APEC,globalization, and 9/11

The Asia Pacific Economic Cooperation Forum (APEC) has, in the main, been based on attempts to advance neoliberal ideas about economic governance, although this has stimulated a great deal of controversy and resistance. Having failed—despite much effort—to entrench neoliberalism within APEC the United States and other “Western” members of APEC are now “securitizing” economic policy in an effort to reconfigure the Asia Pacific along lines favored by major capitalist players in the region. Critics argue that this securitization of economics is simply a tactical effort to bring in through the back door policies that APEC members have resisted in the past. Faced with the prospect of not getting its own way through straight trade negotiations within APEC, Washington appears to be promoting measures — “urgently needed in the name of security”—that might never have been accepted otherwise. At the same time, a twin strategy of pursuing bilateral trade negotiations with key APEC states is threatening the multilateral nature of the body, further emasculating APEC's position as a serious trade body.

History,regionalism, and CARICOM trade: A gravity model analysis

Abstract

A gravity model is fitted to 17 annual cross sections, 1980–1996, of bilateral trade data (imports and exports) between CARICOM member states and selected trading partners. Specifically, the paper investigates the effects of regional integration, colonial legacies and linguistic ties on CARICOM bilateral trade flows between member states and between member states and North American and European Union countries. The empirical results indicate that history and regionalism have had significant and strong effects on CARICOM trade. Additionally, two traditional explanatory variables in gravity models, income per capita and population, have significant and positive effects on CARICOM trade while the distance between trading partners exerts the expected negative effect.     

Ultrafast Amplification of DNA on Plastic Microdevices for Forensic Short Tandem Repeat Analysis

The majority of microfluidic devices used as a platform for low‐cost, rapid DNA analysis are glass devices; however, microchip fabrication in glass is costly and laborious, enhancing the interest in polymeric substrates, such as poly (methyl methacrylate) (PMMA), as an inexpensive alternative. Here, we report amplification in PMMA polymerase chain reaction (PCR) microchips providing full short tandem repeat profiles (16 of 16 loci) in 30–40 min, with peak height ratios and stutter percentages that meet literature threshold requirements. In addition, partial profiles (15 of 16 loci) were generated using an ultrafast PCR method in 17.1 min, representing a ~10‐fold reduction in reaction time as compared to current amplification methods. Finally, a multichamber device was demonstrated to simultaneously amplify one positive, one negative, and five individual samples in 39 min. Although there were instances of loci dropout, this device represents a first step toward a microfluidic system capable of amplifying more than one sample simultaneously.     

Measuring error for adjacent policy position estimates: Dealing with uncertainty using CMP data

Careful users of CMP party position data should take the uncertainty of position estimates into account. We compare and evaluate two current approaches that provide error estimates for party positions. Researchers of the CMP group identify measurement error in quantitative content analysis as the cause of uncertainty about position estimates, whereas a second approach by Benoit et al. (2009) attributes the uncertainty of position estimates to a stochastic generation of election programs. We illustrate the commonalities and differences of these approaches and provide two empirical applications, the identification of the left–right order of parties and of policy shifts by parties, using CMP data for 25 countries. Despite conceptual differences, results in these applications are surprisingly similar.     

A Conceptual Framework for Addressing Psychological Process in the Development of the Terrorist

A conceptual framework is presented for addressing psychological issues in the development of the terrorist. In particular, the authors suggest that viewing terrorism as a process may lead not only to better conceptual development in analyses of the terrorist, but may also lead to the development of more practical and efficient counterterrorism initiatives. Additionally, viewing terrorism in this way may finally lead to the formation of a clear and unambiguous position for psychology within an interdisciplinary approach to analyses of both terrorism and the terrorist.     

Grassroots civil society at crossroads: staying on the path to independence or turning onto the UK Government's route to localism?

Within the context of acute public spending cuts and the increasing push towards localism, the UK government is increasingly looking outwards to community- and citizen-led action for solutions to long-term social problems and to take on public services. The extent to which these groups have the capacity and willingness to take on politicised roles beyond their purpose and function is, however, not well understood. By reflecting on findings primarily from a street-level mapping project, in this paper discussion focuses on the potential implications arising from grassroots' co-option.

Dans le contexte des profondes coupes sombres opérées dans les dépenses publiques et de la poussée croissante vers le localisme, le gouvernement britannique se tourne de plus en plus vers l'extérieur, vers des actions menées par les communautés et les citoyens pour résoudre les problèmes sociaux à long terme et se charger des services publics. La mesure dans laquelle ces groupes ont les capacités et la volonté nécessaires pour assumer des rôles politisés qui dépassent leur finalité et leur fonction n'est pas, toutefois, bien comprise. En réfléchissant sur les constatations faites principalement dans le cadre d'un projet de cartographie au niveau des rues, la discussion de cet article porte sur les implications potentielles de la cooptation de la base populaire.

Sin embargo, no se comprende bien hasta qué punto dichos grupos tienen la capacidad y la disposición de asumir roles politizados más allá de sus objetivos y de su función. A partir de reflexiones en torno a las conclusiones provenientes principalmente de un proyecto de mapeo a nivel de calle, el presente artículo se centra en analizar las posibles implicaciones que podrían surgir de la cooptación de los grupos de base.

Dentro do contexto de significativos cortes nos gastos públicos e um empenho crescente em direção ao localismo, o governo do Reino Unido está cada vez mais olhando para fora para ações coordenadas pela comunidade – e cidadãos – para soluções de problemas sociais de longo prazo e contratação de serviços públicos. Porém, não se sabe muito bem até que ponto estes grupos têm capacidade e disposição de adotar funções politizadas além de seu propósito e função. Ao refletir sobre os resultados obtidos principalmente a partir de um projeto de mapeamento realizado nas ruas, a discussão deste artigo concentra-se nas implicações em potencial que surgem da opção conjunta de base.
