Symposium Introduction: Local Responses to ‘Austerity’

This introduction to the symposium sets out the context for local government in the United Kingdom at the current time. It outlines the scale of the reductions in funding since 2010, showing how uneven these cuts have been across the country and the reasons for this. It also describes the increased exposure to risk of both local government and of the citizens and communities it serves. The central question for the papers which follow is how local government is responding to these twin challenges. The papers provide insights from a number of detailed studies of individual authorities, exploring the strategies adopted to manage in response. The analyses focus on the distributive consequences for individuals and communities, but they also reflect on the wider consequences for local government itself. A particular concern is whether local responses are changing as austerity moves from its initial to its later phase.

A method for enhancing gunshot residue patterns on dark and multicolored fabrics compared with the modified Griess test

In using infrared or infrared-enhanced photography to examine gunshot residue (GSR) on dark-colored clothing, the GSR particles are microscopically examined directly on the fabric followed by the modified Griess test (MGT) for nitrites. In conducting the MGT, the GSR is transferred to treated photographic paper for visualization. A positive reaction yields an orange color on specially treated photographic paper. The examiner also evaluates the size of the powder pattern based on the distribution of nitrite reaction sites or density. A false-positive reaction can occur using the MGT due to contaminants or dyes that produce an orange cloud reaction as well. A method for enhancing visualization of the pattern produced by burned and partially unburned powder is by treatment of the fabric with a solution of sodium hypochlorite. In order to evaluate the results of sodium hypochlorite treatment for GSR visualization, the MGT was used as a reference pattern. Enhancing GSR patterns on dark or multicolored clothing was performed by treating the fabric with an application of 5.25% solution of sodium hypochlorite. Bleaching the dyes in the fabric enhances visualization of the GSR pattern by eliminating the background color. Some dyes are not affected by sodium hypochlorite; therefore, bleaching may not enhance the GSR patterns in some fabrics. Sodium hypochlorite provides the investigator with a method for enhancing GSR patterns directly on the fabric. However, this study is not intended to act as a substitute for the MGT or Sodium Rhodizonate test.     

Medical/health histories and physical evaluation of physically and sexually abused child psychiatric patients: A controlled study

This study examines findings from a pediatric health history and child physical examination conducted for 105 outpatient and 105 inpatient children who were classified on the basis of their history of physical and sexual abuse. Based on multivariate and univariate analyses, physically abused children had more early developmental delays, neurologic soft signs, serious physical injuries, skin markings and scars, and stimulant drug use than their non-physically abused peers. Sexually abused children were reported to exhibit higher levels of sexual activity and stimulant drug use, and had more physical signs of genital manipulation than non-sexually abused children. These data highlight the need to further examine the impact of medical and developmental aberrations, the nature and origins of recurrent physical injuries in this population, and the extent of risk-taking in understanding the differences between physical and sexual child maltreatment.     

Special Issue: Gender,Sexuality and Human Rights

This brief article introduces a special issue of Feminist Legal Studies addressing gender, sexuality and human rights, and comprising papers drawn from an E.S.R.C.-funded workshop held at the University of Kent in June 2004 on the theme of “Gender-Auditing the Human Rights Act”. The article begins by situating the themes of the special issue within the broader context of feminist engagement with rights discourse. It goes on to consider the introduction of the Human Rights Act 1998 into the U.K. with a view to assessing its implications in terms of engendering a positive legal and political culture for equality-seeking initiatives. The article concludes with a survey of the contributions to the special issue, highlighting the possibilities for feminist theory and strategy posed by a wider intersectional engagement with rights issues.
