Much of the recent political dialogue in the U. S. A. has included criticism of government bureaucracy.An especially significant response to this criticism was developed by Gary L. Wamsley and others in what has been c:alled the ‘Blacksburg Manifesto.’ They use the concept of the Agency Perspective to provide a basis for the legitimacy of a role in the governance process for public administration.

This essay explores the application of the concept of the Agency Perspective, which was developed primallly with reference to the national government, to local government and considers the implications of the Agency) Perspective for the future role of local government administration.

The essay concludes that the concept of the Agency Perspective fits local governments as well. If these arguments meet with widespread acceptance, this suggests a growing, more active role for public administration in U. S. local governments.  相似文献

The relations between governments and universities, particularly with respect to science and technology, is traced from the agricultural period and the land-grant era to the research and development era involving particularly the fields of medicine and defense, to the modern era which is lacking a coherent national policy.

Among the institutional relations that are critical to science, technology, and public administration, those involving government-university linkages stand out. In the past, there have been two major eras of government/university relations: the land-grant era and the federal mission agency era. More recently, a third era has emerged—what we call the new federalist era. The first period featured a decentralized institutional model focused on a single economic sector: agriculture. The second was characterized by a more centralized federally dominated approach. This third era is still evolving. Its primary ingredients include university ties with many segments of industry. And government includes that as well as federal agency roles.

During the land-grant era, dating from 1862, a large number of universities, devoted initially to problems of agriculture and the mechanical arts, were created. The era was characterized by a research system involving a federal agency, state government, universities, and an industry of individuals with little or no research capability. It was a highly decentralized system, responsive to multiple needs throughout the country, with a heavy emphasis on technology transfer. It gave the initial impetus to the university in fashioning an applied role. Whatever else may be said about this system—good or bad—it certainly made the American agricultural industry more productive.

In the federal mission agency era, dating from World War II, federal agencies spent vast sums to pursue national goals in defense, space, energy, and other fields by creating programs supporting universities. On the expectation there would eventually be practical payoffs, federal agencies supported basic research largely on the universities’ terms. States were not involved in any significant degree. Industry was, of course, very much a part of this system, but in the case of defense and space, it was primarily as developers of technology for government rather than users of technology for civilian goals.

This system worked unevenly. The greatest continuity was the Department of Defense (DOD) as a sponsor of research and development, including research in universities. That is what was seen as a problem in the era of Vietnam. For many critics, it is a problem today, with Star Wars merely the most dramatic example of a too close university involvement with DOD.

There were discontinuities in most of the areas of federal mission agency support. At the time of Minnowbrook I, the desire was to redeploy science and technology to other mission areas that would improve the human condition. The process was difficult, as various domestic agencies had problems establishing and maintaining relations with science and technology. In the 1980s, most of the civilian programs were cut back and the energy program was slated to be eliminated altogether.

Today, the United States research system, and thus the government-university partnership, is in a new-federalist era of science and technology. Here, the federal government, state governments, industry, and universities cooperate and collide as each tries to make the most of several new technologies now emerging with a perceived high economic potential. Meanwhile, the university-DOD relationship has been rebuilt after a decade of rupture. In an environment of increasing global competition, the old institutional models are giving way to novel arrangements.

What has happened is that a new mission—a new problem or opportunity—has become more salient in the 1980s. This is the mission of economic development and competitiveness. Economic competitiveness is a broad and diffuse mission. The juxtaposition of this mission with science and technology is because a good part of this competition is expected to be waged on the frontier of new technology. Japan, in particular, has made technological leadership in the cluster of fields cited above a national imperative, and other nations are following suit.(1)

No federal mission agency is clearly identified with, much less in charge of, a mission. Indeed, the mission has not been officially proclaimed but exists only as a rallying cry. The question to be resolved is whether the present scattered response is enough, or if a more comprehensive national policy should be established. If established, should a new federal mission agency be set in motion to lead the assault—perhaps one modeled after the Japanese MITI? If so, how would it relate to the other players? Given the role of the states in particular, it would seem that a cooperative model drawing on federal and state resources might be designed.  相似文献

