From 9/11 in the U.S. to train, subway, and airport bombings elsewhere, individuals frequently must make political decisions
in the shadow of terrorist attacks. To date, few studies have examined how times of terror threat influence voters’ decision-making
processes. Using data generated from three experiments we show that, in times of terrorist threat (compared to good times),
individuals weight leadership more heavily in the voting booth. Our results also shed light on how much weight is given to

This article explores three formats for interstate relations developed by, or at least significantly influenced by Germany in the post-Cold War period: the Petersburg Dialogue, the German–Russian–Polish Trialogue and the Weimar Triangle. An examination of the form and function of each of these formats is followed by a discussion of what these formats have in common and why they are worthy of further study. One of the most explicit manifestations of post-Mao China’s pragmatic foreign policy has been the significant shift in Beijing’s position vis-à-vis Seoul from a “non-policy” todefacto economic diplomacy. Despite the extent of cooperative endeavors, Sino-South Korean economic relations have been circumscribed by various domestic and external factors. While a further intensification of the cooperative relationship is projected for the second decade of Sino-South Korean economic diplomacy, the actual materialization of such prospects depends on how China and South Korea are going to maintain economic complementarity. More importantly, it also depends on when and how China is going to accommodate politically its economic relations with South Korea by resolving the issue of “two Koreas,” thus maximizing the potential benefits from its ties with Seoul and simultaneously minimizing the negative effects from the entanglements of various domestic and foreign factors. 相似文献

Parental reports of adolescent substance use were compared to the adolescents' self-reports using identical scales. Congruence was defined as exact agreement on whether adolescents were current users, ex-users, or never-users. Both parents were found to be less accurate in predicting their adolescents' alcohol use compared to cigarette or marijuana use. Single mothers were significantly less likely to be congruent than were mothers from two-parent households. Mother and father congruence on all substances was unrelated to the adolescent's sex, race, or after school employment. For both parents, congruence for adolescent marijuana use was significantly related to the age and GPA of the adolescent. Based on 10 weekly telephone interviews with first-year college students (N=202; 63% women; M=18.8 years, SD=.4), within- and between-person associations of positive and negative affect with alcohol use were examined. Multi-level models confirmed hypothesized within-person associations between weekly positive affect and alcohol use: Higher positive affect weeks had greater alcohol consumption, more drinking and heavy drinking days in the same week, and less plans to drink the following week. However, between-person, average positive affect did not predict individual differences in alcohol use. The negative affect—alcohol use association was complex: Within-person, higher negative affect was associated with less drinking days but between-person, with more drinking days; lability in negative affect was associated with greater average alcohol use and more drinking and heavy drinking days. Health promotion efforts for late adolescent and emerging adult students are advised to recognize these paradoxical effects (e.g., promoting dry celebratory campus-events, strategies to manage negative mood swings).

The Internet provides a powerful tool for reinventing local governments. It encourages transformation from the traditional bureaucratic paradigm, which emphasizes standardization, departmentalization, and operational cost-efficiency, to the "e-government" paradigm, which emphasizes coordinated network building, external collaboration, and customer services. Based on a content analysis of city Web sites and a survey of Web development officials, this article shows that many cities are already moving toward this new paradigm. These cities have adopted "onestop shopping" and customer-oriented principles in Web design, and they emphasize external collaboration and networking in the development process rather than technocracy. The article also analyzes the socioeconomic and organizational factors that are related to cities' progressiveness in Web development and highlights future challenges in reinventing government through Internet technology. 相似文献

Unlike the Mao era when educational development was entirely directed by the central government, there has been a strong trend to diversification and decentralization of education in the post‐Mao period. This article, being set in this context, examines how the policy of decentralization has affected the governance modes of higher education in Mainland China. More specifically, the article focuses on three major aspects of education governance, namely, financing, provision and regulation in education, with special attention given to examining the changing relations between the state, local governments and other agents in education delivery. One very significant consequence of the change is that the public‐good functions of education, of which the state has taken the primary role of a reliable guarantor, have diminished. Nonetheless, the state's role as a regulator and overall service coordinator has been strengthened rather than weakened under the policy of decentralization.
