This article traces the history of decisions relating to land use, land-use change and forestry (LULUCF) under the United Nations Framework Convention on Climate Change and the Kyoto Protocol, for the period from 2001 until the present. It follows from an earlier article written by the author. As times progress, matters relating to LULUCF become more convoluted and complex. The article explores such issues as the definition of a forest, what constitutes 'Kyoto land', modalities for afforestation and reforestation under the Clean Development Mechanism, greenhouse gas inventories, reporting and reviews, and possible actions to reduce emissions from deforestation. The article also looks at the role of the Intergovernmental Panel on Climate Change and its input into the science and policy-making process relating to LULUCF. 相似文献

This article is a revised version of an inaugural lecture, delivered at the University of Leeds on 30 April 1998. The focus of the lecture and, thus, of this article is concerned with administrative history and the civil service. The first part of the article is about the pioneers of the academic study of public administration, and the subject's relationship with political philosophy. The second part examines the role of the Webbs and the British approach to public administration. The third part evaluates the contribution of the academics of the 'Golden Age' of public administration. The fourth part deals with changing perceptions of public administration, with a particular emphasis on developments in the civil service; it is deliberately self-referential. The final part briefly considers the future of the academic study of public administration, concluding that it has one. 相似文献

A growing literature suggests that communication strategies can promote or inhibit intimate partner violence (IPV). Research on communication is still needed on a group ripe for early IPV intervention: high school-aged adolescents. This article revisits our previous analyses of young female reproductive clinic patients (Messinger, Davidson, & Rickert, 2011) by examining how the adolescent and young adult respondents differ. To explore replicability of the adolescent results across populations, they are compared to 487 adolescent female students sampled from four urban high schools. Across samples, all communication strategies were used more frequently within violent relationships. Multivariate analysis identified escalating strategies used and received as being positively associated with physical violence used and received in all three samples. Regarding verbal reasoning and temporary conflict avoidance, substantial differences appeared between the young adult and adolescent clinic samples, and results from the adolescent clinic sample were largely replicated with the adolescent school sample, suggesting that young adult samples in this literature are not adequate proxies for adolescents. 相似文献

The Qualified Lawyers Transfer Scheme (QLTS) provides a route for lawyers from other jurisdictions and barristers from England and Wales to qualify as solicitors in England and Wales. One of the three tests in the QLTS, the Multiple Choice Test (MCT), uses multiple choice questions to examine the syllabus of the qualifying law degree together with some pervasive subjects from the Legal Practice Course. This paper examines the MCT in detail. Particular attention is paid to the format and structure of the questions. We describe the detailed editing which each question goes through before it is used, the statistical analysis and review which take place after an exam, and the rationale for these processes. An explanation is given of what reliability and accuracy mean and how they are measured statistically. There is also an explanation of the “Angoff method” by which pass marks are set. Finally, the paper reports on the first four sittings of the MCT and their statistical results including their reliability and accuracy. Use of the multiple choice test, though well established for examining applied knowledge in medicine and in law in other jurisdictions, is a radical departure for the assessment of law in England and Wales. The experience of QLTS has shown that a carefully constructed multiple choice test of a suitable length can assess the qualifying law degree content both reliably and accurately. 相似文献

The paper reports on the core challenges faced by the nonprofit, political and social marketing disciplinary areas and suggests a series of research agendas to develop theory and practice to meet these challenges.
- Social marketing's research agenda involves the continued adaptation of the new developments in commercial marketing, whilst building a base of social marketing theory and best practice benchmarks that can be used to identify, clarify and classify the boundaries of social marketing against social change techniques.
- Nonprofit marketing is pursuing the dual research agenda of developing the theory and practice of social entrepreneurship whilst seeking deeper consumer‐based research to understand motivations for charitable behaviour and gift giving.
- Political Marketing's research agenda looks for an increase in the level of background research, core data and market research to use as a basis for developing more advanced theoretical and practical models. In addition, as political marketing is being transferred internationally between a range of political and electoral systems, there is a need for comparative research into both the relevance and effectiveness of these techniques to isolate nation independent and nation dependent political marketing strategies and campaigns.
