Abstract. This paper is complementary to one by H. L. Laframboise published previously in Canadian Public Administration (14, no. 3, fall 1971, pp. 305–25), ‘Administrative reform in the federal public service: signs of a saturation psychosis.’ Where Laframboise stresses the serious concerns that have arisen on the part of many managers over an accumulation of initiatives in administrative reform and seems generally to be advocating that we slow down the pace of such reform, the position taken here is that in our managerial practices we are very seriously below the level required to handle the enormous and complex demands facing the federal public service and therefore must attend far more energetically to administrative reform, albeit more expertly. The paper identifies four key needs to be met in managing public organizations effectively, and treats each of these in some detail: placing men and women of appropriate managerial mind and bent in managerial positions; identifying, developing and using appropriately the growing range of managerial support specialties; facing up to and countering the insularity that seems to afflict even the best of managers; and assuming a managerial approach suited to the dynamic nature of what Warren Bennis has termed ‘the temporary society.’ The paper concludes with a discussion of managing as a set of paradoxes. Two studies tested the hypothesis that organizational decision makers attempt to counterbalance contribution-based distributions
of financial/material rewards (a “merit” system that creates monetary inequality) with need- and equality-based allocations
of socioemotional rewards, in effect allocating “roses” in lieu of more “bread”. Experiment 1 had a two-factor design (Reward
Type × Magnitude of Income Inequality); 67 subjects were given a managerial in-basket exercise in which they expressed their
preferences for a variety of distributive justice rules for seven different types of rewards. Experiment 2 (N=39) had the
same design, with a stronger manipulation of magnitude of inequality. Results of the two experiments were consistent with
the counterbalancing hypothesis, irrespective of magnitude of income inequality; financially related rewards (e.g., profit
sharing, office space, company cars) were distributed with more emphasis on contribution rules (i.e., performance, status),
while more socioemotional rewards (e.g., help for an employee's spouse, friendliness) were allocated with more emphasis on

This article puts forward a method for the analysis of constraints faced by developing countries’ smallholder producers. It is consistent with theories of constraints, efficient in terms of cost and researchers’ time, and accessible to a non-technical audience. A hybrid of workshop discussion and individual data collection, it also draws on data and analyses available in most developing countries. The article presents an application to smallholder livestock systems in Tanzania and Uganda, reporting results and analysis relating constraints to households’ characteristics and conditions, and their stated goals. Article 14 of the European Convention on Human Rights, as applied by the UK judiciary under the Human Rights Act 1998, is in danger of becoming as 'parasitic' as it is often described. Judges have inappropriately narrowed the scope of the 'ambit' of other Convention articles, and thus limited the number of claims to which Article 14 can apply, by defining it according to considerations more properly weighed in a justification analysis incorporating proportionality. The emerging approach departs from Strasbourg jurisprudence, and fails to give full effect to the language and intent of Article 14. This trend need not continue. This article begins the process of fashioning a new conception of the ambit of Convention articles: one that could change the fortunes of Article 14 cases in the UK, but that flows naturally from the precedents of the European Court of Human Rights, and gives effect to the spirit of the HRA. 相似文献
