According to Tyler’s theoretical framework, police officers can motivate cooperation among citizens during direct interactions by using fair procedures and by showing how the police perform their job in combating crime. By conducting a systematic literature review, prior research was examined to see whether perceptions of procedural justice and police performance result in higher levels of perceived legitimacy of the police institution, and in turn whether this perceived legitimacy stimulates cooperative behavior among crime victims specifically. Results of the 15 included studies indicate that partial support for the applicability of this framework on crime victims was found. However, none of the included studies tested all relationships within the framework simultaneously among crime victims; they typically focused only on one of the interrelationships between the frameworks’ key concepts. Implications for future research and police practice are discussed.  相似文献

What do Americans know about their local judges and how do they know it? One of the central arguments in the debate over judicial elections is whether voters know enough about judicial candidates to make an informed democratic choice. The vast majority of criminal and civil matters in the U.S. begin with and filter through the local state courts. But judicial scholars know little about what explains the variance in voters’ knowledge of their courts and judges. This paper draws on survey data from the 2012 Cooperative Congressional Election Study to investigate the origins of voter knowledge of local judges. A central finding of this study is that rural voters are a lot more knowledgeable about their local judges than are urban voters, ceteris paribus. This finding has significant consequences for the debate over the ways in which states structure their elections for local judges.  相似文献

We study state and federal health insurance coverage mandates for young adults. Despite consistent findings that the Affordable Care Act's (ACA) federal mandate was effective, research has disagreed on whether preexisting, state-level mandates were successful in increasing coverage. We reconsider the issue with a new analytical perspective and newly available accurate data on state mandates. We show that the impact of the state mandates was substantive and concentrated among young adults between ages 19 and 23. Our estimates indicate that dependent coverage rose by 3.9 percentage points and overall coverage rose by 3.3 percentage points. Crowd-out of coverage through young adults’ own jobs was negligible. For those above 23, we find little evidence of changes in coverage. We incorporate these insights into analysis of the ACA's mandate, showing its effects were focused among those who were not eligible for state mandates, or were eligible but older than 23. Our results suggest that eligibility restrictions played important roles in limiting the scope of the state mandates, but they can be practical and effective tools for policymakers looking to ensure or expand coverage for young adults in the face of uncertainty about the ACA.  相似文献

Referendums have been used to legitimate power-sharing settlements in deeply divided societies transitioning from conflict. This article assesses the capacity of referendum rules to facilitate the “voice” of multiple groups or “peoples” in the decision to share power as a “constitutional moment.” Drawing on the constitutional referendums in Northern Ireland in 1998 and Iraq in 2005, the author demonstrates that referendum rules matter in highlighting the variable degrees of support for the elite-negotiated deal on the part of the contending groups. The institutional design process prior to the referendum is crucial for incentivising groups to support the settlement, particularly the previously dominant group. When faced with a choice between a simple majority threshold and countermajoritarian procedures, majoritarianism is appropriate only in so far as the main groups see their constitutional preferences satisfied and concurrent majorities can be secured. A qualified majority referendum threshold to protect a minority group is appropriate for divided states where the groups are regionally concentrated and when the groups agree to such rules. Important for the legitimation of power-sharing, referendums highlight the likely variable extent of approval on the part of the main groups, necessitating ongoing efforts to foster public support for the deal.  相似文献

Policy conflicts are ubiquitous in many countries. Yet research on policy conflict is typically based on cases in western, democratic countries. As a result, little is known about the characteristics of policy conflicts in non-western countries, such as China, or how these characteristics compare to western contexts. The Policy Conflict Framework (PCF) was recently developed to help scholars identify, diagnose, and compare policy conflict characteristics. This research uses the PCF to guide a comparative analysis of the nature of policy conflicts in China and the United States. With interview data on policy actors from Chongqing, China and Colorado, USA, we present the findings by comparing the differences and similarities of policy conflicts in the two countries around shale oil and gas development. We conclude with the strengths and limitations of this comparative study of policy conflicts in China and other national contexts, along with recommendations for conducting PCF research in China.  相似文献

Mirroring clinical guidelines, recent Performance Validity Test (PVT) research emphasizes using ≥ 2 criterion PVTs to optimally identify validity groups when validating/cross-validating PVTs; however, even with multiple measures, the effect of which specific PVTs are used as criterion measures remains incompletely explored. This study investigated the accuracy of varying two-PVT combinations for establishing validity status and how adding a third PVT or applying more liberal failure cut-scores affects overall false-positive (FP)/-negative (FN) rates. Clinically referred veterans (N = 114; 30% clinically identified as invalid) completing a six-PVT protocol as during their evaluation were included. Concordance rates were calculated across all possible two-and three-PVT combinations at conservative and liberal cutoffs. Two-PVT combinations classified 72–91% of valid (0–4% FPs) and 17–74% of invalid (0–40% FNs) cases, and three-PVT combinations classified 67–86% of valid (0–6% FPs) and 57–97% of invalid (0–24% FNs) at conservative cutoffs. Liberal cutoffs classified 53–86% of valid (0–15% FPs) and 39–82% of invalid (0–30% FNs) cases for two-PVT combinations and 46–75% of valid (3–27% FPs) and 60–97% of invalid (0–17% FNs) cases for three-PVT combinations. Irrespective of whether a two-or three-PVT combination or conservative/liberal cutoffs were used, many valid and invalid cases failed only one PVT (3–68%).Two-PVT combinations produced high FNs and were less accurate than three-PVTs for detecting invalid cases, though variable accuracy was found within both types of combinations based on the specific PVTs in the combination. Thus, both PVT quantity and quality are important for accurate validity classification in research studies to ensure reliability and replicability of findings. Applying more liberal cutoffs yielded increased sensitivity, but with generally higher FPs yielding problematic specificity, particularly for three-PVT combinations.  相似文献
