LISTEN TO ME! EMPOWERING YOUTH AND COURTS THROUGH INCREASED YOUTH PARTICIPATION IN DEPENDENCY HEARINGS

Currently, there are more than half a million youth in foster care. Often, these youth are unaware of when, or if, legal hearings about their lives are taking place. This Note advocates for states to pass laws ensuring that youth receive notice of their hearings and for courts to conduct review hearings when youth are not present. Through the course of this Note, the benefits of youth participation are outlined, as are the reasons most often given for denying youth the opportunity to meaningfully participate. The Note concludes with suggestions to help courts more effectively engage youth and the benefits of doing so.     

The Messiness of Everyday Life: Exploring Key Themes in Latin American Citizenship Studies Introduction

This section seeks to provide a brief theoretical framework for the study of citizenship in Latin America by focusing on two characteristics which are of relevance to the essays collected here: belonging and political agency. It then goes on to discuss some key themes which emerge from a reading of the collected articles: methodology; civilisation and deviation; citizenship as the organisation of subordinate inclusion; popular ideas of citizenship as 'fairness'; role of public performance in defining political relationships.     

African-Americans and serial homicide

African-Americans are usually over-represented among offenders arrested in “normal” homicide cases, making up a considerably larger proportion than would be expected from the Black presence in the population at large. Among serial murderers, however, African-Americans are much less in evidence—perhaps one-fifth or less of known American serial killers are Black. It may be that African-Americans are in fact less involved in serial murder activity than are Anglo Whites or Hispanics; but it must also be asked whether this is simply an impression gained from the ways in which serial murder activity is identified and investigated. For a number of reasons, law enforcement agencies might be less likely to seek or find evidence of serial murder activity where the victims are Black. As homicide is primarily an intra-racial crime, this would then mean that Black serial killers would be far more likely to escape detection.
