This article discusses the proposed implementation of a model court project that can serve as an alternative approach to adjudicating child abuse and neglect cases. The model project allows criminal child abuse cases to be processed with related civil proceeding in one court before one judge. Life sciences are the best developed area of academic research throughout Latin America. Biomedical research has been particularly
successful. However, generally speaking, excellence in research has not been accompanied by commercially successful innovations,
a pattern that differs from what has happened in many highly industrialized countries, even small ones. The paper explores
some causes of such disappointing outcome, stressing in particular the historical lack of political and social legitimacy
exhibited by innovation policies in underdevelopment. From a developmental point of view it is of great importance the building
of such legitimacy. One way of doing so is to link more tightly innovation policies to social concerns; bio-innovation is
suggested as a productive path towards that aim.

Property obliges??and intellectual property entails responsibility about the knowledge produced. The theoretical concept of authorization enables the development of a genuinely sociological perspective of intellectual property. Based on this perspective of intellectual property, it is possible to introduce new aspects in the current and for the advanced knowledge capitalism central debate. The concept of authorization is based on the observation that??from the perspective of knowledge users??it is very difficult (if not impossible) to assess in advance the quality of knowledge and knowledge goods, like for example drugs. This uncertainty entails the consumers?? demand for authorization for an attribution of responsibility. The need of authorization is caused by the extent of insecurity and it exists independently from the aspiration of intellectual property by a company or person (for the time being, the debate struggles only with the last problem). Starting from there, the article examines the question how authorization is being established in the social field. Thereby, it is not only contentious whether or not knowledge should be commercialized or is open access. It is also contentious to which extend the power of definition should be hierarchically monopolized or egalitarianly distributed. The theoretical perspective will be illustrated with a case study on the authorization of seed??the latter being an economic resource which is of elementary importance for human life. 相似文献

Using stochastic methods we illustrate that the Provisional Irish Republican Army's (PIRA) network is clustered along three primary dimensions: (a) brigade affiliation, (b) whether the member participated in violent activities, and (c) task/role within PIRA. While most brigades tended to foster connections within the brigade (that is, “closure”), the tendency to do so varied across the organization. Members who engaged with violent activities were far more likely to connect with each other; in later periods there is polarization into those who engage in violent activities and those who do not. Across brigades, those who engage in a particular task and role (improvised explosive device [IED] constructor, IED planter, gunman, robber/kidnapper/drug smuggler/hijacker) are more likely to connect with others who do the same task or play the same role than with other members who fulfill other roles. Standard forms of homophily (that is, the tendency to make connections with people who are similar in terms of demography or status) play a very weak role in explaining which members interact with one another. Finally, our analysis illustrates clear patterns of relational change that correspond to changes in the formal structures that PIRA's leadership promoted. 相似文献

This article analyzes the sociodemographic network characteristics and antecedent behaviors of 119 lone‐actor terrorists. This marks a departure from existing analyses by largely focusing upon behavioral aspects of each offender. This article also examines whether lone‐actor terrorists differ based on their ideologies or network connectivity. The analysis leads to seven conclusions. There was no uniform profile identified. In the time leading up to most lone‐actor terrorist events, other people generally knew about the offender's grievance, extremist ideology, views, and/or intent to engage in violence. A wide range of activities and experiences preceded lone actors' plots or events. Many but not all lone‐actor terrorists were socially isolated. Lone‐actor terrorists regularly engaged in a detectable and observable range of activities with a wider pressure group, social movement, or terrorist organization. Lone‐actor terrorist events were rarely sudden and impulsive. There were distinguishable behavioral differences between subgroups. The implications for policy conclude this article. 相似文献

AbstractThis article pieces together the activism of the British welfare worker and feminist-pacifist Emily Hobhouse (1860–1926) during two largely unrecorded episodes of transnational activism: firstly, her ministry of Cornish miners in Virginia, Minnesota, in the United States; and secondly, her interventions during the period of reconstruction following the South African War (1899–1902). The article endeavors to contextualize Hobhouse’s activism and offer a broader understanding of the limitations and restraints on her actions. Ultimately, her activism required a platform that was in the gift of political actors and establishment figures, and dependent on fluctuations within specific political and bureaucratic situations. Based on close inspection of undocumented material in both South African and British archives, the article investigates Hobhouse’s repertoire of missionary and philanthropic roles within a wider context of humanitarian politics. It demonstrates how women’s activism and their behind-the-scenes politicking informed political decision-making in modern imperial and international affairs. 相似文献

Chief Judge Judith S. Kaye of New York delivered the following address to the Millennium Conference of the National Council of Juvenile and Family Court Judges in Washington, D.C., on November 15, 1999. In it, she describes the development of the philosophy of the family court in the past century. Judge Kaye describes the family court's transition from reliance on social science to the incorporation of procedural due process guarantees in the Gault decision. She suggests that a further transformation is required to meet the needs of children and families in the 21st century. Judge Kaye proposes that in the next millennium the family court abandon the "remote adjudicator" judge who evolved after Gault to a "problem-solving model of judging… a judge who looks at the issues that are driving the caseload, who looks at the results that are being achieved, and who uses a hands-on style to figure out how we might do better both in individual cases and on a systemic level."
The New York Times described Chief Justice Kaye as, "A dedicated and effective reformer of the state's sprawling court system. Each of her hard won changes has had a positive impact." Chief Judge Kaye recently received the National Center for State Courts' William H. Rhenquist Award for Judicial Excellence in November 1999. On the occasion of the award, Roger K.
