturn than they were at the end of the 1980s.© 1998 by the Association for Public Policy Analysis and Management  相似文献

Japan was more dependent upon ocean shipping than any other major power during World War II, and the sea route had been the only means of transportation between Korea and Japan. The connecting steamers contributed to Japan’s wartime economy by transporting not only raw materials, but also forced laborers and sex slaves between Korea and Japan. More importantly, these connecting steamers were linked to railroads and land routes in Korea and were connected to various systems of transportation, including merchant ships and regular liners outside Japan. In this paper, we examine how Korean laborers and sex slaves were mobilized and transported from Korea to Japan during World War II by focusing on the interdependent relations between railroad-connecting ships and a travel agency.

Edward T. Chang   is professor of Ethnic Studies and the former director of the Center for Asian Pacific America at the University of California, Riverside. Chang is considered one of the foremost interpreters of the Los Angeles civil unrest and race relations. He has lectured on the topics of Korean-African American Relations and the Los Angeles civil unrest at many universities around the country. Chang is the author of several books including Ethnic Peace in the American City: Community Building in Los Angeles and Beyond, Following the Footsteps of Korean Americans, Asian American, and Who African Americans Are. Min Young Kim   is Professor at the School of Economics and International Trade of Kunsan National University of Korea and a former visiting research scholar of the Department of Ethnic Studies at the University of California, Riverside. He earned his B.A. (1984) and M.A. (1986) in Economics and Ph.D. (1991) in Economic History at Chonnam National University of Korea. Professor Kim’s research interests include the Korea-Japan relations and Japanese Koreans, colonial immigration of Koreans, forced labour and its redress, and transportation of comfort women. Kim is the author of several books including The Study on the Exploitation of Korean Forced Labourers in the Japanese Colonial Period [in Korean] (1995; Hanul Press).  相似文献

Scholars of genocide and mass killings have proposed several theories explaining how the behaviors of governments, political leaders, and ordinary citizens contribute to extreme violence. Many of the explanatory constructs developed in these theories bear a striking resemblance to core concepts of criminology or could be readily integrated with criminological ideas. As examples, this paper briefly describes the ideas of Herbert Kelman, Daniel Jonah Goldhagen, and R.J. Rummel from the perspective of criminology and examines their applicabilitythe recent genocides in Bosnia and Rwanda. The conclusion is that criminology, by largely ignoring the crime of genocide, has missed opportunities to both contribute to the field of genocide studies and to improve the specification of its own ideas.  相似文献

High-risk Mexican American males were assessed for levels of psychopathy. The Hare Psychopathy Checklist-Screening Version was compared in a random sample of gang members with a matched community sample of violent non-gang members and samples of forensic and psychiatric patients and undergraduate students. Analysis involved t-test, chi-square, and Cronbach's alpha statistics. More than half of the gang sample were categorized as low, 44% as moderate, and only 4% as high on psychopathy. The gang members had higher scores on the total, affective, and behavioral scores than the non-gang members. High scores on adolescent antisocial behavior, poor behavioral controls, and lack of remorse were found in both samples. Gang members scored twice as high as non-gang members on lack of empathy. Both samples were lower on psychopathy than the forensics and higher than psychiatric patients and undergraduates. The results provide grounds for early intervention efforts for this high-risk population.  相似文献

Some studies have contended that direct democracy has secondary benefits unrelated to its impact on policy. In particular, recent scholarship claims that the American ballot initiative process enhances political efficacy. We began with concerns about the logic and empirical methods underlying this conclusion. We connect this research to the broader political psychology literature and in doing so find little reason to expect a positive relationship between direct democracy and efficacy. Our other contribution is to subject the empirical claim to more extensive testing. In contrast to prior research, we draw from multiple data sources and consider sampling methods. The results consistently fail to indicate that direct democracy generally enhances political efficacy. We find cause for skepticism about the secondary benefits of the ballot initiative process.

Networks have assumed a place of prominence in the literature on public and private governing structures. The many positive attributes of networks are often featured—the capacity to solve problems, govern shared resources, create learning opportunities, and address shared goals—and a literature focused on the challenges networks pose for managers seeking to realize these network attributes is developing. The authors share an interest in understanding the potential of networks to govern complex public, or "wicked," problems. A fundamental challenge to effectively managing any public problem in a networked setting is the transfer, receipt and integration of knowledge across participants. When knowledge is viewed pragmatically, the challenge is particularly acute. This perspective, the authors argue, presents a challenge to the network literature to consider the mind-set of the managers—or collaborative capacity-builders—who are working to achieve solutions to wicked problems. This mind-set guides network managers as they apply their skills, strategies, and tools in order to foster the transfer, receipt, and integration of knowledge across the network and, ultimately, to build long-term collaborative problem-solving capacity.  相似文献
