Based upon findings in other fields in the social sciences, it is proposed in this article that cooperation between government parties can be induced when parties in governments are able to exercise credible exit threats. As stability is more likely to be induced by cooperation than by defection, more durable governments can be expected. The possibility for credible exit threats in a government is operationalized via the presence of a dominant party in the government. The corresponding prediction is tested against a data set that contains 261 postwar governments in twelve western multiparty democracies. In the event history analyses of government survival, I control for variables pertaining to the bargaining environment, bargaining complexity, and the ideological diversity of the governments. It is found that the presence of dominant parties in governments does indeed enhance the survival time of governments.  相似文献

Recurrent and severe infections and absence of thymic shadow in X-ray examination were observed in children with the transposition of the great arteries (TGA). Among 45 children (29 boys and 16 girls) with TGA whose age ranged from 3 days to 16 years and who were hospitalized during 1 year, infectious diarrhea was observed in 77.7% cases, urinary tract infections in 44.5%, respiratory tract infections in 42.2%, sepsis in 17.5%, and meningitis in 8.8%. Nine of the children died, sepsis was a cause of death in seven children, and there were postsurgical complications in two children. Immunologic abnormalities in children with TGA included a decreased level of T-lymphocytes and T29 degrees subpopulation, impaired mitogen-induced lymphoproliferation in vitro, and increased nitro blue tetrazolium (NBT) reduction activity of monocytes. Impaired parameters of cellular immunity correlated with worst clinical status. No disorders of humoral immunity were observed. These observations may be important for forming opinion about proper therapy and the cause of death in children with TGA.  相似文献

Investigation of blood samples from the femoral vein of subjects drowned in water and died of other causes (control) was carried out. Penetration of microflora contained in water into the bloodflow of the drowned people was shown. Possibility of using bacteriologic analysis of the postmortal blood to diagnose death from drowning was stated. Ps. putida and Ps. fluorescens. that were not present in the blood of persons who had died of causes other than drowning were recommended as test bacteria. Selective media and methods to isolate the bacteria from the cadaveric blood were chosen.  相似文献

In studying procedural fairness judgments, distinctions are made between (i) the mere presence of rules and procedures in the process of outcome allocation and dispute resolution, (ii) the application of these rules by a decision maker, and (iii) the enactment of procedures and rules in the interaction between a decision maker and involved parties. In line with Bies and Moag (1986), criteria that must satisfy the application of rules to be judged as fair are called procedural fairness criteria as distinguished from interactional fairness criteria. The hypothesis that interactional fairness criteria are more important in affecting fairness judgments than procedural fairness criteria is tested. Fifty-four subjects received information about a fictitious job application situation. The subjects judged the decision maker's handling to the application procedure and his/her treatment of the applicant as fair or unfair. Three procedural and three interactional criteria and the final decision (hired or not) were used in the study. Results show that the decision maker's consistent application of rules and his/her truthfulness to the applicant were judged as the most important factors in determining the fairness of the procedure. Accurate processing of information about the applicant and respectful treatment were judged as least important factors. Contrary to expectation, procedural criteria were judged on the average as equally important for determining fairness as interactional criteria. It is argued that the smaller than expected impact of the interactional criteria may be due to the fact that in the present study the entire application situation was evaluated and not the specific face-to-face aspects of the interaction. Results are in agreement with those of Tyler and Schuller (1990).  相似文献

The Joint Criminal Enterprise (JCE) doctrine has made an impressiveappearance on the stage of the International Criminal Tribunalfor the former Yugoslavia. However, the initial enthusiasm hasfaded somewhat recently as doubts about the doctrine's broadapplicability have started to dominate the discussion. In thisarticle, the author argues that we should not deplore the partialdemise of the doctrine. The simple truth is that the doctrinedoes not entirely dovetail with the gloomy reality of the modernbureaucracies that engage in systematic crime. Rather than tryingto curb reality in order to fit our legal concepts, we mightinstead search for alternative modes of criminal responsibility.Functional perpetration may be such an alternative as it takesthe function of the accused as point of reference for an inquiryinto his responsibility and forges more direct links betweenthe perpetrator and the crime. The JCE doctrine still has auseful function to serve in (modestly) extending the responsibilityof participants in mob violence and in portraying the collectiveefforts of those who can properly be qualified as the auctoresintellectuales of system criminality.  相似文献
