This article argues that for a number of reasons, the Russian state has had limited success in tackling the growing problem of HIV/AIDS. It begins with brief discussions of the health context of HIV/AIDS in the Russian Federation and the development of institutions in Russia post‐1991. It then discusses the attempts that have been made thus far to tackle the HIV/AIDS epidemic, both on the part of the federal government and with the aid of international donor funding. It is argued that a number of factors have contributed to Russia's lack of success in tackling HIV/AIDS. Firstly, the infection has been interpreted as a health problem rather than as a phenomenon which impacts on all aspects of public life. Secondly, there have been weak incentives at the federal level, which has resulted in a lack of a coordinated approach to HIV/AIDS at the national level. Thirdly, there have been regional variations in the autonomy and independence from the federal state impacting on the struggle against HIV in the Russian regions. Highly skilled people are among the most valuable factors of production in the contemporary world economy. Some have characterized the competition among nations for these people as a “brain drain” or “war for talent,” which imposes significant costs on the countries of emigration. However, the distribution of costs and benefits that results from high‐skill migration is not necessarily zero‐sum or fixed. It may be altered through international cooperation, producing a self‐reinforcing “win–win” scenario for sending and receiving countries. Bilateral cooperation, focused on specific sectors affected by migration, is the most promising approach for realizing such a scenario. This paper explores the prospects and potential for such cooperation between India and the United States, which comprise what is probably the world's largest high‐skill mobility relationship. After sketching the broad contours of the relationship, we explore the prospects for mutually beneficial cooperation in three specific fields of high‐skill migration: information technology services, medicine and nursing, and graduate education. 相似文献

This article begins with a re-evaluation of political communication research based on Habermas' original theory of the public sphere. It presents Habermas' alternative framework for assessing communication in contemporary 'actually existing democracies'. The model is then tested with a case study of the UK parliamentary public sphere based on 95 semi-structured interviews with political actors (politicians, journalists and officials). It concludes that parliament today operates rather better, according to public sphere norms, than the public sphere described in Habermas' accounts of 18th and 19th-century England. Such a finding, on its own, is clearly at odds with public perception. The research accordingly offers two explanations for this disparity and the (perceived) crisis of political legitimacy in UK politics. 相似文献

This paper examines regulatory change from the William J. Clinton administration through the presidency of George W. Bush by focusing on their respective efforts to alter national forest planning procedures mandated by the National Forest Management Act of 1976 (NFMA). While rule making has become an important alternative pathway for making policy, the strategies used to develop a new rule may vary among presidents because of differing values and management styles. Both presidents were adept at framing the planning regulation to reflect dominant values such as preserving ecosystems (Clinton) or administrative efficiency (Bush). Between‐administration differences in regulatory tactics also tended to alter the relative importance of institutional venues and, by extension, the influence exercised by differing political constituencies. 相似文献

The broader context of relational aggression in adolescent romantic relationships was assessed by considering the ways such
aggression emerged from prior experiences of peer pressure and was linked to concurrent difficulties in psychosocial functioning.
Longitudinal, multi-reporter data were obtained from 97 adolescents and their best friends at age 15 and from adolescents
and their romantic partners at age 18. Teens’ relational aggression and romantic partners’ victimization were predicted from
levels of best friends’ pressuring behaviors toward teens in an observed interaction as well as from best friends’ ratings
of how much pressure teens experienced from their peer group. Romantic partner relational aggression and teen victimization
were predicted by pressure from teens’ peer group only. Adolescents’ romantic relational aggression and victimization were
also associated with elevated levels of depressive symptoms and increased alcohol use. Results are discussed in terms of the
connection of relational aggression in romantic relationships to the broader task of establishing autonomy with peers in psychosocial
development.

A vast literature has found longitudinal effects of early life stress on substance use and self-regulatory processes. These associations may vary by period-specific development among youth involved in the juvenile justice system. The current study used an accelerated longitudinal design and auto-regressive latent trajectory with structure residuals (ALT-SR) model to examine the within-person cross-lagged associations between binge drinking, impulse control, and victimization from 15 to 25 years of age. A large sample (N?=?1100) of justice-involved youth were followed longitudinally for 7 years (M age baseline ?=?15.8, M age conclusion ?=?22.8). In general, the sample was ethnically diverse (41% Black, 34% Hispanic, 21% White, 4.3% Other) and primarily male (87.2%). Participants reported on their frequency of binge drinking, impulse control, and frequency of victimization at each time point. The results indicated that, during adolescence, victimization and binge drinking attenuated impulse control, which resulted in more binge drinking and victimization during young adulthood. The current study highlights the importance of assessing developmental processes and period-specific transitions among at risk youth, especially for youth experiencing early life stress. 相似文献

Researchers suggest that inequity and disparities in public participation in the policy‐making process will go hand in hand unless public managers and community leaders are attentive to these concerns when they are designing participation opportunities. Previous research has considered how the design of participatory opportunities can address inequity, but it has provided few insights into what is behind design choices. This article provides a theoretical framework that links public managers' and community leaders' perspectives on their own political efficacy and sources of their efficacy, yielding four types of “designers.” The research hypothesizes that these types have different narratives of social equity in participation that affect their design choices. Data from more than 100 public managers and community leaders provide preliminary support for these relationships. Findings suggest that inequitable public participation will persist unless designers consider what is behind their choices, focusing first on understanding the problem setting, or their narrative of equity in public participation. 相似文献
