This article applies the homophily thesis to public diplomacy and offers an empirical examination of a country's success in its mediated public diplomacy efforts. It analyzes international frame building, the process of creating or changing media frames in the international communications arena, by applying it to the case of Israeli mediated public diplomacy efforts during the war in Gaza in the winter of 2008–2009. The article claims that one way to use the homophily thesis in empirical analyses of international frame-building campaigns in conflicts is to measure the political and value proximity of a country promoting frames to other countries. Yet, proximity should be measured relatively rather than in absolute terms. Therefore, one should look not only at the dyadic proximity between two actors (i.e., Country A that attempts to promote its frames to Country C), but at the relative proximity between Countries A and C considering the proximity between the rival Country B and the target Country C. The study proposes a model and a method to facilitate empirical analysis of this claim. Using sophisticated computerized content analysis, our analyses demonstrate that relative proximity is related to successful international frame building in the hypothesized direction: The closer the relative proximity between Israel and a foreign country, the greater the acceptance of Israel's views. 相似文献

“Policy capacity” describes the ability of policy-making systems to do quality work. Better-quality policy work leads to more successful policies. There have been limited attempts to operationalize theoretical understanding of policy capacity, resulting in a lack of shared understanding and assessment metrics. In this Delphi study, health policy experts validated an existing multidimensional conceptual framework for policy capacity. Factors that contribute to policy success were identified and rated to represent aspects of policy capacity, and arranged within the conceptual framework, as were factor indicators. The resulting tool provides expert-generated items for transparently and systematically assessing policy capacity. 相似文献

This article explores the contribution made by Helen Taylor to the Victorian land reform movement, 1879–1890. It concentrates on her political agency after 1882 to evidence that the importance of Taylor was three-fold. She was a leading activist in all land reforming groups and drew large audiences; she had independent means which enabled her to fund the organisations she was involved in and exert influence on them; and her background as John Stuart Mill’s step-daughter and intellectual collaborator put her in the position of being able to introduce the leading players in the 1880s land campaigns to one another. Taylor introduced Henry George and Michael Davitt to the leadership of the British land movement and thus enabled their involvement. Davitt’s and George’s importance in British land campaigns has been documented by historians but the woman who was instrumental in facilitating their involvement has been largely forgotten. 相似文献

The pace and reach of technological change has led to calls for better technology policy and governance to improve social
outcomes. Technology assessment can provide information and processes to improve technology policy. Having conducted a review
of international best practice, we established a set of quality criteria for TA. In effect, good technology assessments are
systematic, broad, inclusive and well resourced and are conducted by organisations that are trustworthy and influential. Although
not having a formal TA agency, Australia does have a number of recent examples of TA-like activities in the form of ad hoc
processes (such as reviews and inquiries) and within other organisations. Drawing on reports, commentaries, discussions and
our observations as participants, we have assessed these activities and processes against our quality criteria. Our findings
indicate that TA capacity in Australia is fragmented, uncoordinated and variable in quality and impact. We conclude that a
formal TA agency could improve Australian technology policy and capacity for technology governance that would be more in line

This article traces the relationship between France and NATO from the 1960s to the 1990s. It focuses on the reasons for the France‐NATO rapprochement of the 1990s, but also underlines the very real tensions between France and the Alliance during these years. It analyses the question of French reintegration into the Integrated Military Structure (IMS) which seemed probable in the summer of 1997, and suggests that this issue in itself is a useful illustration of wider misunderstandings between France and NATO. The lack of health insurance for children is a serious problem in the United States, especially for those children in families that earn too little to get private health insurance and too much to qualify for Medicare. Even within this subclass of children, immigrant children are particularly vulnerable to the problems faced by lack of health care. Nevertheless, with the passage of the Personal Responsibility and Work Reconciliation Act (PRWORA) by Congress, equality interests of low‐income immigrant children are undermined when immigrant children are denied federal benefits for the first 5 years of residency in the United States. The first part of this Note examines the importance of child health care and the long‐term problems with uninsured children, especially with uninsured immigrant children and pregnant women. The next part introduces Medicaid as well as State Children's Health Insurance Program, a supplemental federal program designed to increase health care coverage to all children, while contrasting these programs in light of the restrictive anti‐immigrant PRWORA provisions. The third part explains the passage of PRWORA, its anti‐immigrant provisions, and how these provisions prevent needy immigrant children from receiving federally funded health care. Then, the fourth part uses both the Equal Protection Clause of the Fourteenth Amendment and the Due Process Clause of the Fifth Amendment to argue the unconstitutionality of the anti‐immigrant provisions. Finally, the last part lays out the recommendation to amend the Social Security Act so that the PRWORA barriers can be removed and recent immigrant children can receive federally funded health care. 相似文献

Early work on municipal service–quality assessment recommended multiple measures of performance from both providers and users. Citizen satisfaction surveys have rivaled their more quantitative counterpart, administrative performance measures, in adoption, but the implication of survey results for action is not well understood by managers or scholars. To achieve meaningfully integrated multiple measures of service quality, we need to explore the dimensions of citizen satisfaction and review patterns of satisfaction across localities. We also need to understand the relationship between administrative performance measures and citizen perceptions. This cross–sectional analysis of municipal citizen satisfaction and performance benchmark data suggests that citizen satisfaction survey results are useful to managers in conjunction with performance–measurement programs as part of a multiple–indicator approach to evaluating municipal service quality. However, understanding citizen perceptions requires a different perspective than that applied to administrative service performance measurement. 相似文献
