Regularities in Eyewitness Identification

What do eyewitness identification experiments typically show? We address this question through a meta-analysis of 94 comparisons between target-present and target-absent lineups. The analyses showed that: (a) correct identifications and correct-nonidentifications were uncorrelated, (b) suspect identifications were more diagnostic with respect to the suspect’s guilt or innocence than any other response, (c) nonidentifications were diagnostic of the suspect’s innocence, (d) the diagnosticity of foil identifications depended on lineup composition, and (e) don’t know responses were nondiagnostic with respect to guilt or innocence. Results of diagnosticity analyses for simultaneous and sequential lineups varied for full-sample versus direct-comparison analyses. Diagnosticity patterns also varied as a function of lineup composition. Theoretical, forensic, and legal implications are discussed.     

An Indepth Actuarial Assessment for Wife Assault Recidivism: The <Emphasis Type="Italic">Domestic Violence Risk Appraisal Guide</Emphasis>

An actuarial tool, the Ontario Domestic Assault Risk Assessment (ODARA), predicts recidivism using only variables readily obtained by frontline police officers. Correctional settings permit more comprehensive assessments. In a subset of ODARA construction and cross-validation cases, 303 men with a police record for wife assault and a correctional system file, the VRAG, SARA, Danger Assessment, and DVSI also predicted recidivism, but the Hare Psychopathy Checklist (PCL-R) best improved prediction of recidivism, occurrence, frequency, severity, injury, and charges. In 346 new cases, ODARA and PCL-R independently predicted recidivism. An algorithm was derived for a combined instrument, the Domestic Violence Risk Appraisal Guide (DVRAG), and an experience table is presented (N=649). Results indicated the importance of antisociality in wife assault.     

Political Conflict over Time

We study a model of electoral competition in which politicians must decide whether to initiate the provision of some public good and, afterward, how much of the public good to supply. The model illuminates how a project's implementation affects elections and, conversely, how electoral considerations influence decisions about implementation. Under well-defined conditions, politicians will either implement projects that they do not like or delay projects that, absent electoral concerns, they would support. The model further reveals how the perceived benefits of holding office can impede the production of public goods about which there is broad consensus. And depending on facts about the program's structure and the electoral landscape, a policy's implementation can either mitigate or exacerbate political conflict.     

The military as a resource for peace-building: time for reconsideration?

The use of the military for development purposes in the 1960s fell out of fashion following its involvement in human rights abuses in many countries. This article examines whether it is now appropriate to welcome back the military as an agent of peacebuilding. Two arguments in favour—the economic and the Gandhian—are considered and then compared with some arguments against. While there is an obvious role for the military in peacekeeping, the article concludes that the military's emphasis on the use of force renders it unsuitable, by comparison with civilian bodies, for the tasks of peacebuilding.     

The impact of parental homosexuality in child custody cases: a review of the literature

As a result of the relatively high rate of divorce in this country and the increasing awareness that many parents (an estimated 1.5 million) are homosexual, the courts, as well as divorce mediators, have become actively involved in child custody placement decisions involving homosexual parents. While custody decisions have tended to reflect stereotyped beliefs or fears concerning the detrimental effects of homosexual parenting practices on child development, a review of the research consistently fails to document any evidence substantiating these fears. A number of specific custody issues are discussed as well as social factors relevant to lesbian motherhood. In conclusion, several authors call for increased awareness of the facts of homosexual parenting by lawyers, judges, and other professionals involved in homosexual parent-child custody cases.
