Developing Benchmarks for Guiding CAO Performance

This article reviews a research study on developing performance benchmarks to guide Chief Administrative Officer performance in Nova Scotia. The study collected examples of excellent and substandard performance from 22 individuals who were CAOs, members of Council, or provincial advisors. The information was content analysed, revealing 13 competency areas, illustrating four types of competencies. A practical aspect of this study is the suggestion that the competencies might be arranged in a semicausal logic model (or Competency Scorecard, similar to the Balanced Scorecard) and that performance measures might include outcome and activity measures. The framework might guide researchers in calibrating the linkage between competencies and organisational performance measures.

Victim–Offender Mediation in Cases of Intimate Relationship Violence—Ideals,Attitudes, and Practices in Finland

In Finland the first experimental mediation projects founded on the principles and ideals of restorative justice were started in the beginning of the 1980s. Before the Act on Mediation in Criminal and Certain Civil Cases (1015/2005) came into force in 2006, mediation services were provided by cities, municipalities, and non-governmental organizations. Victim–offender mediation (VOM) practices varied, and there was minimal guidance and supervision by state authorities. The Act (1015/2005) aimed to standardize mediation services and practices and enable evaluation of VOM in order to provide solutions to some of the issues raised regarding mediation in intimate relationship violence (IRV). The Act states that only police or prosecutors may initiate the process for referring a case that involves intimate relationship violence. Furthermore, mediators/facilitators who handle IRV cases are required to attain further training. This article examines the ideals, attitudes, and practices of VOM in relation to intimate relationship violence in Finland. The aims and ideals stipulated in the Act on Mediation are presented and later compared to actual practices of VOM which were obtained through the review of documented agreements. These were the end-results of VOM in cases of intimate relationship violence. The empirical data also included a questionnaire sent to mediators in three offices as well as a national questionnaire sent to prosecutors.     

The Intergenerational Transmission of Physical Punishment: Differing Mechanisms in Mothers’ and Fathers’ Endorsement?

We examined the intergenerational transmission of physical punishment (PP) and whether marital satisfaction moderated this transmission. Participants were 241 mothers and 107 fathers with a three year-old child who completed a semi-structured interview assessing their endorsement of disciplinary methods and the methods their parents used to discipline them. Marital satisfaction was assessed using the Conflicts and Problem Solving Scales. Different predictive models were obtained for mothers and fathers. For mothers, socioeconomic status (SES) and their own mother’s use of PP significantly predicted their current endorsement of PP. For fathers, SES and perceived harshness of childhood discipline predicted current endorsement of PP. Marital satisfaction moderated the intergenerational transmission of PP for fathers, but not mothers. Results indicated that PP by the same-sex parent and SES are important factors in its intergenerational transmission, and that the effects of childhood PP on current endorsement may be more direct for mothers and indirect for fathers.

The national criminal justice system of Hungary is described. Special attention is paid to the Prosecution Service Function within this framework and its relationship to police and courts. The article not only refers to legal provisions but to the factual handling of criminal cases as well.     

When the Line is Crossed... Paths to Control and Sanction Behaviour Necessitating a State Reaction

This article provides an overview of the various forms of proceedings available within 11 European criminal justice systems and reflects upon their core features. It also provides a picture of how far alternative, non-criminal proceedings are used by some of the systems as a different path to imposing a state reaction upon wrong-doers.     

Adolescents' Willingness to Seek Psychological Help: Promoting and Preventing Factors

Although a relatively high percentage of Australian adolescents experience mental health problems, many disturbed adolescents do not receive the help they require, and only a small proportion of adolescents seek professional psychological help. The present study examined adolescents' willingness to seek help and investigated factors that promote and prevent adolescents from seeking help for a mental illness from both formal and informal sources. Secondary school students (254 in number) from schools in Brisbane, Australia completed a questionnaire that examined the relationship between demographic and psychological variables, attitudes toward mental illness, and willingness to seek help for a mental illness. Results suggest that adolescents with greater adaptive functioning, fewer perceived barriers to help seeking, and higher psychological distress were more willing to seek help from formal and informal sources for a mental illness. Greater social support also predicted willingness to seek help from informal sources. Although attitudes toward mental illness did not influence willingness to seek help, less stigmatising attitudes were related to higher knowledge of mental illness, being female, and higher levels of social support. Implications for the present study focus on enhancing the ability of mental health interventions to increase adolescents' willingness to seek psychological help.Received PhD from The University of Queensland     

Experimental Governance: The Open Method of Coordination

Abstract:  The open method of coordination (OMC) has increased the competence of the European Union to regulate areas where the traditional Community legislative processes are weak, or where new areas require coordination of Member State policy, either as part of the spillover of the integration project as a result of economic and monetary union, or as a result of the case law of the European Court of Justice. The OMC is viewed as an aspect of new, experimental governance, which is part of the response by the EU to regulatory shortcomings. This article explores the normative aspects of the OMC using case studies. The article examines the conditions in which the OMC emerges, the conditions upon which it thrives, and the claims that are made for its effectiveness as a new form of governance.
