Most attention in British electoral studies has been paid to the pattern of voting for parties, with relatively little to that for individual candidates. In intra-party elections, however, candidates may perform better in some areas than others, illustrating V. O. Key's well-known “friends and neighbours” effect. This paper explores whether that was so at the election for the leader of the UK Labour party in 2010, expecting each of the five candidates to perform better in their own constituency and its environs and also with those constituency parties whose MPs supported their candidature. The results are in line with the expectations, especially for one of the candidates who ran an explicitly geographical campaign. 相似文献

Many studies have examined the determinants of ministerial selection. However, the effect of electoral incentives on government post allocation has so far not been studied in the literature. Drawing on data from the United Kingdom over the period 1992–2015, this article investigates the relationship between the selection of ministers and the electoral interests of the actors in this selection process – party leaders and members of parliament (MPs). The findings demonstrate that the greater the electoral safety of constituencies, the more likely are MPs to have a higher office. The results reveal a broader conception of party strategy in government formation than previously documented. The paper thus suggests that electorates can affect the allocation of ministerial positions in the UK. 相似文献

Political leadership has been a key element of central government's attempts to ‘modernise’ local government over the past decade, within a discourse that emphasised ‘strong’ and ‘visible’ leadership and the role of leaders and leadership in driving change within local authorities. In the context of such an approach, and also taking account of academic discourse, this article draws upon interviews with nearly thirty individuals in leadership positions in local authorities in England, Scotland and Wales to assess their experiences of leadership and their views of some aspects of the role and work of councils. It suggests that whilst there is broad convergence between the aspirations of government and the narratives that emerge from these leaders on some aspects of local political leadership, there are also differences, perhaps most notably over the relationship between changes to decision-making structures and the loci of political power. 相似文献

This article explores the electoral performance of minor party and Independent candidates in Scottish local elections from 1974 to 2007. This is a period which began with a major restructuring of local government and ended with a change in the electoral system from first-past-the-post to the single transferable vote. It encompasses a second restructuring in the 1990s, the consolidation of the Scottish National Party as an electoral force, and the creation of the Scottish Parliament. Following the 1997 general election New Labour took power with a commitment to ‘modernising’ government, including local government. This modernisation was based upon a variety of approaches including the introduction of new decision-making structures, improving local democracy, improving local financial accountability, creating a new ethical framework for councillors and council employees and improving local services. This article deals with Hamas’ ideological and political dilemmas between the years 1988 and 1995, which include the contradiction between Hamas particularism as a Palestinian national movement and the universalism of its Islamic message; the divergence between its perception of itself as a political movement and the lack of political flexibility in its Charter; and the nature of its relationship with the PLO. The article analyzes three modes of political action developed by Hamas: competing with the PLO, preventing the outbreak of Arab civil war and opening formal communication channels with the PLO in order to discuss basic disagreements. Finally, the author shows how the implementation of the PLO‐Israeli accords altered Hamas‐PLO relations. Through the community notification and sex offender registry laws that have been passed, the USA has created a strict legal environment that requires sex offenders to remain in compliance with the registry requirements placed on them by the state once they are released back into their communities. A variety of unintended consequences, such as unemployment and housing issues, have resulted from these laws and have the potential to impact the reentry efforts of released sex offenders. Using Sherman’s defiance theory as a theoretical lens, the current study examines the experiences of registered female sex offenders living in Florida. One hundred and six registered female sex offenders were surveyed to examine their experiences while on the registry, and whether those events influence feelings of defiance toward the registry and criminal justice systems. Results suggest that these offenders indeed experience unintended consequences due to their registration status, which in turn shows support for the four canonical elements of Sherman’s theory by inferring that these women feel unjustly punished and stigmatized. Research findings, policy implications, and limitations are discussed. 相似文献

This article addresses certain recent rules and regulations promulgated by the Securities and Exchange Commission requiring companies to disclose the risks presented to their business from climate change. It subsequently examines how these added risks may impact the insurance industry—specifically with regard to director and officer liability. In the author's view, climate change will bring a tectonic shift to industries worldwide and a potential avenue for liability in the insurance industry may be able to circumvent standard pollution exclusion language by making claims under director and officer policies. 相似文献

This article examines the linkages between changes in international capital movements and currency values on the one hand and Asian regionalism on the other. It argues that economic ties within Asia in the late 1980s and early 1990s can be traced primarily to the increasing values of currencies in Japan, Taiwan, South Korea and Hong Kong. Foreign-direct investments from companies in these countries increased throughout the Asian region. Intra-regional trade grew rapidly as well. Still, by the turn of the century, in contrast to regionalism in Europe, that in Asia remained deeply institutionalized and far less responsive to any central direction from potential leaders such as Japan. 相似文献
