The school and the teacher give rise to different images and sets of meaning. Locating schools is a technique of government and teachers are supposed to act as mediators between state and society. But teachers are also local intellectuals and have actively engaged in discourses of dissent and challenges to the state. This article explores the changing identity, situation and representation of provincial schoolteachers in post‐conflict Andean Peru. Significant restructuring of bureaucracies has occurred to facilitate joined-up working. This article draws on new institutionalism to explore the rationale behind the use of structural change for the promotion of joined-up working. It argues that a strong institutionalized myth has emerged which has created isomorphic pressures in the public sector to instigate structural changes in the name of vertical integration. These combine with informal institutions in ways that can be both productive and unproductive, highlighting the need to find a balance between formal institutional change and informal institutionalized practices, which often go unacknowledged as a powerful influence on policy. 相似文献

The United States and Canada regulate firearms, particularly handguns, quite differently. With only a few state and local exceptions, the U.S. approach emphasizes the ability of most individuals to purchase, possess, and carry handguns. By comparison, Canada has a form of restrictive licensing for handguns that places a premium on community safety. The authors first review the potential individual and community level harms and benefits associated with these differing fre-arm policies. Using this information, they explore the ethical dimensions of the U.S. and Canadian approaches through three major themes of autonomy, prevention of harms, and social justice. The authors conclude that the Canadian approach is consistent with respect for the autonomy of persons, fosters the prevention of harms, and more appropriately furthers social justice. 相似文献

Whole-of-government approaches to policy development are increasingly seen as critical in developing comprehensive understanding of issues and development of policies. This article argues that cooperative approaches to using and understanding information are as important as cooperative approaches to policy development and implementation. In August 2002 the Victorian government released Regional Matters: An Atlas of Regional Victoria which was the result of whole-of-government collaboration. The publication provided a review of regional issues across a wide range of topics. This article highlights both the opportunities and challenges of a whole-of-government approach using the experience of this Regional Atlas project. This article also puts forward some lessons that may be used to enhance whole-of-government approaches to research and information provision. 相似文献