A hallmark of the resurgence of antigovernment forces in Afghanistan was the mass introduction of suicide terrorist attacks. Between 2005 and 2006, the incidence of suicide bombings increased more than fivefold, marking a sea change in the Afghan conflict. Despite the initial jump in the volume of suicide attacks and the fear of more violence, the number of attacks actually flat-lined while the level of other attacks increased. This study will argue that it is the competency of the attackers employed in Afghanistan, not the politics, technology, or targeting, that best explains the static level of suicide attacks.  相似文献

Abstract

International news discourse is often framed with ideological underpinnings. Ideology as a system of ideas or beliefs or ways of thinking not only helps, defines and explains, but also makes value judgements about that world (Croteau 2012; Van Dijk 1995). The author 's aim was to find out to what extent international news discourse reflects a cosmopolitanist ideology. The article looks at the extent to which the discourse of international news meets Tomlinson's (1999) postulation that cosmopolitanism should involve an intellectual and aesthetic stance of ‘openness’ towards people, places and different cultures – especially those from different ‘nations’. Using framing theory and critical discourse analysis as the theoretical basis for examining international news, the aim is to determine whether international news encourages or discourages a cosmopolitanist outlook during periods of political crisis. The author argues that Western media reportage on events in Ivory Coast to a large extent reflected a cosmopolitanist outlook.  相似文献

Abstract

Building on past survey-based studies of ethnic identity, we employ the case of Ukraine to demonstrate the importance of taking seriously the multidimensionality of ethnicity, even in a country that is regarded as deeply divided. Drawing on relational theory, we identify four dimensions of ethnicity that are each important in distinctive ways in Ukraine: individual language preference, language embeddedness, ethnolinguistic identity, and nationality. Using original survey data collected in May 2014, we show that the choice of one over the other can be highly consequential for the conclusions one draws about ethnicity’s role in shaping attitudes (e.g. to NATO membership), actions (e.g. participation in the Euromaidan protests), and the anticipation of outgroups’ behavior (e.g. expectations of a Russian invasion). Moreover, we call attention to the importance of including the right control variables for precisely interpreting any posited effects of ethnicity, making specific recommendations for future survey research on ethnic identity in Ukraine.  相似文献

This article considers methodological issues arising from recent efforts to provide field tests of eyewitness identification procedures. We focus in particular on a field study (Mecklenburg 2006) that examined the “double blind, sequential” technique, and consider the implications of an acknowledged methodological confound in the study. This study utilized a justice framework to investigate punished subordinates' attitudinal reactions to specific disciplinary events. Results suggested that personality variables (negative affectivity and belief in a just world) influenced subordinate perceptions of the disciplinary event. In addition, belief in a just world had a direct effect on satisfaction with the supervisor, intention to leave, and organizational commitment. Contrary to expectations, harshness (a distributive aspect of the event) influenced perceptions of procedural justice and attitudes toward the institution (organizational commitment) and the leader (trust in supervisor), in addition to its influence on perceptions of distributive justice. The influence of procedural aspects of the event on attitudinal outcomes varied by dependent variable. The implications for future research and for management are discussed.  相似文献

A visit to Ghana, with the hosts interested in developing leaders and the guest interested in developing countries, led to a questioning of both. Three approaches to development are discussed. The top-down government planning approach, discredited with the fall of communism, has been replaced by an outside-in ‘globalisation’ approach, which is now promoted as the way to develop an economy. But has any nation ever developed by throwing itself open to foreign companies, capital, experts and beliefs? The notable success stories, including the USA, point to a third approach, inside-up indigenous development, which has worked in concert with state intervention. Globalisation thus denies developing countries the very basis by which other countries developed. This argument is woven together with a corresponding one about the development of leaders, which must also happen indigenously, from the life experiences of individuals, not programmes that purport to create leaders. We have had enough of hubris in the name of heroic leadership, much as we have had enough of foreign experts pretending to develop the ‘developing’ countries.  相似文献
