The increasing complexity of policy problems, coupled with the political desire to base new policies on the foundation of firm evidence, has accelerated the development of policy assessment tools. These range from complex computer models and cost benefit analysis through simple checklists and decision trees. In the last decade, many governments have established formal policy assessment systems to harness these tools in order to facilitate more evidence-based policy making. These tools are potentially widely available, but to what extent are they used by policy makers and what becomes of the evidence that they generate? This paper addresses these questions by studying the empirical patterns of tool use across 37 cases in three European countries and the European Commission. It uses a simple classification of tools into advanced, formal and simple types. It finds that even when tools are embedded in policy assessment systems, their use is differentiated and on the whole very limited, in particular when it comes to more advanced tools. It then explores these patterns from contrasting theoretical perspectives to shed light on why, when and how different policy assessment tools are used in the policy process.  相似文献

This paper presents a theoretical framework and some empirical results showing that the level of foreign aid received reduces the supply of terrorist attacks by recipient countries, as does the recipient country’s level of education. Due account is taken of endogeneity problems in producing these results. They suggest that Western democracies, which are the main targets of terrorist attacks, should invest more funds in foreign aid with a special emphasis on supporting education.  相似文献

We investigate the role of Congress in the growth of federal public expenditure since 1930, building on the work of Kau and Rubin (Public Choice, 113:389–402, 2002). The model incorporates majority party strength and the extent of party control of Congress in addition to the median ideological position of elected representatives. We first provide estimates of the relative importance of the state of Congress and of trending supply and demand-side economic factors in the evolution of federal spending. The resulting models are then used to simulate the consequences of the radical and historically unprecedented shift to the right of Congress in 1994/95.  相似文献

This study seeks to identify what specific kinds of compromises result from IBB, or interest-based bargaining, and what differentiates agreements that are reached using this method from the ones that are negotiated through more traditional forms of collective bargaining. The authors compare the changes to collective agreements in 19 cases that used interest-based bargaining and the changes to agreements in 19 cases that used more traditional forms of negotiation. Their analysis reveals that clauses dealing with joint governance and organizational innovation underwent more changes when the parties adopted the IBB approach. Abstract: Governments around the world are spending huge sums of money implementing electronic government. Public‐private partnerships with information and communication technology firms have emerged as the vehicle of choice for implementing e‐government strategies. Concerns are raised about the capacity of governments to manage these complex, multi‐year, often multi‐partner relationships that involve considerable sharing of authority, responsibility, financial resources, information and risks. The management challenges manifest themselves in the core partnering tasks: establishing a management framework for partnering; finding the right partners and making the right partnering arrangement; the management of relationships with partners in a network setting; and the measurement of the performance of e‐government partnerships. The article reviews progress being made by governments in building capacity to deal with these core partnering tasks. It concludes that many new initiatives at the central agency and departmental/ministry level seem designed to centralize control of e‐government projects and wrap them in a complex web of bureaucratic structures and processes that are, for the most part, antithetical or, at best, indifferent to the creation of strong partnerships and the business valuethat e‐government public‐private partnerships promise.  相似文献

This article contains an examination of the way in which the largely British model of professional comprehensive housing management became important in Hong Kong. It shows how a comparatively small number of pioneers, mainly women who were followers of the principles of Octavia Hill, a philanthropic social reformer who developed her ideas in 19th century London, had a considerable influence in the very different environment of Hong Kong. An examination of the comparatively small amount of literature on the housing management profession is followed by a detailed analysis of the way in which the housing management profession has developed in Hong Kong. A review of the origin of public housing programmes in Hong Kong highlights the influence which housing professionals had when the housing administration was radically restructured at the time of the formation of the Hong Kong Housing Authority in the early 1970s.  相似文献

This paper examines whether foreign direct investment (FDI) influences confidence in commercial contracts in developing countries. While the research on how host countries’ policy environments encourage FDI inflows has flourished, scholars have paid less attention to how the policy environment and local actors’ beliefs might, in turn, be affected by FDI. This is surprising because multinational enterprises are well‐recognized political and economic actors across the world. We expect that their increasing economic salience will influence the policy environments in which they function. By employing an innovative measure of property rights protection – contract‐intensive money – we examine how foreign direct investment influences host countries’ contract‐intensive money ratio in a large panel time series of both developed and developing countries from 1980 to 2002. Our analysis suggests that higher levels of FDI inflows are associated with greater confidence in commercial contracts and, by extension, the protection of property rights in developing countries.  相似文献
