Macroscopic,Microscopic, and Chemical Assessment of Gunshot Lesions on Decomposed Pig Skin

Abstract: Very little literature exists on gunshot wounds on decomposed material. In this study, seven pig heads underwent a shooting test. Entrance wounds from the first head underwent neutron activation analysis (NAA) and histological testing immediately after the firing test; the other six heads were exposed to two different environments (open air and soil) and analyzed by radiochemical and histological tests every 15 days. Gunshot wounds in air maintained their morphological characteristics, and those in soil showed severe alteration after 5 weeks. Microscopic testing verified positive results for lead in all gunshot wounds in open air, whereas in most of those in soil lead could not be detected. Radiochemical analysis performed by NAA yielded for all gunshot wounds but one antimony quantities in the range of 0.07–13.89 μg. In conclusion, it may be possible to detect residues of antimony even in degraded tissues.     

Urban renewal as policy innovation in China: From growth stimulation to sustainable development

A major policy innovation in China, urban renewal creates an opportunity to promote sustainable inner‐city development and to foster economic growth in an environmentally and culturally sound way, which demands a close investigation of its context, internal and external dynamics, and policy features. Property‐led redevelopment dominated China's urban renewal since the early 1990s, as a result of the market reform and political decentralization. Recently, it has become important to meet the interests of local communities and the diverse stakeholders in the effort to preserve the urban history and cultural fabric of cities. Contextual factors in urban renewal policy and its innovation are investigated by analyzing a pioneering case in Guangzhou from a longitudinal study approach. The impact of the structural‐instrumental, cultural‐institutional, and environmental perspective on policy innovation with the change of contextual factors that transformed the development ideology and the managerial practice are identified to provide a new angle of studying policy innovation in the urban field.     

Do two-year colleges increase overall educational attainment? Evidence from the states

Are two- or four-year colleges more efficient at increasing the educational attainment of young adults? I use state variation in two- and four-year college systems to address this question at the state level. I find that the composition and cost of higher education in a state affect the enrollment decisions of individuals in that state. Further, attending a two-year rather than a four-year college may lower the educational attainment of some students, but more students will benefit from the community college alternative. It also most likely costs the state more to educate a student in a four-year rather than a two-year college. As a result, community colleges provide a potentially efficient way to increase access to higher education as well as increase the overall educational attainment of a state's residents.     

War of textbooks: History education in Russia and Ukraine

Many scholars stress that teaching about the shared past plays a major role in the formation of national, ethnic, religious, and regional identities, in addition to influencing intergroup perceptions and relations. Through the analysis of historic narratives in history textbooks this paper shows how the governments of the Russian Federation and Ukraine uses state-controlled history education to define their national identity and to present themselves in relations to each other. For example, history education in Ukraine portrays Russia as oppressive and aggressive enemy and emphasizes the idea of own victimhood as a core of national identity. History education in the Russian Federation condemns Ukrainian nationalism and proclaims commonality and unity of history and culture with Russian dominance over “younger brother, Ukraine”. An exploration of the mechanisms that state-controlled history education employs to define social identities in secondary school textbooks can provide an early warning of potential problems being created between the two states.     

Moldova's European Choice: ‘Between Two Stools’?

The article examines EU–Moldovan relations from the perspective of the external governance framework. It reveals some considerable progress in the procedural engagement of both parties. However, the internal instability experienced by Moldova in 2009 is seen to have disrupted these relations, stalling further negotiations and even questioning Moldova's true commitment to Europe. To understand this ostensibly sudden change in Moldova's allegiance to Europe, it is argued that analysis needs to go beyond conventional governance framework(s). Premised on the notion of ‘constitutive boundaries’ a ‘partnership’ perspective offers a more nuanced understanding of the boundaries of ‘the other’, thus revealing the salience of geopolitics and culture in Moldova's relations with the outside world.     

Delivering Justice in Indigenous Sentencing Courts: What This Means for Judicial Officers,Elders, Community Representatives,and Indigenous Court Workers

Indigenous sentencing courts are now an established form of innovative justice practice in most Australian jurisdictions. Whether such processes, which involve the participation of local community elders or representatives in sentencing an offender, provide a “better” form of justice is still up for debate. Recidivism analyses have yet to find that these courts are more likely to reduce reoffending than their mainstream counterparts. Some scholars argue that this is not the sole purpose of the courts and that other measures of “success” should be utilised when evaluating their performance. This article uses interviews with judicial officers, elders, community representatives, and Indigenous and non‐Indigenous court workers to explore what the courts are seeking to achieve and how that translates into a different form of doing justice.     

Mediación y jurisdicción voluntaria en el marco de la modernización de la justicia. una aproximación a la legislación española

The legal maxim Justice delayed is justice denied, but is now a reality. People demanding agility and require a solution promptly and fairly close to its interests, it is fitting that in a world dominated by technology, legal and administrative bureaucracy around the delivery of justice to maintain a slow pace. At the international level seek ways of economic and prompt settlement of disputes in this way are promoted among various legal means, first voluntary jurisdiction otherwise the mediation, it is both streamline procedures, however the legal for each is different. The analysis of the article focuses on the legal experience and valuing Spanish first draft Voluntary Jurisdiction Act and the Act on civil and family mediation to establish its various functions in search of an agile and real justice.     

Young adults and civic behavior: the psychosocial variables determining it

The present work has a two-fold aim: (a) to verify the difference in civic behavior enacted by socially engaged young people in a lasting and structured form, sealed by membership in an organization, on the one hand, and in non-engaged young people, on the other hand; (b) to identify a pattern of characteristics (personal, social, and familial) able to explain civic behavior. Participants, 577 young adults from ages 19 to 29, filled out a self-report questionnaire. The results of the t test for independent samples confirm the presence of the difference between means of scores on the civic behavior. Moreover, data confirm a model in which civic behavior is predicted by personal identity, engagement values, family discussion of current events, the quality of previous membership experiences in socially oriented groups (membership), and finally, in a mediator position, by sense of community. The present study has many implications for researchers and practitioners.
