The buy to let market, produced through the re-regulation of the private rented market in the late 1980s and the promotion of a new mortgage product by the Association of Residential Letting Agents and private sector lenders in the 1990s, accounted for 12 per cent of all UK mortgage lending by 2007. Buy to let is popularly understood as a vehicle for speculative investment and as a means for securing long-term financial security through capital gains via property, and it represents an important aspect of financialisation, helping to call forth new investor subjectivities, which promulgate individualised forms of financial responsibility. Buy to let was also a profitable income stream for financial institutions in the UK which outperformed the mainstream mortgage market until problems in this market became apparent. This article reports on research carried out on the buy to let market and draws attention to the highly geographical nature of the market, which has distinctive regional and urban geographies. These geographies help to explain the differing fortunes of the buy to let market.  相似文献

The possibility of an influenza pandemic occurring within the next two decades is very real; the role of local governments in comprehensive preparation for this global threat is crucial. The federal government has provided broad guidelines for state and local officials who are ultimately responsible for emergency response and lifesaving services, vaccination and antiviral use, and the provision of other critical support. Much of this influenza pandemic preparedness has occurred under conditions of uncertainty, and these government actions may have unprecedented legal and ethical implications. This study evaluates the pandemic influenza policies of eight large U.S. cities to determine how Department of Health and Human Services recommendations with ethical and legal implications have been addressed. The authors find that several important aspects of these guidelines are vague in many plans, and input from key stakeholders is inadequate.  相似文献

ABSTRACT

India and Pakistan have tempered their rivalry over the years by negotiating many bilateral confidence-building measures (CBMs), but the current patchwork of agreements cannot prevent an act of cross-border terrorism from triggering a major militarised crisis. To help mitigate this shortfall, this article advocates a new conceptual approach towards confidence building that identifies two categories of agreements – negative and positive. Negative CBMs oblige inaction; they can be defined as promises to eschew provocative behaviour, so as to prevent miscalculation and accidental war. Most prominent Indo-Pakistani CBMs fall under this category – examples include agreements on non-attack of nuclear facilities and non-violation of airspace. Positive CBMs, by contrast, oblige action; they entail tangible engagement and cooperation in the military, diplomatic, or economic domains. Examples might include counter-piracy cooperation and the expansion of people-to-people contacts. This article argues that positive CBMs invite reciprocity and are a plausible tool for promoting bilateral goodwill, reducing mistrust, and insulating Indo-Pakistani relations from shocks.  相似文献

This study conducted a cost-effectiveness analysis of Delaware's CREST Outreach Center, a work release therapeutic community (TC) and aftercare program for criminal offenders. Treatment effectiveness was assessed using the number of days reincarcerated during an 18-month, post-release follow-up period. The 6-month CREST program cost $1937 for the average participant, and led to 30 fewer days incarcerated (29% less) than the average participant in a standard work release program. This implies that the CREST program reduced incarceration for criminal offenders at an average cost of $65 per day. The additional investment of $935 per client to provide aftercare services led to 49 fewer days incarcerated (43% less) than CREST work release-only participants. This suggests that by adding an aftercare component to the CREST work release program, a day of incarceration is avoided at an average cost of $19 per day. These findings have implications for future investments in post-release substance abuse treatment for criminal offenders. However, the results must be interpreted with caution given potential selection bias in the groups that participated in the CREST work release and aftercare programs. Selection bias and the policy implications of this research are noted and discussed.  相似文献
