Performances of Police Legitimacy in Rio's Hyper Favela

Rio de Janeiro is home to over one‐thousand favelas (slums), the majority of which are controlled by armed drug traffickers engaged in a long‐standing war with police. This article shows how state legitimacy is challenged by the everyday reality of dual power, postcolonial legacies of inequality and marginalization, and a porous culture of law. Drawing on ethnographic fieldwork in one of the largest favelas in the city, I argue that police actions revolve around the enactment of violent spectacle, performed by the Elite Special Forces, BOPE. The use of performative violence, however, rather than shoring up state control at the margins of city life, works instead to undermine police (and state) authority.     

The power of small-scale solar: gender,energy poverty,and entrepreneurship in Tanzania

Energy poverty is a major challenge in the developing world, with an estimated 1.2 billion people lacking household electricity. Although energy poverty affects both men and women, the burden of household energy supply disproportionately affects women in low-income countries in the developing world. This article examines the impact of a women-oriented solar lighting social enterprise, Solar Sister, in Tanzania for both solar entrepreneurs and customers, demonstrating that solar lanterns positively impact household savings, health, education and women’s economic productivity and empowerment. Our study argues that Solar Sister’s approach is successful because of its explicit gender lens. Providing energy access to women translates to a pro-woman, pro-child, and pro-family development intervention.     

The Criminal Justice Approach: Case Examples

The article presents a special form of a European comparative synopsis. For this case examples have been chosen ranging from administrative or minor (criminal) offences to increasingly serious offences and offenders. In this way it can be comparatively demonstrated how the criminal justice systems studied handle specific cases and whether they do so in a similar or different way.     

“Those Are Our People and That's Our Family”: Wabanaki Perspectives on Child Welfare Practice in Their Communities

In collaboration with the Maine Wabanaki-State Child Welfare Truth and Reconciliation Commission Convening Group, this study explored perspectives of Wabanaki community members and tribal child welfare staff on state child welfare involvement in Wabanaki communities. Qualitative analysis of three focus groups found that participants perceived fundamental differences between what guides the work of tribal child welfare staff and state child welfare staff, as well as differences in understanding the profound impact of removing a child from the community. These findings are suggested to be elements of a Wabanaki counter-narrative that contrasts with the historical dominant narrative about Native families and children.     

Why Federalism Does Not Always Take Shape: the Cases of Italy and Nepal

Federalism has been discussed as a potential system of governance in many countries, but in some it has failed to take shape. This has been the case in Nepal and, to a certain extent, in Italy. In fact, in Italy the federal option was rejected at the time of Risorgimento, and constitutional reforms in the 2000s never transformed the country into a federation as desired by political actors such as the Northern League despite some decentralization. In Nepal, the 2007 interim constitution specified that the country would be federal, but the first Constituent Assembly elected to write a new constitution was unable to produce a federal map acceptable to the major political parties and the second is wrestling with the same issue. In both cases, federal structuring was attacked by political actors who argued that it could promote disunity, undermine solidarity, and possibly lead to disintegration. This article argues that the idea of federalism held by prominent political actors as promoting division and conflict played strongly against its implementation.     

Determination of an effective housekeeping gene for the quantification of mRNA for forensic applications

The potential application of mRNA for the identification of biological fluids using molecular techniques has been a recent development in forensic serology. Constitutively expressed housekeeping genes can assess the amount of mRNA recovered from a sample, establish its suitability for downstream applications, and provide a reference point to corroborate the identity of the fluid. qPCR was utilized to compare the expression levels of housekeeping genes from forensic-like body fluid stains to establish the most appropriate assessment of human mRNA quantity prior to profiling. Although variability was observed between fluids and individuals, results indicated that beta-2 microglobulin exhibited the highest expression for all body fluids examined and across donors. A one-way analysis of variance was performed for housekeeping gene variability between donors (at the α, 0.05, significance level), and the results indicated significant differences for semen, vaginal secretions, and menstrual blood.     

Evaluation of four oral fluid devices (DDS®, Drugtest 5000®, Drugwipe 5+® and RapidSTAT®) for on-site monitoring drugged driving in comparison with UHPLC-MS/MS analysis

New Italian legislation on driving under the influence of drugs considers oral fluid (OF) as a possible alternative drug testing matrix. On this basis, the present research was carried out to evaluate the applicability of four commercial on-site OF drug screening devices, namely DDS(?), Drugtest 5000(?), Drugwipe 5+(?) and RapidSTAT(?), in a real operative context. Preliminarily trained police officers tested randomly stopped drivers with two different kits side-by-side during roadside patrols. A central laboratory confirmed on-site kits' results by UHPLC-MS/MS analysis of the saliva specimen remaining after the screening analysis. 1025 drivers were submitted to the OF tests: 11.6% were positive for cocaine and metabolites, 11.1% for THC, 6% for amphetamines and amphetamine-type designer drugs and 2.3% for ketamine. The sensitivities of the kits were 81% (RapidSTAT(?)), 82% (DDS(?)), 90% (Drugwipe 5+(?)) and 97% (Drugtest 5000(?)) for cocaine and 38% (DDS(?)), 47% (Drugwipe 5+(?)), 72% (RapidSTAT(?)) and 92% (Drugtest 5000(?)) for THC. Drugtest 5000 was the only kit showing an acceptable sensitivity for on-site application. Only Drugtest 5000(?) and RapidSTAT(?) could be evaluated for amphetamines and methamphetamines: Drugtest 5000(?) showed a sensitivity of 100% in the case of amphetamines and 86% for methamphetamines, while RapidSTAT(?) 90% and 76% respectively. Nowadays, ketamine is not included in the target analytes of any on-site devices, but it was systematically included in the UHPLC-MS/MS confirmatory analysis. To ensure adequate reliability, MS confirmation of on-site OF screening tests is anyway always necessary, due to the presence of a significant number of false positive results even when using the commercial kit with the best performance.
