Education for Modernity: The Impact of American Social Science on Alva and Gunnar Myrdal and the “Swedish Model” of School Reform

This paper directs itself to the impact of American social science on the writings of Alva and Gunnar Myrdal on the role of education and social science in modern industrial democracy. After a brief sketch of the Myrdals' role in the development of Swedish welfare reforms and of their intellectual contacts in the United States during the 1930's, the paper outlines four theoretical dilemmas of modernity to the solution of which education and social research was seen to contribute: the relationships between facts and values, the individual and the collective, child rearing and social change, and theory and practice. The paper concludes by tracing the articulation of these themes in the Social Democratic Party school reform proposals of 1948.     

East Side Story: How Transnational Coalitions Contested EU Conditionality

The literature on Europeanisation in relation to Eastern Europe has posited the material incentives of EU membership as the main driver of domestic reforms aimed at adopting EU rules and norms (conditionality). But this fails to explain puzzling instances where no EU rule exists yet domestic change happens under European influence, or where the rule is a condition yet has little impact. As repositories of (dis)information, transnational networks can embolden a candidate country to breach the rules or influence it to comply with the ‘extra-conditionality’ the networks themselves create out of their own agendas.

Trade and development policies in Colombia: Export promotion and outward orientation, 1967–1992

As developing democracies implement programs of economic adjustment and trade liberalization, we need to examine the relationship between the state and society in the making of foreign economic policies. This article examines trade and development policies in Colombia, one of Latin America's more institutionalized democracies. Colombia was one of the first countries in Latin America to begin a major reorientation away from full dependence on ISI as a strategy of development. The research shows that domestic political institutions and actors have had a decisive impact on the character and direction of foreign economic policies. The study also illustrates how state capacity for economic management is enhanced by bureaucratic insulation and institutional reform. Carlos E. Juárez is a Ph.D. candidate in the Department of Political Science at the University of California, Los Angeles. His research focuses on the politics of trade liberalization in Latin America, government-business relations in developing democracies, and comparative political economy. He was a visiting researcher and lecturer at theUniversidad de los Andes in Bogotá, Colombia from 1991–1992. For 1993–1994 he will be a visiting research fellow with the Center for U.S.-Mexican Studies at the University of California, San Diego.
