The role of violence in street crime: a qualitative study of violent offenders

Studies on the motivation for violent street crime, such as robbery and assault, have tended to draw on either the rational choice or the subcultural perspective. This study explores the extent to which violence on the street can be explained by rational factors associated with the successful commission of the offence or social factors related to street culture. The study is based on qualitative interviews with 55 violent street offenders who were serving sentences for street robbery and assault in six prisons in the United Kingdom. The findings, based on accounts of 101 incidents of street violence, identified four main explanations for street violence: (a) successful offence enactment, (b) buzz and excitement, (c) status and honor, and (d) informal justice. The article concludes that there might be benefits in combining the insights of both perspectives by generating an integrated theory that would properly explain both the rational and the seemingly irrational components of street violence.     

Protecting Eyewitness Evidence: Examining the Efficacy of a Self-Administered Interview Tool

Given the crucial role of eyewitness evidence, statements should be obtained as soon as possible after an incident. This is not always achieved due to demands on police resources. Two studies trace the development of a new tool, the Self-Administered Interview (SAI), designed to elicit a comprehensive initial statement. In Study 1, SAI participants reported more correct details than participants who provided a free recall account, and performed at the same level as participants given a Cognitive Interview. In Study 2, participants viewed a simulated crime and half recorded their statement using the SAI. After a delay of 1 week, all participants completed a free recall test. SAI participants recalled more correct details in the delayed recall task than control participants.     

Reducing homicide: A review of the possibilities

This paper explores the potential for reducing homicide, with a particular focus on the United Kingdom. It draws upon data from the Homicide Index, international research on homicide, and the general crime reduction literature. Homicide is highly diverse in its characteristics, causes and dynamics, so effective strategies to reduce it are likely to require tailoring to specific forms. The paper focuses upon four important categories: domestic (partner) homicide; the killing of infants; alcohol-related homicide; and homicide involving guns and knives. Attention is also paid briefly to issues around dangerous offenders and mental disorder, and to homicide victimisation in relation to specific occupations.This paper was written in 2001 and accepted for publication by Crime Law and Social Change in 2002. Some minor updating has been undertaken by the authors, but due to the delay some sections will inevitably not refer to the most recent research. An earlier version of the paper was published online by the Home Office in 2003.     

State and Local Government Organizations and the Formation of the Help America Vote Act

Several state and local government organizations lobbied Congressduring the formation of the Help America Vote Act (HAVA). Thisarticle distinguishes between "general" government organizations(those that represent the general interests of state and localgovernments) and "functionalist" organizations (those that implementspecific programs or functions). Whereas generalists soughtto advance "spatial" interests, functionalists sought to advance"administrative" interests. We also apply theories of congressionalorganization and committee leadership to explain the accessof state and local governments to Congress and their influenceover policy. The organizations had more access to, and influencein, the House Committee on Administration than in the SenateRules and Administration Committee. The differences were primarilythe result of three factors: informational demands, partisanconsiderations, and the personal qualities of committee leaders.     

country matters: sexing the reconciled Republic of Australia

This essay analyses how Australian postcolonial discourses, influenced by both Republicanism and Reconciliation, deploy the trope of woman to signify political change in both feminist and cultural debates about belonging, national legitimacy and sovereignty. I point out that white feminist rejection of the Queen in favour of embracing indigeneity is itself complicit with a history of ‘incorporating’ and assimilating indigeneity – a complicity that is sublimated in favour of a triumphant rejection of Imperial white womanhood. The essay looks at a contemporary Australian novel, media depictions of Paul Keating's ‘embrace’ of Queen Elizabeth II (as a kind of captivity narrative), critical whiteness studies’ ‘rejection’ of the Queen and the misrecognition of Australia's distinct characteristics as a ‘settler culture’ (that incorporates indigeneity) within Australian feminist debates and claims of ‘transgression’ that are made for interracial relationships in Australia.     

Guest Editorial: Political geographies of children and young people

The purpose of this paper is to introduce the present Special Issue of Space & Polity tackling the political geographies of children and young people. Historically given scant attention by the sub-discipline, since children and young people appear to have little active influence on the workings of states, nations, geopolitics and the like, there are now small signs of how and why political geographers might look anew at the experiences and contribu tions of this population cohort. An empirical vignette, based on letters written by children and young people to Eleanor Roosevelt during the Great De pression, is deployed to develop this claim. Contrasts are then drawn between political geographies of children and young people that are ‘adult-centred’ and those that are ‘child-centred’, as related to claims about the distinctions and connections between ‘macro-politics’ and ‘micro-politics’. It is suggested that, notwithstanding the exciting insights to be derived from child-centred approaches, the situation should not be a matter of privileging these over adult-centred approaches. Indeed, it is argued that there are dangers in going down such a route and of thereby collapsing ‘the political’ into ‘the personal’, thus missing what is distinctively political about the geographies needing to be researched and written. Following a brief excursion into debates about the supposed political apathy of (post)modern children and young people, the paper then introduces the other contributions to the Special Issue.
