The Israel and Palestine land settlement problem, 1948–2005: An analytical history

This paper traces the history of the current conflict between Israel and Palestine from 1948–2005 C.E. It focuses on the frontier conflict between Israel and Palestine, a conflict that has resulted in four major wars during the post-Second World War period, and that has left Israel as the occupying power over a large swathe of territory not allocated to it by the United Nations in 1947. It outlines the nature of the refugee problem in Palestine and neighboring Arab states, and defines the political problems posed both by relative Israel-Palestine population growth, and by the `right to return’ claim by ousted Palestinian Arabs. It reviews the political problems posed by religious extremism and theocratic government both in Israel and Palestine. It concludes with a brief discussion of the unpleasant alternatives left as the road map to peace disintegrates and outlines a preferred solution from the perspective of the advanced western nations.     

Sex offender (re)integration into the community: realities and challenges

Abstract

This paper explores the benefits of engaging with self-defined communities in Northern Ireland on the issue of sexual offending and argues the case for building on existing community structures, by identifying people with leadership skills and by empowering them with the knowledge, and with connections to statutory services, that will support public protection. We address the historical context in terms of the impact of the conflict on these communities and describe the role and experience of NIACRO working in Northern Ireland, in particular its Base2 project supporting people under threat. We reference the development of current statutory arrangements for Public Protection Arrangements for Northern Ireland (PPANI) and argue the case for preparing people in the community to receive and understand the messages promoted through PPANI on the basis of our belief that public education is most effective when the people receiving it are receptive.     

The intellectual legacy of Gordon Tullock

Gordon Tullock is one of the world’s leading economists. Even more so than Chicago’s Gary Becker, Tullock has extended the rational choice model into areas previously judged to lie outside the realm of economics. This essay identifies Tullock’s contributions to constitutional political economy, public choice, bureaucracy, the law, and bio-economics. The essay focuses attention most especially on Tullock’s pioneering contributions to public choice, including his twenty-year editorship of Public Choice.
