What organisational factor has the most significant impact on the management of water utilities? This article seeks the views of middle managers in several water utilities across four Australian states to address this question. It also examines their views of leadership in their organisation. It draws upon Bass's full‐range leadership theory to examine their views on three models of leadership: transactional leadership, transformational leadership, and a combination of both transactional and transformational leadership. The respondents identify leadership as the most critical enabling factor for the effective management of water utilities. They believe that effective leadership requires a mix of transactional and transformational leadership skills. They state that their supervisor's leadership skills are below their expectation of an effective leader. These leadership issues are discussed in the article.  相似文献

Applying a feminist political economy analysis of the Kachin military movement, this article will be mapping women's involvement in the armed uprising since the outbreak of the conflict in 1961, demonstrating the centrality of gender relations for the war. Using primary data, this article will show how the household provides essential support to the Kachin war effort in the shape of emotional, physical and material labour, thus underscoring the critical role played by women in maintaining the conflict. Examining the relationship between narratives of gendered insecurity in the community and notions of militarized duty, this article will argue that the Kachin armed forces have employed gendered notions of security and duty to legitimize and sustain the conflict. The importance of normative gender relations for providing labour and emotional and material support for the conflict will then be examined, showing how the household is situated as the nucleus of the armed revolution. The findings in this article thus reveal a need to take into account the relationship between the household and the armed conflict, arguing that the household is a site inseparably linked to nationalistic objectives, underpinning the economic and ideological structures of military movements. Interventions aiming at resolving the conflict in Kachin must therefore consider the importance of gender relations in upholding the political-economy infrastructure of the military movement.  相似文献

This article explores why supporters of small, non‐established parties choose to vote for different parties in the elections to the European Parliament (EP) and elections to the national parliament. It uses individual‐level data with open‐ended questions from an online survey on supporters of Feminist Initiative (Fi) – a comparatively small and new Swedish feminist party – to map voters’ own motivations for split‐ticket voting in the 2014 elections. Contrary to expectations based on second‐order election theory, it is found that voters ticket‐split in both directions: there are those voting for Fi in the EP election but not in the national election, and those voting for Fi in the national election but not in the EP election. These voters take the same types of considerations into account but nevertheless end up making opposite voting decisions. Voters clearly distinguish between the two levels – for example, by prioritizing different issues.  相似文献

The article begins with a due process analysis concluding that children are legally entitled to counsel and continues by presenting examples of federal and state legislation, court decisions, and public policy arguments that support this right. The article then goes a step further to advocate for a traditional, client-directed model of representation, which empowers children and leads to better judicial decision making. Finally, the article discusses the impact of high caseloads and lack of training on attorney performance. This article serves as an important addition to the academic literature examining the need for and role of the child's attorney in dependency proceedings.  相似文献

This article discusses domestic violence, providing information and a review of literature regarding this phenomena. The article then goes on to describe a protocol developed by the Orange County (California) mediation and investigative unit that provides protection to the alleged victim of violence through the use of assessment interviews, co-mediation with a male-female mediation team, and the development of postparenting arrangements that provide for protection and security. The article also reviews a sample of 100 domestic violence cases handled in Orange County during 1991. Data from this research suggest that mediators using the protocols described in this article are able to guide the more serious, high-risk cases into more protective outcomes and that mediation can provide a very important adjunct to the trial court process.  相似文献

The specificity of the 19-OH F1 alpha/F2 alpha prostaglandin antisera for the detection of semen in seminal/vaginal mixtures, has been evaluated. Using a parallel curve test we found that the antibody showed a high specificity for these seminal prostaglandins in seminal/vaginal mixtures at concentrations of between 2 pg and 40 pg/100 microliter. The precision of the assay has been improved by the use of a donkey-anti-rabbit ferritin-bound second antibody. The application of this detection system makes it possible to complete an assay within 4.5 h. A survey of 50 semen-free vaginal swabs obtained from 3 donors, taken throughout the menstrual cycle, showed no trace of these prostaglandins. They were also not detected in the vaginal secretions of two further donors who were undergoing medication. Using only 10-microliter aliquots of a seminal/vaginal swab extract, prepared in 500 microliter, it was possible to detect semen up to approx. 80 h after one sexual act.  相似文献

This Note discusses the pervasive problem of employment discrimination based on family responsibilities, or family care commitment discrimination. Employees with family care commitments often find themselves being pulled in opposing directions—between work and family. When an employee is forced to choose work, for financial reasons, over family, his or her family ends up suffering. The current state and federal statutes aimed at employment discrimination are insufficient to deal with family care commitment discrimination. This Note proposes a change to the current legislation and explains how this change will protect employees and families, while causing employers to internalize externalities by adopting more family‐friendly policies.  相似文献
