The Olympics: 64 years on

In just over a month's time London will be the centre of international focus as athletes from over 200 countries arrive for the Olympic Games. The last Olympic Games held in London was in 1948 – in the same month the National Health Service (NHS) was established. It is a tragic coincidence that the Olympics returns to London in the same year as the Health and Social Care Act was passed, legislation the chairman of the British Medical Association described as likely to be ‘irreversibly damaging to the NHS as a public service, converting it into a competitive marketplace that will widen health inequalities and be detrimental to patient care’ (Buckman, 2012).     

Towards a common framework for assessing the activity and associations of groups who sexually abuse children

Abstract

Extensive social psychological research emphasises the importance of groups in shaping individuals' thoughts and actions. Within the child sexual abuse (CSA) literature criminal organisation has been largely overlooked, with some key exceptions. This research was a novel collaboration between academia and the UK's Child Exploitation and Online Protection Centre (CEOP). Starting from the premise that the group is, in itself, a form of social situation affecting abuse, it offers the first systematic situational analysis of CSA groups. In-depth behavioural data from a small sample of convicted CSA group-offenders (n =3) were analysed qualitatively to identify factors and processes underpinning CSA groups' activities and associations: group formation, evolution, identity and resources. The results emphasise CSA groups' variability, fluidity and dynamism. The foundations of a general framework are proposed for researching and assessing CSA groups and designing effective interventions. It is hoped that this work will stimulate discussion and development in this long-neglected area of CSA, helping to build a coherent knowledge-base.     

A decade on from the NCH Report (1992): Adolescent sexual aggression policy,practice and service delivery across the UK and Republic of Ireland

Abstract

This paper considers the issues involved in the use of manuals to guide the treatment of sexual offenders. I identify problems in the use of manuals, particularly their failure to encourage satisfactorily the implementation of therapeutic skills, the restrictions they place upon the therapist's ability to address the responsivity principle, the limits to which manuals can accommodate changes as a result of new evidence and the suppression of innovation. I offer suggestions for an alternative set of strategies to ensure the integrity of treatment delivery while at the same time overcoming the problems associated with manualization.     

A Comparison of Enhancement Techniques for Footwear Impressions on Dark and Patterned Fabrics,

The use of chemical enhancement techniques on porous substrates, such as fabrics, poses several challenges predominantly due to the occurrence of background staining and diffusion as well as visualization difficulties. A range of readily available chemical and lighting techniques were utilized to enhance footwear impressions made in blood, soil, and urine on dark and patterned fabrics. Footwear impressions were all prepared at a set force using a specifically built footwear rig. In most cases, results demonstrated that fluorescent chemical techniques were required for visualization as nonfluorescent techniques provided little or no contrast with the background. Occasionally, this contrast was improved by oblique lighting. Successful results were obtained for the enhancement of footwear impressions in blood; however, the enhancement of footwear impressions in urine and soil on dark and patterned fabrics was much more limited. The results demonstrate that visualization and fluorescent enhancement on porous substrates such as fabrics is possible.     

Developing the representational role of elected members: Local involvement,local action in a Birmingham ward

This article focuses on the developing representational role of elected members in Birmingham as part of the wider modernisation agenda. It describes and analyses ‘Local Involvement, Local Action’, a local authority initiative to enhance democratic participation that was set up just prior to the publication of new political management arrangements. This initiative is typical of many local authority approaches, combining a desire to enhance the contribution of local citizens with a decentralisation programme to devolve decision making to the sub‐local level and begin to ‘join‐up’ the actions of a variety of local partners at neighbourhood level. The article highlights the strengths and weaknesses of the LILA initiative and identifies the wider potential and limits of such decentralisation initiatives to enhancing the representational role of elected members.

Using a sample of full-time employees of a public sector organisation in South Korea, this study examines whether transformational leadership (TL) has a significant positive effect on affective commitment (AC) and organisational citizenship behavior (OCB), and whether AC is positively related to OCB. The study also examines whether AC mediates the effects of TL on OCB. The results of higher-order structural equation modeling indicate a positive relationship between TL and AC; no significant relationship between TL and OCB; and a significant positive relationship between AC and OCB. Thus, the results clearly demonstrate that AC fully mediates the relationship between TL and OCB. Theoretical and practical implications of these findings are discussed, and proposals for future research are made.     

From Birth to School: Early Childhood Initiatives and Third‐Grade Outcomes in North Carolina

This study examines the community‐wide effects of two statewide early childhood policy initiatives in North Carolina. One initiative provides funding to improve the quality of child care services at the county level for all children between the ages of 0 to 5, and the other provides funding for preschool slots for disadvantaged four‐year‐olds. Differences across counties in the timing of the rollout and in the magnitude of the state financial investments per child provide the variation in programs needed to estimate their effects on schooling outcomes in third grade. We find robust positive effects of each program on third‐grade test scores in both reading and math. These effects can best be explained by a combination of direct benefits for participants and spillover benefits for others. Our preferred models suggest that the combined average effects on test scores of investments in both programs at 2009 funding levels are equivalent to two to four months of instruction in grade 3.
