ISTEA: A New Direction for Transportation Policy

The Intermodal Surface Transportation Efficiency Act (ISTEA)of 1991 is likely to be remembered as one of President Bush'smost significant contributions to government decentralizationand the ideals of New Federalism. It is a landmark piece oflegislation that makes wholesale revisions in the federal government'srole in transportation policy, providing state and, especially,local policymakers with an unprecedented opportunity to determinethe future direction of the nation's surface transportationprograms. However, at the same time it decentralized authorityover project selection, it continued to expandthe number ofcrossover sanctions attached to federal transportation fundingand preempted state authority over truck weights and lengths.This underscores recent research findings that suggest thatfederalism principles are important to federal policymakersbut not necessarily more important than other competing valuesthat emanate from different political, social, and economicviews.     

THE ROLE OF INFORMATION TECHNOLOGY IN REGULATORY REFORM: THE CASE OF ELS

Abstract: The effects of the Electronic Lodgment Service on relations between tax agents and the Australian Taxation Office provide evidence for both the value and limitations of integrating information technology innovation with regulatory reform strategy. IT innovations such as ELS can promote cooperative regulation. The limitations of this achievement are largely limitations of regulatory context and strategy.     

Teenagers' perception of agreement over family expenditures,employment, and family life

Teenagers' perspective of disagreement over family finances and related factors were investigated. Involvement of teenagers in employment and percentage of earnings kept for personal use were examined. Reasons for employment affected disagreement over finances, whereas family income had no important effect on disagreement over finances in multivariate analysis. Disagreement over finances was important in explaining variation in satisfaction with money management in the family and in satisfaction with family life. Results have implication for reducing stress in family life and for contributing to theory on family resource management and adolescent development.This study is part of an interregional Agricultural Experiment Station Research Project NC-128 Quality of Life as Affected by Area of Residence. Evaluation of laser desorption mass spectrometry and UV accelerated aging of dyes on paper as tools for the evaluation of a questioned document

Laser desorption mass spectrometry (LDMS) may be used for the detection and identification of dyes found in inks. Naturally-aged and artificially-aged blue and black ballpoint pen inks containing the cationic dye methyl violet were analyzed on paper. The average molecular weight of the dye sample was calculated from LD mass spectral data and plotted versus time. The resulting aging curves demonstrate that, as dye degradation increases, the average molecular weight of the dye decreases. Typical variables involved in ink aging, such as the type of paper and ink formulation, were investigated. Results show that these variables influence the rate of dye degradation. Furthermore, UV accelerated aging has been developed and tested as an alternative to thermal approaches.     

Does democracy “suffer” from diversity? Issue representation and diversity in senate elections

Several recent studies examine the degree to which congressional behavior affects candidates’ electoral fortunes (e.g., Carson, 2005). Research examining electoral competitiveness (Bond, Campbell, & Cottrill, 2001; Koetzle, 1998) and roll call voting (Bailey & Brady, 1998; Jones, 2003) finds that diversity in the electorate mediates the impact of numerous variables upon election outcomes and representation. However, the influence of diversity on other modes of representation – such as the policy positions taken by Senate candidates–remains unexplored. We investigate the link between representation and Senate candidates’ policy positions and thereby examine the degree to which voter diversity affects candidates’ policy responsiveness. We find that diversity significantly influences responsiveness, both directly and indirectly – candidates in homogenous states are more responsive to constituents than are candidates in heterogeneous states.
