How we understand the state is important when addressing issues of human rights. During the debate on the Anti-Homosexuality Bill in Uganda, the country was, at times, presented as nearly uniformly homophobic, exemplified by references to ‘Uganda’s Anti-Homosexuality Bill’. The state, which does discriminate against gender and sexual minorities, is comprised of different institutions and people, holding, at times, conflicting positions. This paper documents these differing positions that parts of the state adopted, along with how those positions changed over time in response to political changes and lobbying from civil society. Uncovering gaps in the coherence of the state by identifying these opposing views is useful both for how we understand and study the state, and for activism against political homophobias. Strategies against legislation similar to the Anti-Homosexuality Bill can target those within most likely to oppose such laws.  相似文献

Morality policies evince a much closer relationship to religious doctrines than is the case in other policy areas and hence constitute a most likely case for the observation of religious effects on policymaking and regulatory change. Yet we still lack generally accepted answers to the questions of whether and how religion matters to morality policy. In this paper, we present a theoretical argument that helps to overcome the seemingly contradictory expectations derived from the secularization and religion matters hypotheses. We postulate a bottleneck effect of religious opposition: while religious influence matters most during early stages of the policy process when the problem definition of a moral issue is still in flux, it diminishes during later stages when the issue has made it onto the political agenda. We find evidence of the bottleneck effect in a dataset of policy permissiveness covering 26 countries and spanning 50 years for five morality policies (abortion, euthanasia, homosexuality, pornography, and same‐sex marriage). The data is analyzed via a multilevel model and using Bayesian inference.  相似文献

This study examined the impact on reconviction of appropriate allocation to three general offending behavior programs involving adult male offenders in the English and Welsh Probation Service. Appropriate allocation was defined by level of risk for reconviction. There were three allocation groups: too low, appropriate, and too high. Using a quasi-experimental design, the reconviction rates of offenders who were allocated to and completed a program, offenders allocated to a program who failed to start, and a comparison group were compared. It was found that the appropriateness of allocation affected reconviction independently of treatment group. Furthermore, in line with the risk principle, there was an interaction between treatment group and the appropriateness of allocation.  相似文献

Precise evaluation of the developmental stage of a child is an integral part of both diagnosis and treatment of pediatric patients; it is also essential in forensic medicine and dentistry. Among radiological methods for dental age estimation in children the Demirjian's method is widely used, however original standards elaborated for the French-Canadian population are mostly not suitable for other populations. The aim of the study was to compare the dental age of children from the region of Mazovia (Central Poland) with the developmental standards presented by Demirjian, to analyse sexual dimorphism of dental age in the studied group and to estimate validity of the Demirjian's standards for the studied Polish population. The material consisted of clinical files and panoramic X-ray images of 994 children aged from 6 to 16 in good general health, without development impairments. Chronological ages of the patients were established. Next dental ages were estimated by means of the Demirjian method based on developmental maturity of seven left mandibular permanent teeth. It was found that the standards were significantly different from the chronological ages in the studied population, which means that dental development was considerably accelerated. The most significant acceleration was observed in girls aged 11 and 12, as well as in 13-year-old boys; in both groups a considerable acceleration of the dental age was seen in 6-year-olds. No statistically significant differences between dental ages of girls and boys were observed in particular age groups. There were devised gender-specific equations allowing for adaptation of original Demirjian's scores for estimation of dental age in the population of Mazovia (Central Poland). In conclusion, the developmental standards used by Demirjian are not suitable in the case of the population of children of Central Poland. Therefore, it is necessary to establish new tables for this population.  相似文献

Homicide followed by suicide remains an understudied phenomenon in the criminological literature. This is due, in part, to methodological and statistical limitations—much of the extant research includes small samples and has not kept pace with quantitative advances. Moreover, scholarship on homicide–suicide has been focused almost exclusively on individual risk factors, discounting contextual influences. In this study, we examine whether macro‐environmental characteristics affect the odds of suicide after a homicide. We use data on 24,373 homicide and homicide–suicide cases distributed across 3,019 cities and 48 U.S. states from the National Violent Death Reporting System to examine the direct effects of structural factors on the odds of suicide after a homicide; and whether structural characteristics condition the impact of the victim–offender relationship on the odds of homicide–suicide. Hierarchical logistic regression models indicate that macro‐level concentrated disadvantage decreases the odds of homicide–suicide. Furthermore, concentrated disadvantage attenuates the odds of suicide after the homicide of an intimate partner, child, family member, or friend, relative to the killing of a stranger. The findings reveal that researchers should account for the context in which homicide–suicide occurs; failure to do so may unintentionally discount a key correlate of homicide–suicide and artificially inflate the effects of the micro‐environment.  相似文献

Richall Holdings v Fitzwilliam, holds that Malory v Cheshire Homes is binding in relation to the Land Registration Act 2002. Newey J saw himself as bound by that decision because he could find no relevant distinction between the provisions of the Land Registration Act 1925, and the Land Registration Act 2002. There are however significant differences in the general system of registration that is established. In particular the different roles of section 20 LRA 1925, and section 29 LRA 2002 mean that Malory was not binding and indeed ought not to have been followed. In addition, the treatment of the priorities rules in Richall misinterprets section 29 LRA 2002. Finally, the decision by‐passes the rectification and indemnity provisions of schedules 4 and 8. ABSTRACT

Despite several reforms in Ebonyi public service, little or no indices of sustainable development has been recorded in decades. This study aims at examining the aspect of recruitment processes and how guaranteed Sustainable Development Goals (SDGs) attainment is affected. The findings drawn from three different ministries in Ebonyi State Civil Service (EBSCS) reveal that the processes of recruitment are characterized by nepotism, political interference devoid of merit, and professionalism. This implies that guaranteed sustainable development in Ebonyi state is at risk of attainment. This conclusion proves the relationship between Public Service Recruitment (PSR) processes and development. In view of the above, it argues that a new PSR reform should be instituted if the country is to achieve the targets set in the SDGs. This is hoped to promote accountability, transparency, and sound administrative governance in the public sector.  相似文献

In most states, child support paid on behalf of Temporary Assistance for Needy Families (TANF) participants is used to offset TANF and child support administrative expenditures; this policy primarily benefits taxpayers. In contrast, Wisconsin allowed most custodial parents to keep all support paid on their behalf. This policy, which treats welfare and child support as complements, was evaluated through an experimental design. This paper reports the key results of the experimental evaluation, using state administrative data to examine the effects on child support outcomes and governmental cost. We find that when custodial mothers keep all child support paid on their behalf, paternity establishment occurs more quickly, noncustodial fathers are more likely to pay support, and custodial families receive more support. These outcomes are achieved at no significant governmental cost. © 2008 by the Association for Public Policy Analysis and Management.  相似文献
