The rise of direct‐to‐consumer genetic testing is challenging the rules and expectations of the fertility industry concerning donor anonymity. While ethicists debate whose rights should prevail, many donor conceived people, recipient parents and donors are currently sharing their genetic information, along with methods to identify genetic links, in vast online communities, invalidating donor anonymity and providing a platform for those who advocate globally for legislative change to support donor‐linking practices. The French Constitution restricts local electoral rights to French nationals and EU citizens. Third country nationals have long been excluded from suffrage as France has maintained a stronghold on nationality and republican values. Academics have called for expansive and liberal citizenships that would allocate political rights to all non-citizen residents, independent of nationality. This paper argues that Brexit and cessation of Britons’ electoral rights present a pivotal moment to discuss expansive citizenship and alien suffrage. Taking a bottom-up approach, the paper presents actual experiences of Britons as candidates and councillors in French municipalities. It demonstrates the importance of residency, representation, participation and inclusion, rather than nationality at the local level to underpin claims for expanding electoral rights. These findings foreground an empirical case for further promotion of theoretical ideas that propose expansive citizenship based on effective residency rather than nationality. How much and in what ways do individual leaders matter for international politics? This article sheds new light on these questions by considering the consequences of domestic revolutions in international relations. We argue that revolutions have international effects due to two separate pathways, one associated with the event and one associated with the new leader’s administration. In the first pathway, a revolutionary event disrupts established relationships and perceptions, creating uncertainty both within the state and abroad. In the second pathway, revolutions put individuals into office who are more willing to challenge the status quo and who have publicly committed to a sustained shift in policies during their administration. These two distinct pathways suggest that the important question about revolutions is not whether leaders or events matter most but rather the conditions under which they matter. Consequently, we studied these pathways on three phenomena: international economic sanctions, domestic economic growth, and interstate alliances. We find that revolutionary events have a short-term negative effect on domestic economic growth, while revolutionary leaders have a long-term effect on the probability that a revolutionary state is targeted for sanctions. Both the revolutionary leader and the revolution’s immediate events alter the state’s international alliances. Our findings suggest that no single level of analysis completely dominates, and the answer depends on the outcome of interest. 相似文献

A review of the dating violence literature reveals a limited number of studies with high school students and few studies that investigate the contextual issues of violence, such as meaning, motivation, and consequences. The present study sought to investigate the extent of dating violence victimization in a New Zealand sample of senior high school students (aged 16 to 18 years) and the perceived reasons for the violence, emotional effects, disclosure of the violence, and relationship consequences. A questionnaire that contained both open-ended and forced-choice items pertaining to experiences of violence and its consequences was developed using material gathered from focus group discussions with high school students. Findings showed gender similarity in the extent of violence and a number of significant gender differences in the aftermath of violence, particularly in the area of sexual coercion. As global interdependence grows, states often use international organizations to achieve both domestic and foreign policy goals. One way states respond to demands for cooperation is to delegate to international organizations and private actors. In this article, we use new data spanning a century of international environmental law to understand when and why states delegate to international organizations to manage environmental problems. We find that delegation is a persistent phenomenon that facilitates the implementation of states' preferences. However, they make this decision with care: States tend to delegate functions with lower sovereignty costs, such as implementation and monitoring, but rarely delegate rule making and enforcement. We also find that heterogeneous preferences among states increases the likelihood of delegation. Overall, our results suggest that states seek to delegate out of a motivation both to reduce transaction costs and to establish credible commitments. 相似文献
