It looks at Libyan involvement in West African politics since 1980, and specifically at three states: Ghana, Burkina Faso and Liberia. When a forensic toxicologist interprets postmortem blood cocaine findings he usually must make assumptions regarding perimortem drug concentrations. In-vitro studies have shown that cocaine rapidly hydrolyzes in unpreserved blood, particularly at elevated temperatures. However, other studies have demonstrated site-dependent postmortem release of some drugs from tissue stores accompanied by increases in drug concentrations in the blood. This study was undertaken to investigate whether blood cocaine concentrations change in the body during the postmortem interval and, if so, to measure the direction and magnitude of the changes. In medical examiner cases in which scene investigation suggested that the decreased was a cocaine user, blood samples were collected as soon after death as possible. At autopsy, a second set of samples was collected. Analysis of paired samples by gas chromatography/mass spectrometry (GC/MS) revealed dramatic differences in the cocaine concentration. The magnitude and direction of the change appears to be site dependent. Usually, but not invariably, cocaine concentration in subclavian vein blood decreases while that in heart, aorta, and femoral vein blood increases during the interval between death and autopsy. The findings emphasize the danger inherent in attempting to estimate the concentration of cocaine in blood at the time of death from postmortem data. 相似文献

Regional economic integration has become the dominant development pathway promoted, endorsed, and followed by many developing country governments in South East Asia and globally. Focusing on hydropower development, this article shows how forces of globalization manifested in the Myanmar government’s strategies to promote economic growth are shaping the Salween River basin’s development trajectory. Contesting the general belief that economic development would help the country’s transition to full democracy and achieve peace, it illustrates how hydropower development plans in the basin are closely interlinked with human rights issues. Well known for its long histories of violent conflict involving the Myanmar military and ethnic armed groups in various states, hydropower development in the Salween River is not only linked to the ongoing peace process in Myanmar but could also have direct implications on the actual significance of the process. Despite the signing of nationwide ceasefire agreements in 2012, hydropower dam projects could contribute to and trigger reoccurrences of violent armed conflict. Recognizing this conflict-prone and politically fragile condition as the main characteristics of Salween water governance is essential if we are to strive for sustainable and just development. 相似文献

In 2010, following a series of high-profile absconding incidents, electronic monitoring (EM) using Global Positioning System technology for patients on leave was trialled as part of a comprehensive protocol for risk management and recovery. We conducted a preliminary evaluation of effect on leave and leave violation. The total number of leave episodes and leave violations over a four-month period prior to the introduction of EM was compared with the totals in two corresponding follow-up periods in the two years after the introduction. Total episodes of leave increased by almost 60%. There was a significant association between year and type of leave episode, with leave episodes after the introduction of EM more likely to be unescorted. Episodes of leave violation reduced in each of the two follow-up periods after introduction of EM. These findings suggest potential benefits for speed of patient recovery, reduced length of stay, reduced costs and public safety. 相似文献

The location, type, and local mechanism of tibial shaft fracture were determined for 66 drivers injured in frontal automobile crashes. The results from the analyses showed that the distal third is the most common fracture location (p<0.05) and that bending is responsible for the majority of these fractures regardless of the fracture site. These findings indicate that the current injury criterion for predicting the occurrence of tibial shaft fracture in crash tests with anthropometric test devices is appropriate in terms of accounting for the primary mechanism of fracture but that increased protective effectiveness could be achieved by redefining the criterion for the distal third shaft section instead of the currently specified mid-shaft section of the tibia. 相似文献

The present paper reviews and summarizes the basic findings concerning the nature of the neurobiological and behavioral characteristics of aggression and rage. For heuristic purposes, the types of aggression will be reduced to two categories — defensive rage (affective defense) and predatory attack. This approach helps explain both the behavioral properties of aggression as well as the underlying neural substrates and mechanisms of aggression both in animals and humans. Defensive rage behavior is activated by a threatening stimulus that is real or perceived and is associated with marked sympathetic output. This yields impulsivity with minimal cortical involvement. Predatory attack behavior in both animals and humans is generally planned, taking minutes, hours, days, weeks, months, or even years (with respect to humans) for it to occur and is directed upon a specific individual target; it reflects few outward sympathetic signs and is believed to require cortical involvement for its expression. Predatory attack requires activation of the lateral hypothalamus, while defensive rage requires activation of the medial hypothalamus and midbrain periaqueductal gray (PAG). Both forms of aggressive behavior are controlled by components of the limbic system, a region of the forebrain that is influenced by sensory inputs from the cerebral cortex and monoaminergic inputs from the brainstem reticular formation. Control of aggressive tendencies is partly modifiable through conditioning and related learning principles generated through the cerebral cortex. 相似文献
