Strategic decisions shape the course taken by an organization, whether it be in the public sector or the private sector. An analysis is reported of 150 cases of the making of such decisions in both publicly and privately owned organizations. Three types of decision-making process are identified, sporadic, fluid , and constricted. Differences due to the nature of the subject matter under decision, and to the nature of the organization, are examined. Differences in the propensity to sporadic decision-making processes in the administration of publicly owned organizations are described.  相似文献

Maltreatment-related child fatalities, despite their relatively infrequent occurrence, constitute a serious social problem. Based on a review of national and unpublished state and local child fatality review team reports, we ascertained some risk factors that set parameters for prevention programs. Children under age four, and in particular those under age two, are at highest risk for maltreatment-related fatalities. Neglect-related deaths occur almost as often as abuse-related ones. Unrelieved crying and toilet training problems are “triggers” for assaults on young children. Males are frequently involved in abuse-related fatalities. People in their mid-twenties, rather than teenage parents are the most frequent perpetrators. About a third of maltreatment-related fatalities were known to child protective services. Implications of these findings, as well as the problem of predicting infrequently occurring events, are discussed in relation to programs of prevention.  相似文献

This article offers the first broad‐based, systematic, times‐series assessment of the gender dynamics underlying congressional retirement. We extend the body of work on gender and representation by using the congressional retirement literature to develop an argument that accounts for the gender gap in the average length of congressional service. Our results indicate that women are less willing than men to remain in Congress when their ability to influence the legislative agenda stalls. Because of women's relatively early departures from the House of Representatives, our analysis suggests that prospects for women's representation are less promising than the conventional wisdom suggests.  相似文献

It is commonly asserted that the public is indifferent toward white-collar crime and hence is reluctant to “get tough” with more “respectable” criminals. However, such a contention fails to consider that there are many varieties of upperworld criminality and that the punitiveness of the public may differ markedly according to the type of offense involved. Based on a 1981 survey conducted in Galesburg, Illinois, we have attempted to investigate whether the criminal sanctions prescribed by citizens will vary when the broad category of white-collar crime is “dissected” into its component types. The data suggest that (1) there is considerable variation in punitiveness by type of offense; (2) while street crimes are generally given the harshest sentences, violent forms of white-collar illegality are accorded severe sanctions that exceed those meted out for some F.B.I, crimes; and (3) there is little support for the notion that the public responds leniently to upperworld crime.  相似文献

Do Latino representatives enhance or “enlarge” Latino representation (Walsh 2002)? I examined the content of websites posted by members of the 110th Congress and found that the websites of Latino representatives are not more accessible to Spanish‐speaking users than the websites of non‐Latino representatives, nor are the sites more likely to exhibit pro‐immigrant positions or offer immigration assistance. The websites of Latino representatives are, however, more likely to present Latino perspectives. Latino representatives enhance Latino representation in this forum by enlarging or broadening the presence of a Latino voice in policy discussion.  相似文献

Much of the recent literature on local government has emphasized the impact of non-local factors on local authority decision-making. This article argues that the administrative processes, power structures and conflicts of interest inside local authorities can often affect policy processes by mediating external influences and providing an internal dynamic of their own. We suggest that most of the current literature concentrates too narrowly on officer-councillor relationships and invariably emphasizes the total dominance of an officer-councillor elite. Our new approach identifies six possible arenas of policy influence within local authorities (of which the officer-councillor elite is just one) and emphasizes the dynamics of intra-organizational politics inside local authorities.  相似文献

Abstract We explore the nationalization of state lobbying communities by examining all lobbying registrations held by organizations in the 50 states in 1997, with special attention given to the frequency of multi‐state registrations. Following discussion of the meanings and sources of nationalization among state interest communities, we develop and analyze several measures of the level of localism, examining what factors drive variation in multiple state registrations across group types and states. Finally, we discuss the substantive and measurement implications of the nationalization of state interest communities. Our findings identify an interesting paradox of interest representation before state legislatures: although lobbying responses and techniques may have become more nationalized, the composition of state interest communities remains predominantly local.  相似文献

This article shows how a complex configuration of interests has shaped the work of the Local Government Commission for England ( lgc ). The article focuses upon the consultative processes associated with the work of the commission in Leicestershire and makes a dual contribution to our understanding of the emerging structure of English non-metropolitan local government. First, it provides a detailed insight into the consultative exercises carried out by one local authority, Leicestershire County Council ( lcc ), and explores the strategies employed by that authority in order to secure an optimal outcome from the Local Government Commission. Second, it argues that organization theory, notably the inter-organizational analysis applied by Leach in his work on the impact of the reorganization of local government in metropolitan Britain, offers the most pertinent theoretical framework for analysis. The article highlights the inadequacies of the consultation process around local government reorganization, showing that neither the efforts of the county council nor the commission itself stimulated a reasoned debate amongst the public. The review process did not capture people's imagination; nor did it stimulate genuine debate about the kind of local government we want. Essentially, what this article depicts is a picture of a pragmatic and brutal organizational battle in which there were losers as well as winners.  相似文献

Criteria which are commonly employed in the assessment of the bail risk (failure to appear) are examined. based on samples of defendants released in Philadelphia, Delaware. and Delaware County, Pennsylvania. The original release on recognizance criteria offered by the Manhattan Bail Project is contrasted with a factor analytical model of bail risk produced through the present study. Counter to the original construct, community ties are reflected in two separate factors rather than one. Findings suggest a reassessment of the meaning of community ties with respect to bail risk. In contrast to the original interpretation, basedprincipally on length of time in a community and contacts with friends and relatives, successful performance of adult male roles in the community reflected by marriage and its associated responsibilities appears to be more important in assessing bail risk. The community ties factor, however, may be a byproduct of differential local community social structure and process.  相似文献
