This article criticizes the ‘ethnic’ conception of organized crime and puts forward an alternative view that does not put
ethnicity first, but rather social networks and situational context. It focuses upon Chinese organized crime, a phenomenon
where the preoccupation with ethnicity is paramount, and compares findings from extensive research into two different transnational
criminal activities that are carried out by Chinese offenders in the Netherlands. The first topic, human smuggling, is well
researched, whereas research into the second topic, trafficking in precursors (the basic ingredients for the production of
synthetic drugs), is largely lacking. The article highlights the major theoretical and empirical similarities and differences

Identification of 6-acetylmorphine, a specific metabolite of heroin, is considered to be definitive evidence of heroin use. Although 6-acetylmorphine has been identified in oral fluid following controlled heroin administration, no prevalence data is available for oral fluid specimens collected in the workplace. We evaluated the prevalence of positive test results for 6-acetylmorphine in 77,218 oral fluid specimens collected over a 10-month period (January-October 2001) from private workplace testing programs. Specimens were analyzed by Intercept immunoassay (cutoff concentration=30 ng/ml) and confirmed by GC-MS-MS (cutoff concentrations=30 ng/ml for morphine and codeine, and 3 ng/ml for 6-acetylmorphine). Only morphine-positive oral fluid specimens were tested by GC-MS-MS for 6-acetylmorphine. A total of 48 confirmed positive morphine results were identified. An additional 107 specimens were confirmed for codeine only. Of the 48 morphine-positive specimens, 32 (66.7%) specimens were positive for 6-acetylmorphine. Mean concentrations (+/-S.E.M.) of morphine, 6-acetylmorphine and codeine in the 32 specimens were 755+/-201, 416+/-168 and 196+/-36 ng/ml, respectively. Concentrations of 6-acetylmorphine in oral fluid ranged from 3 to 4095 ng/ml. The mean ratio (+/-S.E.M.) of 6-acetylmorphine/morphine was 0.33+/-0.06. It is suggested that, based on controlled dose studies of heroin administration, ratios >1 of 6-acetylmorphine/morphine in oral fluid are consistent with heroin use within the last hour before specimen collection. The confirmation of 6-acetylmorphine in 66.7% of morphine-positive oral fluid specimens indicates that oral fluid testing for opioids may offer advantages over urine in workplace drug testing programs and in testing drugged drivers for recent heroin use. 相似文献

This article argues that the practice of poverty alleviation is greatly limited by a vision of poverty that fails to capture the locally specific causes of and solutions to the challenges that threaten human well-being. This problematic vision of poverty takes real-world form in such initiatives as Poverty Reduction Strategy Papers. It is a key reason why this and other contemporary poverty-alleviation efforts do not show greatly improved results compared with previous efforts. By reframing our understanding of the challenges to human well-being from poverty to ‘poverties’, however, we might envisage a new approach to policy development in relation to poverty that moves us towards a truly sustainable development. 相似文献

During the late Stalin era, many of the USSR's local party control officials and prosecutors entered into a protracted conflict over who had the right to judge the conduct of communists; prosecutors charged that party committees were shielding communists from prosecution, while control officials claimed that party organs were deferring to prosecutors and abandoning their traditional oversight role. This article will argue that although some party committees were interfering in the courts, the dominant story of party–procuracy relations under post-war Stalinism involved the disengagement of party organs from the oversight of administrative wrongdoing, with long-lasting consequences for the Soviet regime's attitude toward corruption. 相似文献

Abstract The radical environmental movement, Earth First, was founded in 1980 by David Foreman, a Washington environmental lobbyist. Adopting as their slogan “No compromise in the defense of Mother Earth,” the movement progressed through the early formative stages usually associated with protest groups: letter‐writing campaigns, staged protests, sit‐ins, antiestablishment skits, and so forth. But over the past several years, Earth First has turned to violence, sabotage, and terrorism against land developers and the lumber, oil, and electricity industries. Their well‐educated, white, middle‐class members have more recently focused their attention on planning serious attacks on nuclear facilities and associated electric systems. In 1986 they were responsible for a successful attack on the Palo Verdes nuclear facility's transmission lines. In June 1989, three members were arrested for attempting to cut down power lines in Arizona as part of a plan to disrupt operations at the Diablo Canyon nuclear generating plant. The overall radical environmentalist movement and its sabotage efforts appear to be spreading. On April 29, 1990, eco‐terrorists claimed responsibility for a serious sabotage incident in Palo Alto, California, and on the same day power lines were sabotaged in Fairfax County, Virginia, by unknown perpetrators. It is clear that in the United States a national ecoterrorist network exists whose main purpose is to commit illegal acts in defense of the environment. These ecoter‐rorists appear to be gaining strength as well as the capability to increase their activities around the country. The radical environmentalist movement has the potential to become the country's major domestic terrorism problem. 相似文献

The number of ongoing terror plots increases with the duration of time from plot initiation until plot execution or interdiction (whichever comes first), yet no estimate of the probability distribution governing terror plot duration has appeared in the open literature. To remedy this gap, jihadi terror plots in the United States were identified from terrorism-related indictments that occurred between 11 September 2001 and 30 June 2011 in addition to successful attacks. From a review of indictments, affidavits, and other publicly available information, it was possible to identify lower and upper bounds for the initiation date of the plot in question as well as the ending date corresponding to either the arrest of the suspect(s) eventually convicted or an attempted/actual act of terror. These observations enable estimation of the duration distribution of jihadi terror plots in the United States accounting for the censoring and truncation effects inherent with these data (technical details appear in the Appendix). The estimated mean plot duration equals 270 days (standard error of mean 40 days), while 95 percent of all plots are estimated to fall between 33 and 750 days. These estimates suggest that on average, approximately three ongoing terror plots have been active in the United States at any point since 11 September 2001. 相似文献

Is competency management a passing fad; is it a catch‐all term to cover diverse national patterns of development or a symptom of wider changes within bureaucracies? As the papers published here suggest, it is more likely to be a passing fad in Europe than the USA. Competency management addresses rather different agendas in different countries and while it does not embrace as diverse a collection of activities as ‘new public management’, there is substantial range in the issues it does address. European experience suggests competency is more likely to be ephemeral and concerned with repackaging rather than bringing something substantially new to personnel management in the upper reaches of civil services. Without taking too rosy a view of US experience, there may be a stronger case for arguing that contemporary competency management approaches there have brought something new to a longer standing debate in public and private management. 相似文献
