The common conception of Russian politics as an elite game of rent-seeking and autocratic management masks a great deal of ‘mundane’ policymaking, and few areas of social and economic activity have escaped at least some degree of reform in recent years. This article takes a closer look at four such reform attempts – involving higher education, welfare, housing and regional policy – in an effort to discern broad patterns governing how and when the state succeeds or fails. The evidence suggests that both masses and mid-level elites actively defend informality – usually interpreted in the literature as an agent-led response to deinstitutionalization and the breakdown of structure – creating a strong brake on state power. More than a quarter century into the post-Soviet period, this pattern of “aggressive immobility” – the purposeful and concerted defense by citizens of a weakly institutionalized state – has in fact become an entrenched, structural element in Russian politics.  相似文献

ABSTRACT

Humor controversies can simultaneously reveal and obscure relations of power, as well as the rhetorical/political nature of jokes. US comedian Daniel Tosh ignited one such controversy in July 2012 when he directed a rape joke toward a female audience member during a live performance in Hollywood, CA. This paper consists of a two-part analysis of this humor controversy. First, we examine a televised debate following this incident, between a comedian and feminist, to map the dominant framing and counter-framing of rape jokes. We contend these positions are representative of two frames that repeatedly surface in response to controversial sexist humor: a dominant patriarchal frame and an oppositional feminist counter-frame. Second, we analyze the saliency of these two frames among college students to observe the way individual interpretations resonate with, challenge, and complicate those frames. In light of our findings, we argue the dominant framing/interpretation of rape jokes reinforce patriarchal and free-market ideologies, and deny real-world implications of misogynistic humor, particularly when comedians/audiences defend such jokes as harmless fun.  相似文献

This paper attempts to test the power of the median model againstthe respective strength of other alternate models based onredistributive, political-institutional and interest group theoriesin explaining the demand for public spending in New York statecounties during 1990, 1980 and 1970. To execute the comparison ofthe performance of median voter model with that of each of thenonmedian voter ones, various nonnested tests such as J and JAtests, N-tilde, W and encompassing tests have been employed.Results of the study show that although the median voter model hasa marginal edge over the rival models based on the alternativetheories, it may not be relied upon solely when many otherinstitutional, redistributive and interest group factors are alsorelevant for explaining public spending. The results of this studydiffer from those in Congleton and Bennett (1995). We do not findthat interest group models are substantially weaker than the medianvoter model.  相似文献

ABSTRACT

This article examines how the mediatised context of foreign policy provides new opportunities for political leaders to both frame and project their own leadership role to new audiences. The past ten years have witnessed a sharp rise in political leaders’ use of new social media to communicate on a range of foreign policy issues. We argue that this new media context of foreign policy, combined with a bolstered leadership mandate, has been central to the construction of a more visible public leadership role for the EU High Representative in the post-Lisbon era. Departing from recent scholarship on performative leadership and new media in International Relations theory, we develop an original theoretical framework drawing on Erving Goffman’s dramaturgy of impression management. We employ the concept of “leaderisation” to analyse how mediatisation shapes the leadership process in terms of personification and drama to enable new forms of interaction with followers. We apply this framework in an illustrative case study focusing on the process of negotiating the EU Global Strategy. This diplomatic process provided the High Representative Mogherini with a stage on which she could frame herself in a central leadership position vis-à-vis European citizens to mobilise greater legitimacy for the EU as a global actor.  相似文献

Despite ample evidence of preelection volatility in vote intentions in new democracies, scholars of comparative politics remain skeptical that campaigns affect election outcomes. Research on the United States provides a theoretical rationale for campaign effects, but shows little of it in practice in presidential elections because candidates’ media investments are about equal and voters’ accumulated political knowledge and partisan attachments make them resistant to persuasive messages. I vary these parameters by examining a new democracy where voters’ weaker partisan attachments and lower levels of political information magnify the effects of candidates’ asymmetric media investments to create large persuasion effects. The findings have implications for the generalizability of campaign effects theory to new democracies, the development of mass partisanship, candidate advertising strategies, and the specific outcome of Mexico's hotly contested 2006 presidential election. In two experiments, subject-jurors read evidence from actual criminal cases, decided on the guilt of the defendant, and answered several additional questions. The defendant was accused of one charge (murder or rape) or two charges (both murder and rape). In both experiments, the defendant was more likely to be convicted of either crime if the two charges were joined in one trial. Trait ratings indicated that the defendant was perceived in a more negative way when standing trial on two offenses. The order in which the charges were heard had no effect, nor did instructions to subjects to judge the cases separately.Portions of this paper were presented at the American Psychology-Law Society Meeting in Cambridge, Massachusetts, October, 1981.
