This article takes an in-depth look at the cultural implications of membership of the European Union (EU) for a UK government department. As part of a broader examination of how Europeanization, in its various forms, has affected a range of Whitehall departments, Bulmer and Burch (1998) concluded that the cultural element of change in the UK has been limited in the sense that existing administrative traditions within government departments have not undergone any radical reorientation. The purpose here is to test the validity of these conclusions and in more general terms afford detailed consideration to an area of Europeanization which has tended to be neglected in the academic discourse. This is achieved by way of employing interview and documentary-based source material relating to the area of cultural change as it affected a particular UK department, the Scottish Office. In the event, the piece concludes that the detail of the Scottish Office case can be used to confirm Bulmer and Burch's general observation that cultural Europeanization has not manifested itself to any great extent within UK government departments in the sense that it has entailed wide-reaching changes to administrative approaches and working practices. More generally, the empirical basis of the analysis provides fresh insights into how specific matters, such as training and secondments, have impacted upon the work of civil servants in the UK. 相似文献

Though internal migration in China during the Qing era (1644–1911) was mostly unrestricted, the government tightly controlled the movement of peasants who worked state lands in frontier regions and certain other locations. Such peasants accounted for 5–10% of China's population. In the state farms of northeast China, households could move legally only from one place to another within the system. Departure from the system was illegal. In this article, one of the first quantitative studies of migration in late imperial China, we apply discrete-time event-history methods to longitudinal, nominative household register data from six northeast Chinese state farm systems to compare how characteristics of the farm system, village, and household influenced the chances of legal moves and illegal departures. We show that among these state peasants, who were supposedly “unfree,” migration was not uncommon. We also show that the determinants of legal and illegal migration differed substantially. We conclude with a discussion of the implications of these findings for our understanding of migration processes in late imperial China. 相似文献

ABSTRACT Although classification research has improved our understanding about different types of firesetters, very little is known about those responsible for the most injurious or destructive fires. This study explored variables associated with high-consequence firesetting in an Australian sample (n?=?114). Data across 41 variables were subject to multidimensional scaling (MDS) and principle component analysis. Five types of high-consequence firesetting were identified: (1) Intimate Partner Violence, (2) Hopeless Endangerment, (3) Instrumental Gain, (4) Vandalism, and (5) Fire Interest. Firesetting in the first two types involved individuals with increased rates of past violence, fewer instances of previous firesetting, increased psychiatric morbidity and fires directed at people (person-centred targets). In comparison, individuals represented in the latter two types were younger, focused on object-related targets and had engaged in repeated firesetting. The spate of public sector reforms which have taken place in recent decades has triggered the development of a new body of research around public sector accounting and performance measurement both in public administration as well as in the (public sector) accounting literature. However, studies in accounting and public administration have at times ignored each other, proceeding in parallel. This symposium encourages the adoption of interdisciplinary perspectives in exploring the myriad roles played by accounting and performance measurement systems in contemporary public administration. Emphasizing that accounting and performance measurement systems are socially, politically, culturally constructed and, in turn, are implicated in the creation of organizations, society and political values, this symposium aims to extend the dialogue between accounting and public administration scholars in exploring how accounting, accountability and performance measurement considerations are connected to policy-making, public services and, more generally, the building and maintenance of modern states and democracies. 相似文献

AbstractScholarship has explored how representation influences policing services, but little is known as to what effect officer and citizen race influences outcomes related to police misconduct cases. This analysis of the Indianapolis and New Orleans police department applies representative bureaucracy theory to create expectations on how race impacts citizen complaint cases. The findings indicate that Black citizens are more likely to have their complaint sustained when filed against a White officer compared to a White citizen. Emerging statistics demonstrate that COVID-19 disproportionately affects African Americans. The effects of COVID-19 for this population are inextricably linked to areas of systemic oppression and disenfranchisement, which are exacerbated by COVID-19: (1) health care inequality; (2) segregation, overall health, and food insecurity; (3) underrepresentation in government and the medical profession; and (4) inequalities in participatory democracy and public engagement.
