ABSTRACT This article examines the interaction between institutional change and caste and gender embeddedness. It develops a framework for understanding how this interaction takes place. The article presents data on the results of an effort by a non-profit development organization, the Cooperative Development Foundation (CDF), to promote women's cooperatives, grounded in the ideas of mutual self-help and equitable access to services, in rural Andhra Pradesh in India. Using a simple theoretical framework that highlights the multi-level nature of institutional change, and the potential for interactions with embeddedness at one level to affect interactions at other levels, the article presents data showing how particular institutional rules of the cooperatives interacted with caste and gender to shape the overall governance and service delivery practices of these new organizations. In particular, after failed attempts to integrate existing, male-dominated cooperatives with women, the CDF created gender-segregated cooperatives. Data from the women's cooperatives show the creation of mixed-caste organizations, with boards of directors that were fairly representative of their membership, but with presidents that were more likely to be from the higher-castes. Access to financial services shows little caste bias, though lending is through caste-based peer groups. The data suggest that the interaction of embeddedness and institutional change is a process contingent on: a) the strategy taken by the development organization towards embeddedness; b) the nature of the institutional change itself relative to the existing social structure; and c) the effects the interactions between institutional change and embeddedness at different levels have on each other. 相似文献

Decision making in the European Union has been argued to present a ‘joint‐decision trap’, in which the ability of national actors to block decisions unilaterally produces decision making by the lowest common denominator. While this outcome is apparent in some decision situations it is far from a general outcome. The division of decisions into functional specialities and the continuing nature of the policy debates limits the capacity of ‘high politics’ to hinder decision making. Current debates regarding the degree to which centralization or decentralization of environmental bureaucracies promotes more effective management of natural resources suggest the need for employing new methodologies to empirical analysis, in a variety of political and ecological settings. In this paper, recent state synergy scholarship is adopted to an analysis of the impact of state‐societal relations on the implementation of the U.S. Endangered Species Act in the coastal redwoods region of California. This study suggests that certain state‐societal relations at the peripheries of bureaucratic state systems pose potential sources of both state autonomy and capacity. Effective utilization of such sources may be hampered, however, by policy actions that reflect national‐level political pressure, leading to management decisions that are not necessarily designed to improve either the ecological or social welfare of the region. In conclusion, the author argues that decentralization may be beneficial to bureaucratic effectiveness, however such efforts will be contingent on the ability of states to develop dense connecting networks with social actors that can contribute to policy goals. 相似文献

Two complimentary studies were conducted to investigate the inter-rater reliability and performance of juvenile justice personnel when conducting the Structured Assessment of Violence Risk for Youth (SAVRY). Study 1 reports the performance on four standardized vignettes of 408 juvenile probation officers (JPOs) and social workers rating the SAVRY as part of their training. JPOs had high agreement with the expert consensus on the SAVRY rating of overall risk and total scores, but those trained by a peer master trainer outperformed those trained by an expert. Study 2 examined the field reliability of the SAVRY on 80 young offender cases rated by a JPO and a trained research assistant. In the field, intra-class correlation coefficients were 'excellent' for SAVRY total and most domain scores, and were 'good' for overall risk ratings. Results suggest that the SAVRY and structured professional judgment can be used reliably in the field by juvenile justice personnel and is comparable to reliability indices reported in more lab-like research studies; however, replication is essential. 相似文献

Detecting and locating semen stains is addressed by identifying the associated acid phosphatase activity of semen. The recovery of semen stains is critical as it can, via DNA testing, address the possible source(s) of the semen and may aid in the interpretation of a case. The purpose of these experiments, carried out on behalf of the Body Fluids Forum, was to consider whether wetting the test paper alone or wetting the semen stained fabric and the test paper affected the detection and location of the semen stains on various fabric types, or the subsequent recovery of spermatozoa from these fabrics. It became evident that the preferred approach varied depending on the fabric type being tested but that more often than not, wetting both the fabric and the test paper had a detrimental effect on the recovery of spermatozoa. 相似文献
