This article responds to an earlier analysis by Kavanagh which criticised the basic thesis of McKenzie's British Political Parties. The author of the present article believes that Kavanagh made some important criticisms of McKenzie, but it is still true that power in the Labour Party is similarly distributed to power in the Conservative Party ‐ broadly the parliamentary party is autonomous, and the Leader, especially in government, is in control of the party. This article considers recent attempts to reform German federalism, the failed 2004 reform, and the reforms agreed in 2006 and 2009. It compares partisan, ideological and territorial factors which contribute to an understanding of reform, finding that all three have a role in explaining actors’ views of reform proposals. Two other claims are developed: that in some aspects of the reforms, a division between ‘generalist’ and ‘subject specialist’ politicians became apparent; and that a decisive change between 2004 and 2006 was the formation of a grand coalition at a federal level, which paved the way for agreement upon reform proposals. 相似文献

During the 1970s the Whitlam government in Australia and the Kirk government in New Zealand each adopted a policy of new nationalism in an attempt to come to terms with a rapidly changing and increasingly decolonised world marked by the decline of Britain as an economic and military force in the world. In each case this new nationalism prioritised local and national identities over a larger pan‐British identity. Both governments were more inward‐looking and yet also more engaged with the Asia‐Pacific region than their predecessors. They promoted their own national distinctiveness and independence, while also forging closer relationships with each other and the wider region. Both embraced a new understanding of their geographic position and repudiated the idea that Australia and New Zealand were European nations on the edge of Asia. The nationalisms they promoted were remarkably similar, yet there are important differences that reflect their different ethnic makeup and geographic position. 相似文献

The theory of “preventive war” states that, under certain conditions, states respond to rising adversaries with military force in an attempt to forestall an adverse shift in the balance of power. British and French passivity in response to the rapid rise of Germany in the 1930s would appear to constitute one of the leading empirical anomalies in the theory, one the theory's proponents must explain. After clarifying the meaning of the preventive motivation for war and specifying the conditions under which it should be the strongest, we examine French and British behavior in the crises over the Rhineland in 1936 and Sudeten Czechoslovakia in 1938 through an intensive study of government documents and private papers. We argue that French political leaders, anticipating a continuing adverse shift in relative power, wanted to confront Hitler, but only with British support, which was not forthcoming. British leaders believed, even by 1936, that the balance of power had already shifted in Germany's favor, but that German ascendancy was only temporary and that British rearmament would redress the balance of power in a few years. User charge is an alternative option to privatizing public service provision. But its use as a policy instrument, compared with that of asset sales or contracting out, for instance, is less researched and documented. This paper tries to fill the gap. By contrasting the experiences of employing user charge for two public services in Hong Kong with diametrically opposing results, this paper offers preliminary conclusions on several lessons, which governments, in their drive toward improved efficiency, can learn in commercializing their trading activities. Implications to public policy making are also suggested. These include: the user-pays principle has to be applied equitably, the public service market has to remain depoliticized, the management has to be transformed to behave more entrepreneurially, and the users have to be educated. 相似文献

The recent debate over the changes to the ‘Life in the UK’ citizenship test offers another opportunity to reflect on the testing of would-be citizens in liberal democracies. The citizenship test has often been understood as part of the ‘strengthening’ of national borders: set within a discourse of fears over high levels of migration and the risk to cultural homogeneity. Furthermore, it has been viewed as an illustration of the death of multiculturalism and presented as an illiberal strategy of cultural assimilation. I propose that whilst the notion of ‘testing’ is built out of fears regarding ‘threatening’ difference and ‘community cohesion’, what the UK testing process presents is an explicitly liberal strategy of governing. Drawing on the history of the test, I suggest that it is not purely a mechanism of restriction but that it also relies on strategies of responsibility, empowerment and ‘self-improvement’. The citizenship test, alongside other recent border strategies, may be better understood as representing a fascinating nexus between advanced liberal ideas of governing and concerns regarding (in)security. I argue that studying the test in this way offers up vital questions about how community and political membership continues to be shaped in late modernity. 相似文献

Research examining childhood abuse has shown an association between victimization and psychiatric diagnoses (e.g., posttraumatic stress disorder, depression). Historically, psychiatric diagnoses have been emphasized as a consequence of victimization, with less research examining if it also functions as a risk factor for further victimization, perhaps making diagnoses a general victimization risk marker. In addition, much of this research has emphasized particular types of victimization such as childhood physical or sexual abuse. Researchers have given less attention to other forms of victimization (e.g., peer victimization, witnessed violence) or a diverse victimization history. Using the Juvenile Victimization Questionnaire (JVQ) we surveyed parents and children between the ages of 2 and 17 using a random digit dial (RDD) methodology. We examined the relationship between a number of different forms of victimization (termed poly-victimization ) in the preceding year and parent-reported lifetime psychiatric diagnosis. Results show that children with a psychiatric diagnosis have significantly higher rates of victimization than children without a psychiatric diagnosis. In addition, using logistic regression models, we find that psychiatric diagnosis was associated with increased risk for poly-victimization, conventional crime victimization, maltreatment, peer or sibling victimization, and witnessing violence, but not sexual abuse. The results highlight the need to consider psychiatric diagnoses as a risk marker for past and possible future victimization. In addition, the importance of obtaining a comprehensive and more diverse victimization history when working with children is highlighted. 相似文献
