The erratic behaviour of the EU ETS on the path towards consolidation and price stability

The Kyoto Protocol envisages the use of various instruments to achieve emission reduction targets, one of which is the European Union Emission Trading Scheme (EU ETS), the most important market worldwide for CO₂ emission allowances. The volume of European Union Allowances traded represents over 45% of all the carbon dioxide generated by human activity within the continent. In its first two phases (2005–2012), the behaviour of the EU ETS was erratic, as a result of discretionary policies, an oversupply of allowances and reduced economic activity due to the global crisis. These factors caused excessively low prices that distorted the initial goals of achieving low-carbon solutions. From 2013, changes were made to the market regulation mechanisms in order to correct these structural deficiencies. Empirical analysis of daily prices in the two central phases of the market, following the pattern of ARCH and GARCH models, shows that the measures taken within the EU generated greater confidence and stability in the market and thus reduced volatility. Subsequent price behaviour, following a bullish path, has confirmed the success of the measures taken and their contribution to fulfilling emission reduction targets.

Militarisation of governance after conflict: beyond the rebel-to-ruler frame – the case of Rwanda

In this article, we develop and expand the rebel-to-ruler literature to go beyond ‘rebel transformations’, in order to examine the transformation and militarisation of the entire post-genocide society in Rwanda. Through a historical and socio-political analysis of the military’s influence in post-genocide Rwanda, we argue that the adoption of military norms and ethos, drawn from an idealised and reconstructed pre-colonial history rather than simply an insurgent past, motivates the military’s centrality and penetration of all society’s sectors, economically, politically and socially, with the ultimate aim of retaining power in the hands of the rebels turned rulers. As such, the case demonstrates the need for an expansion of the rebel-to-ruler literature (1) beyond its concern with parties and regime type to a broader palette of governance effects and (2) beyond its singular focus on insurgent past and towards a longue-durée understanding of complementary causes.     

How women are imagined through conceptual metaphors in United Nations Security Council Resolutions on women,peace and security

United Nations Security Council Resolution 1325 is a landmark pronouncement on the Women, Peace and Security Agenda. Not only does this resolution highlight the important role of the involvement of women in peace processes, but it also stresses the importance of their equal participation in all efforts for the maintenance and promotion of peace. Furthermore, it also triggers the approval of some other resolutions, which are all further elaborations on that first document. The aim of this paper is to analyse, from a cognitive linguistic perspective, the way in which women are actually narrated in these pronouncements by means of the two conceptual metaphors that are most often repeated: WOMEN ARE VICTIMS, typically found in earlier resolutions, and WOMEN ARE AGENTS OF CHANGE, as the metaphor that has gained more strength and visibility as new resolutions have continued to appear. As metaphors are the cognitive lenses we use to make sense of abstract concepts, it is important that we look closely at each of those metaphors to see how they shape the characterization of women in times of armed conflict and post-conflict and, in doing so, how they guide our understanding and behaviour towards them.     

Building indicators to address community sustainability: learning from the Mixteca region,Mexico

This article reports on an indicator model to assess sustainability at the community level that was developed by an interdisciplinary work group. We applied this model in a case study of the Mixteca region in Oaxaca, Mexico, and provided a tool guide to measure the effectiveness of community-based actions. Two innovative aspects are presented: an iterative process with the community to develop a locally appropriate set of indicators drawn from the literature, and a baseline diagnostic assessment of the community’s performance on these indicators. This assessment may serve as a basis for future research and community-driven projects.     

Sources of Law Are not Legal Norms

Anglo‐American authors have paid little attention to a subtle distinction that has important jurisprudential implications. It is the distinction between sources of law (e.g., statutes, precedents, customs) and the legal norms which can be derived from sources by means of interpretation. The distinction might also be rendered as a threefold one, separating sources of law from legal norms and both of these from that which mediates their relation, namely, methods of legal interpretation. This paper intends to state the “source‐norm” distinction clearly and to give examples of jurisprudential insights that are missed, and mistakes that may be made if the distinction is not given its due.
