China's State Council has charged that in 2009 BHP Billiton inflamed Australians' fear of “Chinese colour” in order to undermine Chinalco's (Aluminium Corporation of China) effort to increase its share of the Rio Tinto company. Though unproven, this is a serious charge and the more so because it suggests there is a risk that in the future firms challenged by Chinese competitors may emulate the alleged practice. Given this possibility, anti-racists require a sophisticated understanding of how firms might incorporate Sinophobia into their business strategies and how Chinese foreign direct investment is viewed by national and local communities. To further this response, we review the literature on the use of racism as a corporate tactic, discuss the Chinalco-BHP struggle, and provide a study of how one community reacted when offered the chance to host a large Chinese investment.  相似文献

Abstract

To talk about Vietnam now is to get caught in a flurry of accusations and counter accusations, from the Chinese and Kampucheans, the Western press, and the Vietnamese themselves. At a time when Vietnam is entangled in military disputes and deepening party disputes with its socialist neighbors, it may seem anachronistic to go back and relive the spring days of 1975 when, after decades of war, Vietnam was euphorically reunited and freed from foreign invaders. One is tempted to read into those momentous days a foreshadowing of the conflicts to come. There is another reason to review Vietnam's spring liberation, however, and the reason goes beyond the fact that a good book has been written about the subject. Central to current disputes about Vietnam is an assessment of the meaning and practice of socialist transformation. Reaching the Other Side, by Earl S. Martin, is an eyewitness account of the earliest days of socialist Vietnam's postwar transition. In the pages of Martin's book, concrete form is given to the dreams and difficulties facing the newly reunited Vietnam. Martin offers a quiet, detailed account of the socialist government's early answers to those challenges.  相似文献

Partnership and participation have co-evolved as key instruments of New Labour's agenda for the ‘modernisation’ and ‘democratic renewal‘ of British local government. It is often assumed that partnerships are more inclusive than bureaucratic or market-based approaches to policy-making and service delivery. This article argues that partnership working does not in itself deliver enhanced public participation; indeed, it may be particularly difficult to secure citizen involvement in a partnership context. The article explores the relationship between partnership and participation in a wide range of local initiatives, exemplifying difficulties as well as synergies. The article concludes that public participation needs to be designed-in to local partnerships, not assumed-in. A series of principles for the design of more participative local partnerships is proposed.  相似文献

The election of a 'New Labour' UK government in 1997 promised a new era of central-local relations facilitated by a programme of local government reform which recognised local government's 'community leadership' role. Other aspects of the agenda supported the development of multi-level governance, for example, the establishment of sub-national institutions such as the Scottish Parliament and the promotion of neighbourhoods as key sites for action. Despite these actions this paper will argue that in England the central state retains considerable influence over the key agents of local governance. Using the example of public participation policy, and drawing on the findings of a recent study in two English cities, the paper will explore how national policy aspirations were reflected locally. It concludes that while local action generally complemented national priorities, there were important points of contrast, and that localities' capacity to act in their own interests is supported by the opportunities presented in a multi-level governance environment.  相似文献

Abstract

A group of nine intrafamilial child molesters of daughters and stepdaughters from Canada and the United Kingdom were interviewed about their analysis of opportunities to sexually offend. Questions focused on the evaluation of immediate and life circumstances surrounding the offence, including how the offender defined, created and responded to opportunities for offending. An equally important goal was identifying strengths in resisting opportunities and coping with spoiled attempts. The interviews were transcribed and subjected to grounded theory analysis. Consistent with the rational choice theory of criminal behaviour the majority of offenders identified information and decision-making processes used to evaluate opportunities for offending. Themes related to offender and victim characteristics, as well as situational factors, are identified and discussed with respect to risk and protective factors. Offenders described positive relationships, greater social/community connectedness and successful employment as present in their lives when not offending. These elements are consistent with positive approaches to sexual offender treatment and management.  相似文献

The Conservative governments of 1979–95 have encouraged private sector pension provision to the extent that it covers two‐thirds of the British workforce. It is now possible to consider moving from the universal system of state provision laid down in the Beveridge scheme to a targeted system. Indeed, it has been suggested that the basic state pension should be abolished. However, if we consider the policy initiatives of the 1980s it would not seem that Conservative policy differs markedly from the policies pursued by the Conservative Party in the 1960s and 1970s. Indeed, there are also some similarities with the Labour Party policy. In this sense the case of pensions would appear to support the view that Thatcherism was less radical than has been generally claimed and represents a continuation of past policy. However, if we employ models of welfare state development to analyse policy outcomes we can demonstrate how the cumulative effect of individual policies pursued by the Conservatives has led to a change in the character of the British welfare state and thus the continuities with past policy may be deceptive.  相似文献

In recent years, the U.S. Supreme Court has created two categorical exemptions to the death penalty. In Atkins v. Virginia, the Court exempted mentally retarded offenders. Three years later, in Roper v. Simmons, the Court extended the protection to juveniles. Based on these cases, the practices of foreign countries, and the opinions of professional organizations with relevant expertise, legal scholars speculate that the Court may, in the future, categorically exclude severely mentally ill offenders from the death penalty. This Note examines the feasibility of such an exemption for the mentally ill and considers its possible repercussions.  相似文献
