An Illicit Love Affair During the Third Reich: Who is My Grandfather?*

More than 60 years after an illicit love affair had occurred between Erika H, wife of a Wehrmacht soldier, and a Polish slave worker during World War II, we could clarify the blood relationships of her daughter Uta. When Erika H had become pregnant both of the men could have fathered the child. Erika H was found guilty of fraternization and imprisoned at Ravensbrück concentration camp. She gave birth to Uta and died there in 1944. Uta survived the war as did Erika's husband Gustav, who accepted Uta as his child. Blood samples from family members were taken and DNA extracted. A panel of 16 short tandem repeat (STR) loci were amplified and separated by capillary electrophoresis and the likelihoods calculated using the MLINK software. The combined genotypes yielded a cumulative likelihood ratio of over 200,000 against paternity of Gustav H. This case serves to illustrate the utility of STR profiles for complex deficiency kinship analysis.     

Assessing callous-unemotional traits in adolescent offenders: validation of the Inventory of Callous-Unemotional Traits

The presence of callous-unemotional (CU) traits designates an important subgroup of antisocial youth. To improve upon existing measures, the Inventory of Callous-Unemotional Traits (ICU) was developed to provide an efficient, reliable, and valid assessment of CU traits in samples of youth. The current study tests the factor structure and correlates of the ICU scale in a sample (n=248) of juvenile offenders (188 boys, 60 girls) between the ages of 12 and 20 (M=15.47, SD=1.37). Confirmatory factor analyses are consistent with the presence of three independent factors (i.e., Uncaring, Callousness, and Unemotional) that relate to a higher-order callous-unemotional dimension. Also, CU traits overall showed associations with aggression, delinquency, and both psychophysiological and self-report indices of emotional reactivity. There were some important differences across the three facets of the ICU in their associations with these key external criteria.     

European Human Rights Law and the Normalisation of the ‘Closed Material Procedure’: Limit or Source?

Once a legal abnormality that was criticised on human rights grounds, the closed material procedure (CMP) has now become the main mechanism for dealing with allegedly sensitive security information in the UK. This article considers the role of European human rights law in that process. It argues that the CMP can be conceptualised as the product of human rights law, which has developed so as to legalise and normalise its use, and that this process is symptomatic of a deeper inter‐relationship between human rights law and the preservation of states' security interests, which renders the former inherently unsuitable for dealing with security phenomena.     

The Differential Empowering Effects of Europeanization on the Autonomy of National Agencies

This article examines the influence of Europeanization on the relationship between ministries and agencies at the national level. The core argument is that the differentiated nature of the international environment (with policy development often transferred to the international level and policy implementation left at the national level) transforms national agencies into policy‐developing actors that shape policies without being directly influenced by their national political principals. The increasingly common involvement of national agencies in European policymaking processes thereby increases these agencies' policy‐development autonomy but does not change their role in policy implementation. We examine this argument by testing an innovative hypothesis—the differentiation hypothesis—on a combined data set of German and Dutch national agencies. Our empirical findings support the hypothesis in both countries, suggesting that similar effects can be expected in other contexts in which semiautonomous agencies are involved in transnational policymaking.     

Social Movements and Social-Change Litigation: Synergy in the Montgomery Bus Protest

Two competing schools of thought have emerged to explain how the Montgomery bus protest of 1955–56 brought about changes on the city's Jim Crow buses. The dominant explanation attributes the changes to the bus boycott led by Martin Luther King, Jr., and the Montgomery Improvement Association. A second interpretation emphasizes the critical role of the Supreme Court's decision striking down the state and local bus segregation laws. This essay prooides a third explanation: that these two strategies–the boycott and the litigation–interacted, each shaping and reinforcing the other. Each strategy war a critical part of the struggle, but neither brought change by itself. This essay argues that the two strategies of the Montgomery protest created a synergy that was the key to bringing about changes on the buses.     

Analysing the associative action of business: policy advocacy and policy participation

Abstract: Generally speaking, the study of interest associations in Canada has focused upon their lobbying or pressure-type activities. As research on these associations has proceeded, we have learned that associations play other roles than policy advocates. They also sometimes participate directly in the design, formulation or implementation of policy. This policy participant role places different organizational and strategical pressures on associations than the usual advocate role. This article defines the two different types of roles that associations might come to play, describes the structural properties that associations are likely to need to play the roles, and assesses the contradictions placed on associations involved in both roles.
