This paper explores the possibilities of combining DOD technology transfer mechanisms to systems architecture techniques as a means to shorten program acquisition timelines while still providing high technology, robust tools to the women and men serving in the United States military. A literature search demonstrates that few articles have been published on the relationship between systems architecture and technology transfer. However, any DOD laboratory that employs more than 200 scientists and engineers is required by law to have a full time Office of technology transfer, so why has so little research been performed on the synergies between the two DOD disciplines? This paper will describe the ways that the systems architecture tools and practices, and technology transfer transactional mechanisms available to all DOD laboratories, can be utilized to increase knowledge sharing with small business and industry partners to shorten acquisition cycles.
Conventional wisdom holds that terrorism is committed for strategic reasons as a form of costly signaling to an audience. However, since over half of terrorist attacks are not credibly claimed, conventional wisdom does not explain many acts of terrorism. This article suggests that there are four lies about terrorism that can be incorporated in a rationalist framework: false claiming, false flag, the hot-potato problem, and the lie of omission. The dismantling of the welfare state across the United Kingdom (and indeed a number of other Western industrialised democracies, such as Canada and the United States) and the reductions to welfare provisions and entitlements are having a detrimental impact on women’s equality and safety. Towers and Walby argue that the recent cuts to welfare provision in the United Kingdom, particularly for women’s services, could lead to increased levels of violence for women and girls. This paper makes the argument that female victims of domestic abuse experience violence on two levels: first, at the intimate/personal level through their relationship with an abuser and, second, at a structural level, through the state failing to provide adequate protection and provision for women who have experienced violence in intimate relationships. Using a specific example of post-violence community services delivered to both the children of women who have experienced domestic violence and the women themselves, this paper draws on empirical research carried out in 2010–2011 with London-based third-sector and public sector organisations delivering the Against Violence and Abuse Project ‘Community Group Programme’. We argue that the lack of services for women involved in, or exiting, a violent relationship can amount to state-sanctioned violence, if funding is withheld, or indeed, stretched to breaking point. 相似文献
Existing scholarship on the voting behavior of U.S. Courts of Appeals judges finds that their decisions are best understood as a function of law, policy preferences, and factors relating to the institutional context of the circuit court. What previous studies have failed to consider, however, is that the ability to predict circuit judge decisions can vary in substantively important ways and that judges, in different stages of their careers, may behave distinctively. This article develops a theoretical framework which conceptualizes career stage to account for variability in voting by circuit judges and tests hypotheses by modeling the error variance in a vote choice model. The findings indicate that judges are more predictable in their voting during their early and late career stages. Case characteristics and institutional features of the circuit also affect voting consistency. 相似文献
ABSTRACTTranslational policing science must begin with explicitly communicated research aims and a shared vision for promoting safety. For researchers to approach police departments without first considering the concerns held by officers and their departments at large, is unethical, unproductive, and undermines efforts to secure longstanding mutually useful researcher-practitioner partnerships. In presenting a case study analysis of the multi-method National Justice Database’s recruitment practices, this article highlights some of the challenges that emerge when articulating study aims that hold relevance for public safety; defining theoretically- and solution-oriented research questions; administrative police data collection, analysis, and dissemination; and bolstering human research subject protection protocols for sworn officers who may be justifiably reluctant to participate in social science research endeavors. Implications for ethical policing research practice, fostering collaborative researcher-practitioner partnerships, and leveraging the benefits of data science are also discussed. 相似文献
We investigate Korean organizations' noncompliance with parental leave provisions. A survey of 1,750 organizations reveals that 19 percent are fully noncompliant (i.e., no policy in place) and 29 percent are partially noncompliant (i.e., acknowledged failure to implement policy). We examine whether organizational characteristics and conditions that predict responsiveness to US employment law are relevant in Korea and apply to a concrete parental leave requirement. Our results show that the predictors of full and partial noncompliance differ, suggesting different motives or processes among noncompliant organizations. Sector and size reduce the odds of full noncompliance but are unrelated to implementing parental leave policies. Having a human resources department predicts that only implementing adopted policies and gender traditionalism increase the likelihood of noncompliance. This is the first theoretically informed investigation of noncompliance with Korean parental leave laws and provides new evidence of the value of institutional perspectives on employment law beyond the US context. 相似文献
