In contrasting UN with EU democracy promotion discourses, the article contributes to the debate on the substance of EU democracy promotion by approaching the question of ‘democratic substance’ from the vantage point of sovereignty. For its analytical framing, it draws on relevant aspects of Foucault's work on power. The article suggests that, due to their diverging obligations to sovereignty, the substance of democracy promotion in UN discourses revolves around an institutional-centric understanding, whereas in EU discourses we see a significant reconceptualization of democracy as a norms-based concept. The latter does not aim at the government of society but the ethical self-governance of socially embedded individuals. It is argued that, with the decreasing purchase of democracy as a universal political project and the growing concern with local contexts, the EU's norms-based conception emerges as better equipped to adapt to contemporary challenges of governing. The article concludes with raising some doubts about the democratic promise and potential of the democratic rationality underpinning EU discourses. Democracy, participation and political change are no longer conceived in terms of shaping and influencing public agenda but refer to socially shaping and influencing subjective perceptions and behaviours. 相似文献

This article examines the evolution of the Yunnan model of civil society management, and through a pretest–posttest research design, finds that new regulations in 2010 create a larger role for the local state in developing civil society. These changes bring the Yunnan model closer to the more supervised model of social management pioneered by Beijing and away from the more autonomous model exemplified by Guangdong. This has important implications for the future regulation and development of civil society as the central government debates adopting one of these models as a national system of social management. While both the Guangdong and Beijing models encourage relaxing registration requirements, the social management model in Yunnan develops new channels for state guidance of civil society such as government training, funding, and project collaboration or supervision. 相似文献

This article examines two recent refugee crises in Calais: the debate around the Sangatte refugee camp, which was resolved in 2002, and the ongoing problems in Calais, which have been escalating since autumn 2014. It asks: why are these events repeating? What, if anything, has changed between 2002 and now? It points to a number of new developments since 2002, such as growing numbers of migrants worldwide, and a changing European political and legal landscape. But it also argues that a number of the same factors that led to the Sangatte crisis are still shaping events and responses in Calais today. They concern the persistent shortcomings of European states’ immigration controls, the failures to reach Europe‐wide and international agreements on migration, and the inadequacies of international bodies such as the UNHCR and the 1951 Refugee Convention which it upholds. 相似文献

From 2000-2005, Somerville, MA, experienced a number of youth overdoses and suicides. The community response followed CDC recommendations for contagion containment. A community coalition, Somerville Cares About Prevention, became a pivotal convener of community partners and a local research organization, the Institute for Community Health, provided needed expertise in surveillance and analysis. Mayoral leadership provided the impetus for action while community activists connected those at risk with mental health resources. Using a variety of data sources (including death certificates, youth risk surveys, 911 call data, and hospital discharges) overdose and suicide activity were monitored. Rates of suicide and overdose for 10-24-year-olds were higher than in previous years. Using case investigation methods, the majority of suicide victims were found to be linked through common peer groups and substance abuse. Subsequent community action steps included: a community-based trauma response team, improved media relationships, focus groups for suicide survivors, and prevention trainings to community stakeholders. Youth suicide and overdose activity subsided in May of 2005. The community partnerships were critical elements for developing a response to this public health crisis. This collaborative approach to suicide contagion used existing resources and provides important lessons learned for other communities facing similar circumstances. 相似文献

It has long been established that illicit drug use contributes to child maltreatment. However, investigators have yet to comprehensively examine illicit drug use in mothers referred to treatment by Child Protective Services (CPS). In this study, 77 mothers who were referred to treatment by CPS for co-existing drug abuse and child neglect were administered the Timeline Follow-Back measure to assess their substance use frequency during the four months preceding treatment. Reports of the mothers’ substance use were obtained for the same time period from the mothers’ significant others and CPS caseworkers, and mothers were administered urinalysis testing. The purpose of this study was to examine the concordance of these multiple reports, and identify unique predictors of different drug use reporting patterns. The practice of using urinalysis results as a prompt during the mothers’ Timeline Follow-Back administration may have contributed to greater frequency of drug use reporting in mothers. Mothers reported progressively more drug use for more distant time periods, as compared with caseworkers. Findings also suggested mothers’ reports of drug use were influenced by CPS investigatory case status (i.e., open or closed), ethnicity, and defensive responding. Implications of these findings for clinical practice and future research are discussed. 相似文献

We examine the ability of review panels to predict commercial success when evaluating early-stage technologies from small
business. Specifically we examined whether a screening process resulted in greater consensus among grant panel members, to
what extent certain panel members “stuck” to their evaluations, and whether information sharing and panel consensus resulted
in better predictions of commercial success. In general, we found that expert panel members tend to move toward consensus
after discussion, with technical experts being the most “sticky”. While information sharing does not lead to better prediction,
increasing consensus among panel members does indicate a slight improvement in prediction accuracy. 相似文献
