Executive agencies in Tanzania: liberalization and Third World debt

The purchase of an expensive, debt‐financed aircraft tracking system by one of Tanzania's newly created executive agencies suggests that recent bureaucratic restructuring and liberalization in Tanzania could possibly undermine the good use of international debt management schemes for poverty alleviation. Moreover, it raises a question about the uses (and misuses), in countries where governance capacities are weak, of new public management models of organization. This article explores Tanzania's donor‐funded executive agency programme, as one part of its wider civil service reforms. Drawing on empirical research, it examines the power structures and interdependencies between Ministers, departments and NPM style semi‐autonomous agencies and the potential for rent‐seeking behaviour and perverse outcomes. Peer vs. parental influence in substance use among hispanic and Anglo children and adolescents

The relative influence of peer and parental influence on youths' use of alcohol and other drugs is explored among 446 Anglo and Hispanic youths, ages 9–17. Current users and abstainers are similar in age and gender. Among both groups, parental influence is more profound than that of peers. However, substance users, compared to abstainers, are more influenced by peers. Level of marijuana use by youths' friends is the most reliable predictor of drug use. Youths having viable relationships with parents are less involved with drugs and less influenced by drug-oriented peers.Funded by a grant (A-003-2) from the California Department of Alcohol and Drug Programs, R. Dimensional Review of Scales for Forensic Photography

Scales for photography provide a geometrical reference in the photographic documentation of a crime scene, pattern, or item of evidence. The ABFO No. 2 Standard Reference Scale (1) is used by the forensic science community as an accurate reference scale. We investigated the overall accuracy of the major centimeter graduations, internal/external diameters of the circles, error in placement of the circle centers, and leg perpendicularity. Four vendors were selected for the scales, and the features were measured on a vision‐based coordinate measurement system. The scales were well within the specified tolerance for the length graduations. After 4 years, the same scales were measured to determine what change could be measured. The scales demonstrated acceptable stability in the scale length and center‐to‐center measurements; however, the perpendicularity exhibited change. The study results indicate that scale quality checks using certified metal rulers are good practice.     

Drug courts for DWI offenders? The effectiveness of two hybrid drug courts on DWI offenders

The effectiveness of drug courts for illegal drug-involved offenders has been well documented (Belenko, 1998, 2001; Wilson, Mitchell, & MacKenzie, 2006), however, few studies had examined whether they work for repeat “driving while intoxicated” (DWI) or “driving under the influence” (DUI) offenders. The current study examined sixty-six offenders who had completed one of two hybrid DUI/drug courts (compared to eighty-six similar parolees) operating in two small cities in a single midwestern state. Results suggested that among non-DUI offenders, completion of the drug court program reduced recidivism, as might be expected; however, among the subsample of chronic DUI offenders no significant recidivism reduction was noted. These results add to the small, but growing literature suggesting that DUI courts (as they are currently being implemented) may not be an effective way to reduce the occurrence of repeat DUI offenses. Suggestions for DUI court implementation and future research are presented.     

New Queer Histories: Laura Doan's Disturbing Practices and the Constance Maynard Archive

This review of Laura Doan's most recent work, Disturbing Practices: history, sexuality, and women's experience of modern war (2013) considers how this text might inform future readings of the Constance Maynard Archive. The work outlines a new methodological approach—‘queer critical history'—to the history of sexuality. Carefully attuned to the overlapping taxonomical, linguistic, legal, medical and cultural agendas that contribute to the formation of sexual identities, this methodology allows the historian to reflect upon what remains unknowable about the sexual lives of the past, and to think more usefully about archival inconsistencies and silences.     

Black organs and optics: gazing at viscera in the work of Doreen Garner

Between Doreen Garner’s performance The Observatory and sculpture Black Ocean/Big Black, a significant divergence in gazes and spaces emerges. On the one hand, The Observatory arguably evokes a metaphorical nexus between body, flesh, organs, and land – a move that integrates archaeological and clinical gazes into a black female optic of pleasure wherein an oppositional gaze disidentifies the theatrical and scopophilic framing of black women’s bodies. The author argues that while Garner’s vitrine-enclosed performances, which elicit several gazes at once, signify a geological position and attempt to exhume the gory archives of black women’s bodies in art and science, her sculptural installation Black Ocean signals a queer liquidation and kinetics of black flesh.     

Managing the Re‐Entry Process of Returnee Government Scholars in an Emerging Transition Economy – An Embeddedness Perspective

This paper reports the findings of a study that investigates the factors affecting the re‐entry and readjustment process of returnee government scholars in Vietnam. These returnee scholars were originally sent overseas to study as part of changes introduced by the Vietnamese government to develop its domestic talent pool. Using the perspective of home country embeddedness, we find that career and community embeddedness factors, together with readjustment factors, have an effect on returnee scholars’ career and life satisfaction in their home country. These factors subsequently affected their intention to stay or re‐expatriate. The study contributes to public sector change management theory by examining factors affecting the re‐entry process of returnees within an emerging transition economy. It also adds to the limited studies on understanding and managing the re‐entry processes and state‐led diaspora strategies among returnee government scholars from emerging transition economies and their effectiveness.
