NATO--Upholding Ethics in International Security Policy

From a vantagepoint of the September 11 attacks on New York and Washington, this commentary assesses the role of NATO in the field of ethics in foreign policy. Jamie Shea interprets the decision to invoke the 'collective defence' Article 5 of the Washington Treaty as a continuation of the acceptance of a shared destiny which is at the heart of ethics in international security policy. The focal point of this argument is the need to develop the capacity to quickly deploy civilian capabilities, such as police, to conflict hot spots. Military success for crisis management missions depends critically on civilian success--and civilian success depends on effective law enforcement. Ultimately, ethics in international affairs does not end with fine principles and stern moral judgements, but rather with credible organisations and capabilities to ensure that democratic values are upheld. NATO is and will remain indispensable to this effort.     

The uses and misuses of uneven and combined development: an anatomy of a concept

A central concern of much contemporary Marxist scholarship in international relations (IR) is to internally relate global capitalism and the state system without reducing one of these systems to an epiphenomenon of the other. A recent attempt at this is Justin Rosenberg's reformulation of Leon Trotsky's idea of uneven and combined development (U&CD). This article examines the internal relations of ‘unevenness’ and ‘combination’ as presented by Trotsky and reworked by Rosenberg. From this anatomization of the concept, we focus on the problematic status of U&CD as a transhistorical general abstraction arising from the exchange between Callinicos and Rosenberg (Cambridge Review of International Affairs, 22:1 2008, 77–112) and suggest our own possible solution. We argue that while the uneven and combined nature of historical development represents a truly transhistorical phenomenon, its distinct causal determinations, articulated and expressed through inter-societal competition, are only fully activated under the specific socio-historical conditions of generalized commodity production. These theoretical points are illuminated through three specific historical examples (the Meiji Restoration, the ‘Eastern Question’ and the origins of the two World Wars). Finally, we illustrate some of the dangers of analytical overextension found in Rosenberg's own ambiguous use of U&CD.     

Genetic and Environmental Overlap between Low Self-Control and Delinquency

Low self-control has emerged as a consistent and strong predictor of antisocial and delinquent behaviors. Using the twin subsample of the National Longitudinal Study of Adolescent Health (Add Health), genetic analyses were conducted to examine the genetic and environmental contributions to low self-control and offending as well as to their relationship with one another. The results revealed that low self-control and criminal behaviors are influenced by genetic and nonshared environmental factors with the effects of shared environmental factors being negligible. In addition, the co-variation between low self-control and criminal behaviors appears to be largely due to common genetic and nonshared environmental factors operating on both phenotypes. The implications of these findings on the current understanding of Gottfredson and Hirschi??s general theory of crime are discussed.     

Driving growth: Regulatory reform and expressways in Indonesia

This article uses the case study of Indonesian governments' attempts to construct a 1,000 kilometer toll road through the densest parts of Java to shed light on how governments with a checkered past of enforcing contracts and protecting private property rights go about establishing the requisite regulatory framework to attract private investment for infrastructure. While regulatory reform has taken place in Indonesia, vested interests and power will keep the country's political economy from taking on World Bank-promoted best practice characteristics. Programs that promote private sector participation in infrastructure need to be reconsidered where the main ingredients for these programs' success exist in small measures.     

Differential effects of an offender-focused crime prevention media campaign

Despite the widespread use of media crime prevention campaigns targeting both potential victims and offenders, there exists only superficial understanding about their effectiveness. Less is known about possible differential effects of such campaigns across those who consume them. Early research evaluating the effect of victim-focused campaigns found that they were effective, however, the influence varied across different citizen groups. Comparatively little is known about the impact of offender-focused campaigns, generally, and it remains uncertain whether the influence of these campaigns also varies across potential offending subpopulations. Using national survey data (N = 820) from the offender-focused “Buzzed Driving is Drunk Driving” campaign, this study used a series of binary logistic regression models to examine whether there were differential impact effects and to explore the relationship between beliefs and the behavior of drunk driving. The findings indicated that exposure to the media campaign did not alter beliefs or actions of drunk driving, although the relationship between cognitions and the overt behavior of driving drunk did vary across groups. Implications for practice and future research are discussed.
