This article focuses on the interaction between parliamentary committees and external actors. How is the interaction organised, and how does it influence which interests are voiced? The authors show that institutional variation in procedures for calling witnesses and variation in committee agendas influence both the composition of actors and the concentration of evidence. By composition of actors, they refer to the set of different actor types involved. By evidence concentration, they refer to the extent to which evidence is provided by a relatively small share of active actors. The study is based on a new data set of all contacts between parliamentary committees and external actors in one year across three countries: the United Kingdom, Denmark and the Netherlands. Interestingly, the findings show that procedures of invitation rather than open calls increase the diversity of actor composition and decrease the concentration of actor evidence. Abstract The Low‐Income Housing Tax Credit (housing credit) that Cummings and Di‐Pasquale portray is effective, efficient, and healthy. However, rapid changes in the industry have turned some of their data stale, and the absence of suitable context and information invalidate some key analyses and findings. Moreover, the researchers sometimes seem to see the glass as 10 percent empty instead of 90 percent full. A practitioners’ perspective is more positive. The housing credit generates an array of public benefits while harnessing private investors’ business discipline. Genuinely low‐income tenants occupy the housing. The housing revitalizes low‐income communities. Properties are in good financial and physical condition. The housing credit is also cost effective. The economic fundamentals of producing low‐income rental housing, not the housing credit, necessitate substantial subsidies. A remarkably high proportion of the federal tax‐credit subsidy goes into the housing, and investor returns are modest. Nonprofit‐sponsored production appears to cost more because nonprofits are prominent in high‐cost locations and for other similar reasons, not because nonprofit developers are inefficient. 相似文献

ABSTRACT:Public administration scholarship could benefit from a return to its Simonean roots for distinctively managerial insights about decision processes. Though Simon is often juxtaposed with Dwight Waldo and portrayed as a rationalist focused on the limits of human cognition, a full understanding of his work reveals a rich understanding of the decision context that managers face. Simon argued that decisions should (1) account for norms and values; (2) link means to ends; (3) identify feasible alternatives; and (4) automate processes where automation improves transparency and evaluation. To date, economics and psychology have exploited these insights to a greater degree than has the study of management and administration in the public sector. We use one example of a structured decision process in a salmon fishery and another in a case of religious and cultural conflict in schools as illustrations of the potential for Simon’s decision principles to improve public sector decision making. 相似文献

This study examined the cellular origin and concentration of nuclear DNA in human urine. Ten subjects provided two entire, first-morning voids: one as a single specimen and one as a consecutive series of samples. The serial samples were centrifuged, organically extracted, and quantified by slot-blot analysis. Total DNA concentrations ranged from 0.02 to 21.3 ng/mL for the males and 25.0 to 96.9 ng/mL for the females. The female samples were found to contain numerous vaginal epithelial cells. DNA was detected in all of the serial samples of nine subjects; however, the DNA concentrations varied considerably. With six subjects, the DNA concentration of the first serial sample was at least three times greater than that of the entire void. DNA was only detected in the first 21% of the void from one male subject. The results of this study have implications for the collection of urine samples. 相似文献

India’s 2005 Right to Information Act (RTIA) is among dozens of national laws recently adopted similar to the U.S. Freedom of Information Act. Drawing on several large studies examining the act’s implementation, the author finds that Indian citizens filed about 2 million requests for information under the RTIA during its first two and half years. However, use of the law was constrained by uneven public awareness, poor public planning, and bureaucratic indifference or outright hostility. Requirements for proactive disclosure of information are often ignored. The necessary mechanisms for enforcing the new law are also strained by a growing number of complaints and appeals. Nonetheless, RTIA advocates demonstrate its transformative potential and continue to press energetically for more effective implementation. Public authorities and civil society organizations have developed a number of practical innovations that may be useful for other developing countries to adopt when considering similar laws. 相似文献

On January 1st, 2006, the Swedish legislation on obtaining DNA reference samples from suspects and the recording of DNA profiles in databases was changed. As a result the number of samples analysed at the Swedish National Laboratory of Forensic Science (SKL) increased from about 4500 in 2005 to more than 25,000 in 2006. To meet this challenge, SKL launched a new analysis system to create an unbroken chain, from sampling to incorporation of a profile in the national DNA database and subsequent automatic generation of digitally signed hit reports. The system integrates logistics, digital data transfer, new functions in LIMS (ForumDNA Version 4, Ida Infront AB) and laboratory automation. Buccal swab samples are secured on a FTA® card attached to an identity form, which is barcoded with a unique sample ID. After sampling, the police officer sends a digital request to SKL. The sample is automatically registered in LIMS and processed on delivery. The resulting DNA profiles are automatically classified according to quality using a custom-made expert system. Building the evaluation around mathematical rules makes it reproducible, standardised and minimises manual work and clerk errors. All samples are run in duplicate and the two profiles are compared within LIMS before incorporation in the database. In the first year of operation, the median time for completion of an analysis was 3 days, measured from delivery of the sample to incorporation of the profile in the national DNA database.
