Non-normative political extremism: Reclaiming a concept’s analytical utility

ABSTRACT

Political extremism suffers from a definitional deficiency. This article proposes an analytical definition of the term, which avoids using extremism in a pejorative way. This definition also avoids exclusive focus on violence. This definition encourages the analyst to explicitly make the case for defining an action or an actor as extremist by comparing the action or actor to its political context. The article then explores several dimensions of an extremist political identity that can help observers understand extremist behavior and goals. It uses this conceptual framework to consider three examples of political extremism. Finally, the article concludes with some limitations and strengths of this definition of political extremism.     

What price fairness when security is at stake? Police legitimacy in South Africa

The legitimacy of legal authorities – particularly the police – is central to the state's ability to function in a normatively justifiable and effective manner. Studies, mostly conducted in the US and UK, regularly find that procedural justice is the most important antecedent of police legitimacy, with judgments about other aspects of police behavior – notably, about effectiveness – appearing less relevant. But this idea has received only sporadic testing in less cohesive societies where social order is more tenuous, resources to sustain it scarcer, and the position of the police is less secure. This paper considers whether the link between process fairness and legitimacy holds in the challenging context of present day South Africa. In a high crime and socially divided society, do people still emphasize procedural fairness or are they more interested in instrumental effectiveness? How is the legitimacy of the police influenced by the wider problems faced by the South African state? We find procedural fairness judgments play a key role, but also that South Africans place greater emphasis on police effectiveness (and concerns about crime). Police legitimacy is, furthermore, associated with citizens' judgments about the wider success and trustworthiness of the state.     

Establishing the most appropriate databases for addressing source level propositions.

Previous papers in Science & Justice have described the work of the Case Assessment and Interpretation (CAI) project that has been running for several years within the Forensic Science Service (FSS). The principles of the CAI model, which have developed through casework, are the foundation of a balanced, robust and logical approach to interpretation. The question arises frequently as to what is the most appropriate database that should be available to assist in assigning a value to a given probability. In this paper we present a set of guidelines in the form of flowcharts and explore them within the context of a range of case examples.     

The police education qualification framework: a professional agenda or building professionals?

ABSTRACT

Given the growing complexity in British policing, the College of Policing are implementing a Police Education Qualification Framework through a professionalization agenda. This aims to standardise entry to the police and allow serving officers to gain accreditation for their previous training and experience. Part of this process involves the development of a national police curriculum for higher education institutions to deliver to new recruits. Different definitions of what constitutes professionalism can impact on officers’ interpretations of this concept and how they subsequently engage with the proposed reforms. This paper, which is based on in depth qualitative interviews with serving officers who have undertaken an academic qualification in policing, suggests that the relationship between police education and the development of professionalism is complex. Officers need to be trusted and encouraged to use their learning in a way that develops their own personal sense of professionalism. However, this paper will argue that current perceptions amongst officers are sceptical of the wider agenda and brings into question the development of a standardised curriculum which may ultimately be viewed as further governance over officer behaviour.     

Sustainable development at the sharp end

This paper takes an actor-oriented approach to understanding the significance for policy and practice of field-worker experience at the interface between project and people. It is set in the context of an Indian project which aims to reduce poverty through sustainable, participatory agricultural change, based on low-cost inputs, catalysed by village-based project staff. Diaries kept by such staff are analysed to reveal how the social position of field-workers enables and constrains their interactions within and without the project, and the ways in which ‘street level bureaucrats’ shape projects through their discretionary actions. They show the Village Motivators struggling to communicate project objectives, to establish their roles and distinguish themselves fromother village-level bureaucrats, to negotiate participation, to overcome hostility to Participatory Rural Appraisal, to arbitrate access to consultants and seniors, to interpret project objectives and lobby for changes in these without admission of failure, and finally to develop a shared vocabulary of participation and belief in success. Some of the implications for participatory approaches are that there may be significant contradictions between sustainability and participatory development.
